3,70»030 _ Waiver of fees.
Under appropriate circumstances,the fees imposed inay be wanted by the City Manager, his or
, her designee, and s,nch waiver shall on] OC ILir in circumstances in which the waiver is necessary

support, of the oor or infirm. The City Manager is also authorized to waive fees for certain
economic develooment proiects and activities, that create additional private sector jobs and /or
leverage private sector investment so that the City's tax base is substantially increased as a result,
of said project or activity.
3.70.035 -Fees for other parks,and recreation special events and activities.
The City Manager, or his representative, shall have authority to establish fees for Parks &
Recreation special events and activities not otherwise set in this chapter. Such fees shall be based
on objective criteria and shall be calculated toe-quitably, compensate the City for the reasonably
anticipated costs of the s,p�ecial event or activity, Such criteria shall include, but are not limited to:
the City's reasonably anticipated costs for personnel, material, and supplies; the benef"it, if any, to
the cornmunity', the arnOUnt charged by Cather vendors for such, activity;the amount of time needed
forpreparation for the event or activity; the length of notice given by the sponsor of the event or
activity; disniption to normal City business occasioned by, the event or activity; and other factors
relevant to the narticular event or actiNjM
3.70.040 Definitions.
1.—Tategory I" This Cate carp shall be defined as any City sponsored. co-sponsored, or(,,,it

supported activity. A City supported activity is one that the City.either plavIs, condLICAS, controls,
or in whiell the Cityactively participates.
2. —"Category ir 'chis category shall be defined as any non-profit group or organization or
c mmunity functionexc�ept political or relitZiOLIS organizations.
3.—"Category III" This category includes all activities that are riot Category I or Category 11,
4.—"Resident" shall) include City of Port Angeles residents, businesses, and organizations that
have their,principal place of business oro erations within the City,
5. —"'Non-resident" shall mean all businesses and or gnizations that are not a resident.

Section 2 - Corrections. The City Clerk and the codifiers of this ordinance are
authorized to make necessary corrections to this ordinance including, but not limited to, the
correction of the scrivener's errors/clerical errors, references, ordinance numbering,
sect ion/su bsecti on numbers and any references thereto.
Section 3 –Severability. If an),provisions of this Ordinance, or its application to any person
or circurnstances, are held invalid,the remainder of this Ordinance, or application of the provisions
of the Ordinance to,other persons or circumstances is not affected.
Section 4 – Effective Date, This Ordinance, being an exercise of a power specifically
delegated to the City legislative body, is not subject to referendum. This ordinance shall take
effect January 1, 2817 after passage and publication of an approved summary thereof
consisting of the title.
