needs to be disconnected & removed.
The proposal to remodel the residence indicates that there
are two kitchens in the structure. Discussion with the
new owner indicated that the kitchens existed in the home

submitted. All other permit fees are due at the time of permit issuance.
EXPIRATION OF PL'AN REVIEW: If no pemut is issued within 180 days of the date of application, the application will expire. The
Building Official can extend the time for action by the applicant up to 180 days upon written request by the applicant (see Section 107.4 of
the Uniform Building Code, cun'ent edition). No application can be extended more than once.

Subject: Inspection of foundation at 303 Whidbey
Dear Mr. Nielsen:
I conducted a foundation inspection at 303 Whidbey on 23 December 2003. You
requested I do this to evaluate the structural adequacy of the foundation, and
specifically the cracked portion at the Northeast corner of the dwelling.
The lot at 303 Whidbey has a significant elevation difference from north to south. The
back yard to the north is at least 20 feet below the street level to the south. This
created the need for two 8-foot tall foundation walls in the construction of this house.
There is one at the south foundation line and another at the north foundation line. The
garage on the east end of the house has about a 12-foot foundation wall due to its
position on the sloped lot.
I looked at all of these walls and found that in the northeast corner of the house
foundation was the only position that showed any adverse foundation movement or
damage. This corner has settled slightly and rotated so that the top of the foundation
has rotated about 2 inches to the east. This has been caused by about a % inch
settlement in the foundation footing at the corner of the wall.
The photographs also show a four post and beam system that has been constructed in
the crawl space. This has been installed to support the floor system and keep it level.
How significant of a problem is this? My evaluation recognizes that this foundation wall
is backfilled on the outside to within a foot of the top of the wall. This makes it
impossible for the wall to actually tip over. All the soil on the outside of the foundation
would have to slide away for this to happen. The down spouts have been routed away
from this area, so the soil remains relatively dry. This makes it so that even in an
earthquake the soil is not apt to liquefy and move. The only adverse thing this
foundation movement is causing is the pulling out of the siding on the east wall of that
portion of the house wall above.
I therefore do not believe the house is in any danger of collapse. I also do not believe
this corner foundation is in any danger of falling over. It looks bad from the inside due
to the rotational movement over many years of soil consolidation. The soil on the
outside shows no signs of movement other than consolidation.
I do recommend that placing a permanent foundation under that system of posts
enhance the four-post support system. The present patio blocks do not meet any

normal foundation standards. It also does not spread the load out enough to support
the corner of the building.
Thus my recommendation is to pour about a 4' by 6' footing that is at least 6 inches
thick. This should have a grid of #4 rebar in it at 6 inches on center and 3 inches clear
of the soil and forms. The concrete could be nominal 2000 PSI concrete which could be
a pea gravel mix. It is in the crawl space so air entrainment is not required. The posts
could then be repositioned with Pressure Treated blocks resting on the new concrete
footing.
The stairs off the north deck show the consolidation of the back fill of the foundation
wall. This is also shown in the photographs. This is a safety issue on the use of the
stairs, not a structural issue. It does agree with the analysis of the wall movement. This
corner of the foundation was backfilled but not compacted enough to eliminate long-
term consolidation. The stair support system should be modified to raise it back into
position. The present top step is much larger than the others. One solution would be to
add an additional step at the top by adjusting the landing. The other solution would be
to raise the entire stair system and add an additional step at the bottom. Either solution
will make the stair system safer to use. It just depends on how you want it to look and
to function.
These are my significant findings as a result of my inspection. The photographs show
the foundation cracks, post support system, floor joist, and deck stair system. The post
support system foundation should be accomplished soon. The deck stair repair should
happen before the stairs are used in the future. I would recommend blocking them off
until the step configuration is corrected.
The conclusions and recommendations contained in this report are based on site
conditions, as they existed at the time of my visit and inspection. A visual inspection
was made, the documentation and engineering was reviewed, and conclusions were
drawn from this information. If the conditions are defined further in any way or if
changes to the site occur, different conclusions can be anticipated. I should be advised
of changes so that I can review these conditions and reconsider further
recommendations.
This report has been prepared for the exclusive use of Gunner Nielsen and possible
future owners of this building. The recommendations and conclusions are based on the
site materials observed and on previous experience with buildings with similar observed
conditions. The conclusions and recommendations are professional opinions derived in
accordance with current standards of practice within the limited scope of my services.
