HomeMy WebLinkAboutMinutes 02/28/2017 CITY COUNCIL SPECIAL MEETING Port Angeles, Washington February 28, 2017 CALL TO ORDER SPECIAL MEETING: Deputy Mayor Kidd called the special meeting of the Port Angeles City Council to order at 4:31 p.m. ROLL CALL: Member,,Presents Deputy Mayor Kidd,Councilmembers Gase,Merideth,and Whethant. Councilineraber Bruch joined the meeting at 4:40 p.m. Members Absent: Mayor Downie and Councilmember Collins. Staff Present; City Manager McKeon,Attorney Bloor,Clerk Veneklascn,C.Fulton,N. West,B. Smith, K. Dubuc, G. Goodworth, C.Delikat., and T. Agesson, EMERGENCY 2017 PAVEMENTREPAIR: Public Works&Utilities Director Craig Fulton outlined the urgent repairs needed on 8`1 Street, 10"'Street,and Park Street due to the winter freeze and thaw conditions coupled with existing pavement degradation.Director Fulton said that because the contractor, Lakeside Industries, was already mobilized to do work in those areas, the City could take advantage of significant savings. It was moved by Gase and seconded by Merideth to: Approve and authorize the City Manager to sign Change Order I and 2 to (fie 2017 Pavement Repair,Project No. CON-2017-03 with Lakeside Industries, Inc.,in the total amount of$100,000,increasing the total contract value to $262,740,including applicable taxes,and to make minor modifications to the contract,if necessary,and to approve the transfer of prior year capital project funding, Approved 5-0. WORKSESSION: Fire Chief Ken Dubuc gave a presentation on the Washington Surveying&Rating Bureaus(WSRB)evaluation of the Port Angeles jurisdiction and what the City has done to address the issues brought forward by WSRB.Chief Dubuc said the Fire Department has met WS13R requirements for the short term,and now it must address Fire Department staffing for the long term. He outlined the department's call volurne/Nvork-load,saying that the department has not added staff since 1991,yet the call volume has increased 2571,11,;�, Chief Dubuc spoke about the benefits of 5-person mininturn staffing and the long-term options for maintaining that staffing level.
