A. ,,„ 0000000ii0000ii� CITY COUNCIL MEMO DATE: June 27, 2017 To: City Council FROM: DAN MCKEEN,CITY MANAGER NATHAN WEST,ECONOMIC DEVELOPMENT DIRECTOR COREY DELIKAT,PARKS&RECREATION DIRECTOR SUBJECT: Notice to Airman Restrictions & Obstruction Removal Summary: On June 15, 2017, the Federal Aviation Administration(FAA) issued a Notice to Airman (NOTAM) imposing the restriction that instrument approaches to night landings on Runway 26 at the William R. Fairchild International Airport will no longer be allowed due to tree obstruction. Funding: Funding received from the Port of Port Angeles for the value of the trees will be placed in the City's Park Improvement Fund. Recommendation: Authorize the Port of Port Angeles to work with City staff to remove a minimum of eight trees, with the possibility of an additional 12 trees in the immediate vicinity, if needed, from Lincoln Park to restore instrument approaches to night landing on Runway 26 at the William R. Fairchild International Airport. Back2round/Analysis: On June 15, 2017, the Federal Aviation Administration (FAA)notified the Port of Port Angeles that obstructions were penetrating the approach to Runway 26 at the William R. Fairchild International Airport and that restrictions on nighttime instrument operations is now imposed. To lift these night operation restrictions, the FAA is requiring the Port to remove the obstructions. This situation is same as in 2014 when the FAA put the same restriction to the Port, and City Council approved allowing the Port to remove seven trees in Lincoln Park. The impact of this restriction is substantial. Aircraft flying instrument approaches at night have an unfavorable choice: to fly an additional 15 miles to the west, turn around and fly an instrument approach to Runway 8. This option is costly in terms of time and money and is 06/27/2017 D - 1 unavailable when winds are coming out of the west. In many cases, flights will simply be canceled. This restriction would affect Rite Bros. Aviation, Federal Express, United Postal Service, Seattle medical flights, and commercial and general aviation aircraft. The economic impact of these restrictions in terms of safety, time, fuel, costs, and passenger comfort would be substantial. To restore instrument approaches to night landings on Runway 26, the FAA has indicated that a minimum of eight trees need to be removed from City property, with the possibility of an additional 12 trees, if needed, in the immediate vicinity. A permanent solution to Lincoln Park and airport compatibility is still in process, with a memorandum of understanding between the Port and City being signed in June 2014. The process of the tree removal will be much like what was done in the past. The Port will compensate the City for the value of the trees, grind down the stumps to 12 inches below grade level, and backfill with soil and grass seed where the trees were removed. Money received for the value of the trees will be placed in the City's Park Improvement Fund. As you may know,prevailing winds dictate that Runway 26 is used most of the time at Fairchild Airport. Pilots can fly the Runway 08 1A at night and land. However,they are not authorized to use the approach to Runway 08 at night to get through limited visibility conditions until they have a visual on the runway and then circle around to land on Runway 26 due to the wind direction. If tailwinds from the west are excessive,even a Runway 08 IAP would not be an option. When Runway 08 IAP can be used, it is more expensive and takes more time to fly out west,turn around and fly the Runway 08 IAP back to Fairchild Airport. If the weather is good,pilots can use visual flight rules to land on Runway 26 at night,but most corporations—regardless of weather—require their pilots to use instrument approach procedures. This NOTAM is similar to one issued in May 2014 that resulted in the removal of seven(7)trees from Lincoln Park. We have contacted the FAA, and they indicate eight(8)trees need to be removed before the NOTAM will be rescinded. The immediate impact of the NOTAM: Some corporate jets may decline to fly to Fairchild Airport at night, and some critical medevac flights may be canceled. The negative impact will increase substantially with less daylight in the fall and winter months, so our goal is to take action ASAP,but no later than in August where we lose daylight hours. Finally, if additional trees are close to penetrating the Runway 26 IAP airspace, we may want to remove them as well, so the removal of eight trees is a minimum. Our airport consultant is working on a more detailed analysis of the trees which we expect to receive in the next week. The Port requests the City Council authorize the removal of the eight(8)trees shown in the attachment and up to an additional twelve(12)trees—if needed—in the immediate vicinity. Sincerel Karen F. A.CITY COUNCIL MEMO DATE: June 27, 2017 To: City Council FROM: COREY DELIKAT,PARKS&RECREATION DIRECTOR SUBJECT: Civic Field Audio System Replacement Summary: The Parks & Recreation Department, partnering with the Port Angeles School District, is looking to replace the audio system at Civic Field. Funding: Funding for the audio replacement project is coming from savings left over from the Civic Field light replacement project that occurred in 2016. Because of substantial grants received for that particular project, the City and the School District were able to keep $37,350 of the original $60,000 of seed money that each entity originally set aside. Instead of asking for the $37,350 back, the School District