RECOMMENDATION: Staff recommends the grant award amount of $3,533.28 toward the installation of new windows, awnings, garage doors, flower boxes and the repainting of a portion of the building exterior valued at $7,066.57.
PROJECT SUMMARY
The Houston’s are requesting façade improvement grant funding toward the installation of new
windows, awnings, garage doors, flower boxes and the repainting of a portion of the building
exterior. The “Houston Fitness Center” building, located on the corner of Pine & 8th Streets,
façade improvements coincide with a much larger and long range plan to create the best
alternative training facility for people of all ages and abilities. Further proposed investments in
the property include men's and women's changing rooms, a sauna/steam room, a smoothie and
tea bar, and a café offering nutritious snacks. The structure itself dates back to the early 1920’s
as Pine Hill Service Station and remained a service station under different ownerships through
the 1970’s, with various other businesses serving the local neighborhood taking some or all of
the space under different addresses as well. With the number of different types of businesses and
uses that the nearly 100 year old building has occupied, the building’s interior has gone through
many different renovations. The exterior has not seen the same amount of attention or care,
although City building permit documentation exists that the exterior walls have been repaired or
multiple times due to cars hitting the building since the 1960’s.

STAFF ANALYSIS
Staff reviewed the grant criteria for the Community Facade and Sign Improvement Program as
included in the grant application materials and summarized in this analysis
The Program will provide a grant for funding of façade improvements that will enhance the
physical appearance, accessibility, and overall value of individual buildings as well as
surrounding areas. In evaluating proposals for funding under the Program, the following factors
shall be considered:
1. Present condition of existing façade: According to the applicants, the buildings bones are in fine condition. The building itself as it stands has been unremarkable and easy to overlook for the past decades. The
Houston’s began the façade improvement process early and have already begun to paint
the entire façade, which has already shown to have made a considerable positive change.
The other changes proposed will only allow the building to function as the Houston’s foresee: as a property that benefits the local neighborhood and provides services the entire community.
2. The buildings overall public visibility:
The property sits very visibly on the southwest corner of the Pine and 8th Street
intersection. The property is zoned Commercial Neighborhood, and the improvements will dramatically increase the buildings overall visibility in an important commercial corridor
3. Expected increase in assessed value of improvement:
The overall project, including the renovations and improvements, is expected to increase
the assessed value of the property.
4. Ability to proceed with project: The applicant has notified staff that the project will have the ability to proceed as soon as
approved.
FINDINGS, CONDITIONS & CONCLUSIONS
Findings
1. A Façade and Signage Grant application was submitted by Cody and Jenny Houston to
the Department of Community and Economic Development on September 14, 2017.
2. The location of the proposal is 502 & 508 West 8th Street.
3. The project site is located within the Commercial Neighborhood (CN) zone.
4. The grant request includes replacement of two rolling garage bay door windows on the
eastern face of the building, the addition of awnings, construction of flowerboxes, a
structure to enclose the garbage bin, and the repainting of the remainder of the building
exterior.

5. The paint materials were previously purchased and the Houston’s had begun painting on
their own. The remainder of the painting will be completed by professionals with the already purchased paint. The paint materials will not be a part of the reimbursement.
6. The project is part of a continued effort to revitalize this property by the business owners.
7. The application was reviewed by Planning Division Staff and found to meet the
application criteria.
8. The applicant is requesting $3,533.28 toward the installation of new windows and awnings, and repainting of the total façade valued at $7,066.57.
9. The request will be heard by the Planning Commission at the regularly scheduled
meeting on September 27, 2017.
Conditions
1. Upon the date of approval, the applicant may proceed with the expenditures detailed in the application and approved by the Planning Commission.
2. The applicant shall sign a grant contract with the City of Port Angeles for the
reimbursement of 50 percent of project expenditures up to $7,066.57. The applicant will
be given 180 days to submit reimbursement of expenditures associated with the approved
grant proposal as of September 27, 2017. If progress on the project can be demonstrated, the applicant may request one 180 day extension of the contract.
3. The applicant shall submit invoices for reimbursement with a coversheet detailing each
invoice number, amount, and type of payment. Reimbursement by the City equaling 50
percent of submitted invoice totals will occur within 30 days of submission.
4. Any labor performed in association with the grant proposal over $2000.00 must meet federal prevailing wage standards.
Conclusions
1. The application submitted by Cody and Jenny Houston for a Façade Improvement Grant
meets the grant’s program criteria.
2. As conditioned, Staff is in full support of approval of the grant proposal.

