HomeMy WebLinkAboutMinutes 09/26/2017 CITY COUNCIL SPECIAL MEETING Port Angeles, Washington September 26, 2017 CALL TO ORDER SPECIAL MEETING: Mayor Downie called the special meeting of the Port Angeles City Council to order at 4:20 p.m. Based on input from Attorney Bloor, Mayor Downie announced the need for a closed session, under authority of RCW 42.30.140(4)in order to discuss collective bargaining with an employee organization,including contract negotiations, for approximately 40 minutes. The Council moved to the Jack Pittis Conference Room for closed session.Council returned to open session in the Council Chambers at 5:00 p.m. ROLL CALL: Members Present: Mayor Downie, Deputy Mayor Kidd,Councilmembers Bruch, Gase,Merideth and Whetham. Members Absent:Councilmember Collins. Staff Present: City Manager McKeen, Attorney Bloor,Clerk Veneklasen, N. West,C. Delikat,K. Dubuc and B. Smith. WORKSESSION ON EMERGENCY MANAGEMENT PREPAREDNESS: Dan Orr of Clallam County Fire District III conducted a presentation on the potential for a Cascadia Subduction Zone earthquake to occur in Clallam County. He said that citizens are encouraged to have 30 days of food, water and medicine available to survive an event,and that science shows there is a 1-in-2 chance of a large seismic event occurring in the next 50 years. Mr. Orr outlined the Area Command concept for Clallam County. Jim Buck spoke about how the Port Angeles area would be directly affected by a large natural disaster.He said the key for Port Angeles citizens' survival would be the airport where large cargo planes can land. He said that getting supplies to citizens via roads would be virtually impossible for 90-180 days. Volunteer Blaine Zechenelly spoke about the Alaska earthquake of 1964 and its similarities to what Port Angeles could experience in a Cascadia Subduction Zone earthquake. He spoke about the different types of relief available and how long it would take to reach Clallam County. fie delivered a 1-page Government Playbook for Disaster Response to help Council know their role in a disaster, Port Angeles Fire Chief Ken Dubuc spoke about how the City would respond in a disaster,and the measures the City is taking to prepare for such an event.Chief Dubuc spoke about Council's role in an emergency,and said that the City is working to train employees and amend job descriptions to take into account disaster preparedness. He also outlined CERT(Community Emergency Response'reams)COOP(Continuity of Operations Planning),and risk management within the City.
