Re: Criminal Justice Financial Analysis
Dear Poft Angeles and Sequim City Council Members:
This is a very difficult letter to write to all of you. We believe that during our meetings there was a very good
exchange of ideas about our issues of concern and we hope the feeling is mutual. We want to periodically continue to
have these meetings to enable the County and City(s) to understand the respective viewpoint of each government
and to hopefully jointly work together collaboratively on projects of mutual interest.
This brings us to the issue we have discussed on many levels when the District/Municipal Courts were moved from
each jurisdiction to the County. The theory behind the agreement between the City of Port Angeles, the City of
Sequim and the County continues to be quite logical and therefore could be continued. The estimated benefit to the
cities is in excess of $100,000 yearly and the County has operated close to breakeven from this consolidation. This is
a good result for the taxpayers and has also resulted in equal treatment for offenders instead of having disparate
sentences for the same offense based on the individual court prerogatives.
However, now there is a very real possibility that the forecast revenue change as promulgated by the District Court
Judge interpretation of a new State law (House Bill 1783, page 8) will result in an inordinate cost increase to the
program and therefore the County. In addition, the ever increasing costs for the prosecution and defense attorneys
continue to impact all of us on a propoftional basis.
We are sending the forecast of our best estimate for the balance of 2018 as well as the financial history before and
after the consolidation. We will continue to work with you as we evaluate our alternatives. We do not know what will
be the best outcome for all of our respective entities, but we do know that there are major financial ramifications
involving people and operations which need to be resolved before the 2019 budget. We hope we can work with you
to chart a course that is mutually beneficial to each of us.

Therefore, we would suggest a committee of at least two individuals including one elected from the Cities and the
County to review this situation and make recommendations. The alternative to do nothing is NOT a choice. Please
respond to Jim Jones, our Administrator, to schedule a preliminary meeting.