Project Narrative
The corner of Sthth and Pine has transitioned over the years from a gas station and a grocery
store, to a myriad of electronic and auto services;to contractors and home innovators, and until
recently, a local, non-profit organization.
Tracing back many decades, businesses like Píne Hill Seruice & Gas Station, M&M Auto, High
Tech Electronics, Dugaard Plumbing, Peninsula Heating, Pacific Refrigeration, and OLYCAP
called this building home. Primarily housing the'working man'and his duties, esthetics and curb
appeal weren't necessarily high on the list of priorities.
Never before has this corner provided public services of physical activity and wellness. That is,
until 2015 when CageworX MMA moved into the neighbourhood. A new kind of energy began to
develop; kiddos and grown-ups were entering and exiting all day long, and the parking lot was
consistently full. People were starting to look at this corner differently.
18 months later, an oppoftunity presented itself, and after a few months of negotiation and
conversation, sOZ & 508 W 8th Street had new owners, Cody and Jenny Houston. And CageworX
had a new neighbour - Poser YOGA.
The goal of both CageworX and Poser YOGA is to create the best possible alternative training
facility for the Port Angeles area. A place where anyone can come to achieve their fitness and
wellness goals, regardless of age or level of ability! This is a unique facility, unlike any other in
the area, and the community would benefit in countless ways. By upgrading the 8th and Pine
corner, other businesses similar in nature, will likely be drawn to this location, thus bringing
higher value to the entire neighbourhood. A community brimming with individuals who are
improving their well-being and dedicating time for personal growth is uplifting and inspiring, and
CageworX and Poser YOGA want to take Port Angeles in that direction.
Moving forward, Cody and Jenny Houston envision the corner of 8th and Pine to be a thriving
community and a dynamic, multi-faceted fitness facility, complete with men's and women's
change rooms, a sauna./steam room, a smoothie and tea bar, and a café offering nutritious
snacks. But, first things first... the exterior!
Currently the building blends into the background. Structurally, it is sound - from foundation to
roof, but high levels of traffic pass by every day, and it largely goes unnoticed. With a fresh coat
of paint and a few details for character, it won't take much to beautify this building and make it
stand out. Flower boxes, built-ins for the garbage bins, awnings over the windows and main
entrance, larger signs for the businesses, and windows for the garage bay doors are some of the
planned updates.
Overall, the project is expected to span many years, however, this specific exterior upgrade is
estimated to be completed within a year, as funds allow, and pending the approval of this
application.

Several readers recognized Feb 24tht "Picture from the past" as pine Hillservice station, which
was on the corner of 8th and Pine Streets. Today's photo is a view taken farther north. lt showsthe name of the service station, along with the gas pumps and office. Both photos were takensometime between 1926 and l:g1g.
[Rex Gerberding shared these photos from his collection for the column. Rex was able to locatethe Pine Hillstation in a 1936 phone book he possesses.l
Pine HillService station was built in the early 1920s on the south side of gth Street. ïhe sign in
today's photo indicates'336'as the business'telephone number. The 1925 port Angeles phone
directory also lists George and Albert Lamoureux as owners.
ln !932, the service station's name changed to Lamareaux Service #1. By 1935, it had returned
to the Pine Hillservice name, but was listed under a different phone number. Bertha Norris
says that her brother-in-law, Basil Decker, was the man on the right of today,s photo. Heworked as a mechaníc for the Lamoureauxs,.
From the Port Angeles city/county directory it appears that the Lamoureuxs, had the servicestat¡on unt¡l 1952. [M.A' Hunley then owned it until 1956, when Dick's Auto became the listedowner.]
By 1959, Paul Markley had establ¡shed a repair shop, M & M Auto, in addition to the ,,pine Hillservice", Later on, in L962, Pine HillService was closed. tM & M Auto became the sole businessat this location. ln 1963, George Mangano built a new building for Markley, who then opened amotorcycle shop called "Markley's Harley Davidson,,. By 1965, Mangano had purchased
Markley's shop, and opened his own business, and named it, "p/.Cycle Hub,,J.
Next door to the service station was a grocery store at 50g w. gthstreet, which land records
show was built in 1923. lt was one of the first businesses built on the south side of gth Streetbetween Pine and Cedar. That grocery store was 'Pine Hill cash Market, and owned by R. D.Bailey- Later, he changed the name to ,Baileys Red and white Grocer/.
Eeverly wayne Estes bought it in 1935, and changed the name to ,Estes Red and white,Grocery'' His daughter, lrene Estes Bourm, says that when she was born her family lived in theback of the store, but by 1942 they had moved into a house on 10th street. lrene,s brother, JackEstes, says Bailey's grocery was a big competitor for his dad.
According to Doug Bailey his dad, Roland, built another store as well as a gas stat¡on, in 1935farther down the block to the west. The address of the gas station was 514 w. gthbut later on itwas sold and had several different owners. The store was named 'Bailey's Grocery store and