graciously told the City to keep the funding and use it for continued improvements for Civic Field. Recommendation: Approve and authorize the City Manager to sign a purchase order to Flamingo Audio of Poulsbo, Wash., in the amount of$49,999.99, and to make minor modifications to the audio replacement project at Civic Field, if necessary. Back2round/Analysis: In 2014, the City of Port Angeles set aside $60,000 from the General Fund to be used as seed money to replace the athletic field lighting system at Civic Field. Later that year, the City approached the Port Angeles School District Board to see if they would contribute to the project so that we could have enough funding to start pursuing grants. The School District funded an additional $60,000 to the project, giving the City $120,000 to start applying for grants. In 2015, the City received two grants from the Recreation and Conservation Office totaling $453,000 for the lighting replacement project. Because of the large amount of funding received, the contributions from the City and School District to the project was significantly reduced, allowing each entity to use $22,650 of the original $60,000. After approaching the School District to determine how to return its $37,350 contribution, the board graciously told the City to 06/27/2017 E - 1 keep the funding and use it for continued improvements for Civic Field. One thing that was mentioned during that discussion is that they would like to have the audio system replaced, especially now that graduations are taking place at Civic Field. In June 2017, the City submitted a Request for Proposals (RFP) to replace the audio system at Civic Field with an engineer's estimate of$55,000. Two bidders submitted proposals: • Flamingo Audio of Poulsbo, Wash. - $54,999.99 • Agility AVL of Fife, Wash. - $54,406.20 After scoring the RFPs based on the below criteria, Flamingo Audio was selected as the contractor to replace the audio system at Civic Field. • Qualifications • Experience • Approach and Understanding • Capacity for Performance • Cost Funding Overview: Funding for the audio replacement project is coming from savings left over from the Civic Field light replacement project that occurred in 2016. CITY COUNCIL MEMO DATE: June 27, 2017 To: CITY COUNCIL FROM: NATHAN WEST, DIRECTOR OF COMMUNITY AND ECONOMIC DEVELOPMENT SUBJECT: PENINSULA HOUSING AUTHORITY RESOLUTION FOR NAME CHANGE Summary: The Peninsula Housing Authority has requested an updated resolution that accurately reflects their current name. The pre-existing resolution from 2007 referenced the Housing Authority of Clallam County. Funding: N/A Recommendation: Pass Resolution. Background/Analysis: In 2007 the City of Port Angeles passed a resolution determining that there is a need for the Housing Authority of Clallam County to operate in the City. Since that time the Housing Authority has expanded their coverage area resulting in a name change to Peninsula Housing Authority. Due to a pending closing associated with the Mount Angeles View project the Peninsula Housing Authority requires a revised resolution that accurately reflects their current name. Staff recommends that Council pass the attached resolution. Funding Overview: N/A. 06/27/2017 F - 1 I RESOLUTION NO. A RESOLUTION of the City Council of the City of Pork Angeles, Washington, declaring the need for Peninsula Housing Authority to operate within the boundaries of the City. WHEREAS, on December 7, 2010, the Housing Authority of Jefferson County was merged into Housing Authority of Clallam County ("HACC") to farm Peninsula Housing Authority; and WHEREAS, HACC had operated within the boundaries of the City of Port Angeles, Washington (the "City"), since the 1940s, and Peninsula. Housing Authority has continued such operations; and WHEREAS, RCW 35.82.070(13) provides that a housing authority may exercise its powers within the boundaries of any city not included in its area of operation if the governing or legislative body of that city adopts a resolution declaring that there is a need for the housing authority to exercise its powers within the city; and WHEREAS, the City Council determines that it is desirable to confirm Peninsula Housing Authority's ability to exercise its powers within the City, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Angeles, Washington, that there is a need for Peninsula Housing Authority to exercise its powers within the City and authorizes and ratifies Peninsula Housing Authority's exercise of f such powers within the City. WHEREAS,the City Council has reviewed the housing inventory to determine whether there are unsanitary or unsafe dwellings within the City of Port Angeles; and WHEREAS, in determining whether dwelling accommodations are unsafe or unsanitary the City has taken into consideration the degree of overcrowding,the percentage of land coverage, the light, air, space and access available to the inhabitants of such dwelling cconiinodations,the size and arrangements of the rooms, the sanitary facilities, and the extent o which conditions exist in such buildings which endanger life or property by fire or other causes; and WHEREAS, the City Council of the City of Port Angeles finds: I. That there is a shortage of afe or sanitary dwelling accommodations in the City available to persons of low income at rental rates they can afford;and 2. That there is a shortage of safe,or sanitary dwellings,apartments,mobile home parks, or other living accommodations available for senior citizens. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Angeles: I.
