MUTUAL LAW ENFORCEMENT ASSISTANCE AGREEMENT
Between
PORT ANGELES POLICE DEPARTMENT
and
PORT TOWNSEND POLICE DEPARTMENT
TillS AGREEMENT, entered into this ~day of tJfl-'I- 19rjy and between the
Port Angeles Police Department, represented by the Port Angeles Police Chief, and the Port
Townsend Police Department, represented by the Port Townsend Police Chief.
WITNESS TO:
WHEREAS, the Port Angeles Police Department and the Port Townsend Police
Department recognize that each has the responsibility for protecting life and property within their
respective jurisdiction; and
WHEREAS, neither the Port Angeles Police Department nor the Port Townsend
Police Department maintain a trained staff capable of handling all unforeseen threats to human life
and property within their respective jurisdictions; and
WHEREAS, the Port Angeles Police Department and the Port Townsend Police
Department can better protect life and property of the public they serve by cooperating in the use of
trained personnel and equipment where emergencies arise; and
WHEREAS, the Port Angeles Police Department is desirous of having certain of its
officers commissioned by the Port Townsend Police Department.
WHEREAS, the Port Townsend Police Department is desirous of having certain of
its deputies/officers commissioned by the Port Angeles Police Department.
NOW, THEREFORE, the Port Angeles Police Department, acting by and through
the Chief of Police, Port Angeles, Washington, and the Port Townsend Police Department, acting by
and through the Sequim Police Chief, agree as follows:
A. THE PORT ANGELES POLICE DEPARTMENT:
1. Upon the happening, or in the anticipation of a life-threatening event, may provide,
upon request of the Port Townsend Police Department, all available law enforcement
personnel, search and rescue personnel and/or the necessary equipment to supplement
the Port Townsend Police Department operations.
2. Hereby authorize the Port Townsend Police Department to monitor radio transmissions
of or use the Port Angeles Police Department assigned frequency(s) for the purpose
of assisting field personnel of the Port Townsend Police Department, when such

personnel are unable to establish contact with other Port Townsend Police Department
units.
3. Upon written request by the Port Townsend Police Chief, the Port Angeles Police
Department may issue commissions to certain of its full-time officers as needed to
improve protection capabilities within their respective jurisdiction. Said commissions
will expire upon termination offull-tirne employment with the Port Townsend Police
Department.
B. THE PORT TOWNSEND POLICE DEPARTMENT:
1. Upon the happening, or in the anticipation of a life-threatening event, may provide,
upon request of the Port Angeles Police Department, all available law enforcement
personnel, search and rescue personnel and/or the necessary equipment to supplement
the Port Angeles Police Department operations.
2. Hereby authorize the Port Angeles Police Department to monitor radio transmissions
of or use the assigned frequency(s) for the Port Townsend Police Department when
such personnel are unable to establish radio contact with other Port Angeles Police
Department units.
3. Upon written request by the Port Angeles Police Department, the Port Townsend
Police Department may issue commissions to certain of its full-time officers as needed
to improve protection capabilities within their respective jurisdiction. Said
commissions will expire upon termination of full-time employment with the Port
Angeles Police Department.
C. THE PORT ANGELES POLICE DEPARTMENT AND THE PORT TOWNSEND
POLICE DEPARTMENT MUTUALLY AGREE:
1. To assume the cost of salaries, food, gasoline and other incidental expenses of its own
personnel and equipment involved in the emergency situation.
2. That during all emergency operations, each agency shall be responsible for the
direction of its employees. However, the officer in charge of the agency personnel
shall cooperate fully with the officer directing the emergency operation.
3. During the performance of this agreement, the cooperators agree to abide by the terms
of Executive Order 11246 on nondiscrimination and Revised Code of Washington
49.60.030 and will not discriminate against any person because of race, color, religion,
sex or national origin. The cooperators will take affirmative action to ensure that
applicants are employed without regard to their race, color, religion, sex or national
origin.

4. That this agreement shall be effective upon the date first recited above and shall
remain in effect for a five year period, subject to a renewal or revision at the end of
that period.
5. That this Mutual Law Enforcement Assistance Agreement may be terminated at any
time with sixty (60) days written notice from either the Port Angeles Police
Department or the Port Townsend Police Department.
