Revision No. 1 Exhibit D
ADDITIONAL PRODUCTS AND SPECIAL PROVISIONS
Effective April 21, 2017
This revision: (1) updates the end-user consumer's name, in section 1.1 to reflect change in
ownership; (2) adds section 3, "Billing Aqj ustment for Port Angeles' Load Reduction"; and
(3) renumbers the Revision section.
1. CF/CT AND NEW LARGE SINGLE LOADS
1.1 CF/CT Loads
The Administrator has determined that the following loads were contracted
for, or committed to be served (CF/CT), as of September 1, 1979, as defined in
section 3(13)(A) of the Northwest Power Act, and are subject to the applicable
cost-based rate for the rest offortAngeles' load:
End-use consumer's name: McKinley Paper Co. (Formerly known as Nippon
Paper Industries USA Co., Ltd)
Facility name: McKinley Paper Plant
Facility location: Ediz Hook in Port Angeles,, WA
Facility description: Pulp and paper mill
Amount of firm energy(megawatts at 100 percent load factor) contracted for,
or committed to: 40,3 annual Average Megawatts
In addition to the CF/CT load amount described above, the Mcmnley Paper
Co. facility on Ediz Hook in Port Angeles, WA is the "local industrial
consumer" pursuant to Public Law No. 102-495, .Elwha River Ecosystem And
Fisheries Restoration Act. Pursuant to sections 2(k) and 5(b) of Public Law
No. 102-495, BPA shall provide"project replacement power" required by Port
Angeles to serve McKinley Paper Co, on Ediz Ilook in Port Angeles, WA, "in
an amount not to exceed 172.088 gigawatthours of energy in any year."
This provision shall be applicable to EPA's power supply obligation as if it
were set out in the body of this Agreement,
1.2 Potential NLSLs
Port Angeles has no identified potential NLSLs.
1.3 Existing NLSLs
Port Angeles has no existing NLSI,s.
2. RESOURCE SUPPORT SERVICES
2.1 BI'A shall develop the RS products to support applicable Specified
Resources listed in section 2 of'Exhibit A for the FY 201.2 through 2014
Purchase Period and offer such as a revision to this exhibit by August 1, 2009
and by August 1 prior to each Notice Deadline thereafter, Prior to that date,
BPA shall provide Port Angeles a reasonable opportunity to provide input
into the development of the products and the related contract provisions, By

the November 1, 2009 Notice Deadline and each Notice Deadline thereafter,
Port Angeles shall notify BPA in writing of any RSS products it elects to buy
from BPA under the terms of this Agreement and shall identify the
applicable resource(s), for which it shall purchase the RSS product(s) for the
upcoming Purchase Period. Such election shall be a binding commitment of
both Parties, If Port Angeles makes such election, the Parties shall revise
this exhibit so that it incorporates the agreed changes to applicable
provisions, including the applicable resource amounts, if known, by March
31, 201.0 or by March 31 of the year following the Notice Deadline for future
years. By September 30 of the last, Rate Case Year prior to the first Rate
Period when service begins, and by each applicable September 30 thereafter
in accordance with the applicable incorporated contract language, BPA shall
update the relevant tables included in the incorporated contract language
with the applicable charges and any necessary updates to resource amounts,
2.2 If Port,Angeles adds a new Specified Resource within a Purchase Period to
meet its obligations to serve Above-RHWM Load with Dedicated Resources,
consistent with section 3.5.1, of the body of this Agreement, Port Angeles may
purchase DFS or FORS to support such resource. Port Angeles shall request
a copy of the then-current DFS or FORS standard contract provisions from
BPA and shall notify BPA in writing by October 31 of a Rate Case Year that
it elects to purchase DFS or FORS for the new Specified Resource under the
terms stated in the then-current contract provisions and the terms of this
section 2.2. Such election shall be a binding commitment of both Parties.
The elected DFS or FORS will be effective at the start of the upcoming Rate
Period. The duration of such purchase shall be for the remainder of the
Purchase Period and for the following Purchase Period. If Port Angeles
makes such election, the Parties shall revise this exhibit by March 31 of the
calendar year after Port Angeles has given notice of its election. Such
revision shall incorporate the agreed changes to applicable provisions,
including the applicable resource amounts, if known. By September 30 of the
last Rate Case Year prior to the first Rate Period when service begins, and by
each applicable September 30 thereafter, in accordance with the applicable
incorporated contract language, BPA shall update the relevant tables
included in the incorporated contract language with the applicable charges
and any necessary updates to resource amounts.
3. BILLING ADJUSTMENT FOR PORT ANGELES' LOAD REUCTION
Port Angeles' FY 2017 Total Retail Load decreased significantly below the Total
Retail Load BPA used to calculate Port Angeles' 201.7 TOCA, due to load reductions
at the McKinley Paper Plant (formerly known as Nippon Paper Industries USA Co.,
Ltd'). BPA will adjust Port Angeles" 2017 TOCA to account for such load losses. BPA
will bill Port Angeles retroactively to October 1, 2016, based on the adjusted TOCA,
through a one-time billing adjustment that will be made to the May 2017 bill,
BPA will calculate the billing adjustment as (1) the sum of the amount billed for the
months prior to the TOCA adjustment minus (2) the sum of the amount that should
have been billed for those same months with the adjusted TOCA. A positive

calculation is as credit Port Angeles, and a negative calculation is as charge to Port
Angeles.
4. REVISIONS
This, exhibit, shall be revised by inut ual agreement, of the Parties to reflect additional
products Port Angeles purchases during the term of this Agreement.

Enclosed are originals of Exhibit D, Revision No. I of the City of Port Angeles'
(Port Angeles) Power.Sales Agreement, Contract No. 09PB-1 3093. The changes in
the revisions capture the name change for the McKinley Paper Co, plant in section
1.1 and adds section 3, "Billing Adjustment for Port Angeles' Load Reduction"to
describe how Bonneville Power Administration will credit Port Angeles' for the
change in the FY 2017 Tier One Cost Allocator. The revision also incorporates
changes to section 2 from Amendment No. 1.
If Port Angeles finds the Exhibit D Revision acceptable,please sign and date the
originals and return one of them to me no later than July 6, 2017, The other executed
original is for your records.