Meat Market'and was located at 518 W. 8th. Doug also says they did not actually have a meat
marke! but rather a cold chest to keep meat for their customers.
Stan Fouts recalls the Pine Hill Service station and the two grocery stores down the block. He
had a newspaper route in the mid 1950s, and picked up his newspapers at the Estes Red and
White Grocery store. There was a church at 8th and Pine Streets, across Pine Street from Píne
HillService station. (By 1956, Bailey's old service station had been re-named 'B¡ll & Ben's Auto
Repair.)There were apartments located alongthe north side of 8th Street. Stan also remembers
coming down Pine Hillduring winter months when it was really slick, and sliding down the alley
to 8th Street.
Stan remembers that duringthe 1950's there was a small garage in back of the Pine Hill Service
station where the owner refurbished old cars. Stan says, "He took old rusty autos and turned
them into gold."
Mike Owens, a Port Angeles resident who grew up in the Hoko-Ozette area, remembers his
family going past the Pine HillStation in the 1960's, on their way ¡nto town. The route they
traveled was on Highway 9A (now Highway 112), then down C Street, and on into town via 8th
Street. Judy Ecklund remembers going by the service station.
Dan Mangano has fond memories of the Pine Hill corner, but does not remember the service
station. By the time he was a child, his dad George's 'PA Cycle Hub'was an active business at
the corner of Pine and 8th Street. David Hassell remembers going by the motorcycle shop on hls
way to Elks Memorial Playfield for Little League practice.
Since the demise of the Pine Hill Service station, there have been several businesses at that
location. 'D. J. Cycle'was at sOZyrW. 8tr'street {the part of the building across the back of the
lotlfrom 1969-1970.5O2%W. 8th sat vacant for a year, until Gaq/s Plumbing moved there. ln
t978, Gary moved to ,The Barn" on Highway 101.
M & P Doors presently occupies that space. Over the years, M & P Doors shared that address
with at least two barber shops - Wayne's was there until Paul's Barber Shop came in 1995.The
front section of that building housed several businesses, after P.A. Cycle Hub left, which
included Tevco Electronics, Orowheat, PA Sign Shop, Hi Tech Electronics, Pacific Television, and
the present tenant, OLYCAP.
By 1964 the block had gone through many changes. Olson bought Estes Red and White Grocery
and then relocated to a new grocery store farther east down 8th Street. After thelr new grocery
opened, Olson sold the old buildingto Daugaard's Plumbinç which stayed until the late 1gg0s.
(The building is presently empty.)

Over the years, Bailey's old service stat¡on at 514 W. 8th eventually came to house Watts'
Chevron, Hutch's Chevron, Bob's Beetle Service, D & S Transmissions and a car stereo business.
Then it was vacant for a year or so, and is presently a beauty salon, 'Family Hair Care' operated
by Sandy Howe.
When Roland Bailey died in 1953 of a stroke, his son Doug continued to operate the grocery
until 1960, when his brother took over. The Bailey's sold to Frank's Shoe Repair in 1967-1968.
(Frank's Shoe Repair was origínally at 5O7 W. 8th across from the Moose Hall. Frank died in
1980, but the shoe repair continued to operate for severalyears. When it closed, there were
several small businesses at that location, and an expresso stand named 'High Voltage" is there
currently.)
