November 21, 2017 REGULAR MEETING — 6:00 p.m. The Mayor may determine the order of business for a particular City Council meeting. The agenda should be arranged to best serve the needs and/or convenience of the Council and the public.Mayor to determine time of break The items of business for regular Council meetings may include the following: A. CALL TO ORDER - REGULAR MEETING AT 6:00 P.M. B. ROLL CALL PLEDGE OF ALLEGIANCE CEREMONIAL MATTERS, PROCLAMATIONS & EMPLOYEE RECOGNITIONS 1. Port Angeles Police Chief Brian Smith and Regional 911 Director Karl Hatton presented Life Saving Awards to Communication Officers Heather Conway and Jessica DeFilippo. C. PUBLIC COMMENT—The City Council desires to allow the opportunity for Public Comment. However, the business of the City must proceed in an orderly, timely manner.At its most restrictive, Public Comment shall be limited to a total of 15 minutes for the first Public Comment period and shall be concluded not later than 9:45 for the second Public Comment period.Individuals may speak for three(3) minutes or less, depending on the number of people wishing to speak. If more than 20 people are signed up to speak, each speaker may be allocated two (2) minutes. (Council Rules of Procedure Section 12). Fourteen people shared their concerns about suicides occurring from the 8"Street Bridges and the recent death of 15-year-old Ashley Ann Wishart who died after jumping from one of the bridges.They asked Council to install barriers on the bridges. It was moved by Kidd and seconded by Bruch to: Direct staff to prepare documents to add the safety barrier addition on the 8' Street Bridges to the Capital Facilities Plan,and bring the documents back to the next Council meeting.Motion carried 7-0. It was moved by Kidd and seconded by Gase to: Direct staff to evaluate engineering-based guardian options for the bridges,which include short-term and long-term options.Motion carried 7-0. It was moved by Bruch and seconded by Whetham to: Have the City open its doors to collect funding for whatever the solution might be,with financial tracking,and to ensure that any money collected goes to bridge,with any leftover funds going to mental health.Motion carried 7-0. D. LATE ITEMS —To be placed on this or future agendas, including any executive session needed during or at the end of the meeting. 1.
