the City of Port Angeles was facing multiple environmental concerns, including the
imminent failure of the bluff supporting the Regional Landfill, which could have
released tons of garbage into the Straits of Juan de Fuca; and the continued release of
combined stormwater and wastewater overflows into the harbor; and
the natural beauty and pristine environment of Port Angeles, Sequim and the Olympic
Peninsula area is ofhigh importance to residents; and
the quality of life of residents in this low income rural community would have been
significantly impacted by having to absorb the full cost ofthese projects into utility rates;
and
Representative Hargrove, recognizing the will of the City of Port Angeles to address
these concems, and the economic conditions faced by the community, worked tirelessly
to assist the City in obtaining supplernentary frnancial assistance for the Landfill Bluff
project; and
Representative Hargrove provided strong Washington State budgetary support in the
delivery of $2.2 million for the landfill post closure requironents at the completion of
the Landfill BluffProject, in addition to the initial $3.99 million provided by Departrnent
of Ecology which ensured removal of I 00% of the garbage from the bluff; and
without the energetic and supportive efforts by Representative Hargrove to assist the
City in achieving these long term environmental solutions, the project would not have
been as successful.
NOW, THEREFORE, I, Patrick Downie, Mayor, ON BEHALF OF THE CITY COUNCIL OF
PORT ANGELES, do hereby COMMEND the outstanding efforts by Representative Jim Hargrove for
his trernendous support and financial assistance to bring these important environmental projects to
successful conclusion.
