A JOINT RESOL .CTI N of the City Council of the City of fort Angeles, Washington and the Board of Commissioners of the Port of Port Angeles regarding guiding principles and combined goals of the two entities relating to cleanup of the fort Angeles Harbor. WHEREAS, the City and port view the harbor cleanup as a benefit to our community, our citizens and our businesses; and WHEREAS, the City and the bort wish to adopt a proactive approach to a clean harbor•, and WHEREAS, of utmost importance is a comprehensive approach to harbor cleanup; and WHEREAS, neither the City nor the fort can afford to go through this process more than once; and WHEREAS, we need commitment to one process that addresses all model 'Toxic Control Action (MTCA) cleanup and Natural Resource Damages (l RD) restoration issues in our harbor•, and WHEREAS, all of. those who contributed to the contamination should pay their proportionate share of the clean up casts. NOW,THEREFORE, BE IT RESOLVED LVED that the City Council of the City of Port Angeles AND the Board of Commissioners of the bort of Port Angeles, based on the above,guiding principles are adopting the following goals: 1) The harbor cleanup and the restoration should include well-defined steps that proceed efficiently can a reliable timeline with finality. 2) 'The cleanup and the restoration should comprehensively protect human and benthic health, enhancing the quality of life in the community. ) The cleanup and the restoration should at the same time support a working harbor with a variety of family-wage jobs. 4) The cleanup action should be based on sound science. ,� t 5) The cleanup action must acknowledge that funds are limited and must be spent wisely. 6) Stakeholders should work cooperatively to accomplish the cleanup and restoration; they should share technical data. 7) All who contributed to contamination should contribute to the cleanup. 8) The cleanup action should satisfy both MTCA and NR D simultaneously.
