Chair Morris opened the regular meeting at 6:00 p.m. and Vice Chair Amoroso led the Pledge
of Allegiance.

APPROVAL OF MINUTES:
Commissioner Schwab moved to approve the October 11, 2017 minutes. Commissioner
Bailey seconded, and all were in favor, with Commissioner Hastings abstaining.
PUBLIC HEARINGS/ACTION ITEMS
1. Oath of Office – Commissioner Pamela Hastings
Assistant Planner Ben Braudrick led Commissioner Hastings in her oath of office.
2. Façade and Sign Grant Application: No. 17-07 Rodocker Woodworking, LLC
Assistant Planner Ben Braudrick gave a presentation on the façade grant application for
Rodocker Woodworking, LLC. The application requests $9,865.16 toward improvements
including siding and garage door repair, new fascia, corner trim and windows, along with a five-
foot wainscot and double door covered entry in addition to handicap accessibility and a fresh
coat of paint valued at $19,730.33.
Commissioner Bailey asked about the possible need for a third party bid, due to their own
employees and cost estimates being included within the original bid. Commissioner Schwab
agreed with the inquiry, and Commissioner Amoroso inquired about prevailing wages.
Director Nathan West responded that the program is funded by a Community Development
Block Grant and must follow the programs regulations. There are specific requirements for the
payment of professionals, including prevailing wage after $2000.00 in labor costs from a single
business or contractor.

The applicant, Mr. Thomas Rodocker, explained that they would not be averse to getting a third
party bid. The business has yet to occupy the space and a lot of interior code updates needed to
take place before they could be granted occupancy. Commissioner Bailey explained that he was
only concerned about transparency. Commissioner Amoroso asked about the projects
timeframe. Mr. Rodocker stated that they had planned on occupied the space within 6 months.
Commissioner Hopkins asked which facades would be painted. Mr. Rodocker stated that the
north and east facades would be painted.
Commissioner Hopkins moved to table the grant discussion until December 13 so the
applicant could obtain a third party estimate. Commissioner Schwab seconded. Director
West reminded the Commission that they could approve the grant application with
conditions for a third party estimate. The motion did not carry.
Chair Morris asked about the buildings signage. Director West explained that the program
works with replacing existing signage. The signage was new, and therefore not eligible.
Commissioner Schwab moved to approve Façade Grant 17-07 with 5 conditions from staff
and the inclusion of a condition that states the applicant shall provide a third party labor
estimate, and upon approval of the Department of Community and Economic Development
the applicant may execute the contract for $9,865.16 toward improvements valued at
$19,730.33. Commissioner Amoroso seconded. Discussion followed and Commissioner
Hopkins stated his concern for the motion. The motion passed, with Commissioner
Hopkins dissenting.

RECOMMENDATION: Staff recommends the grant award amount of $10,000 toward
the First Federal Bank Façade and Sign Grant No. 18-01, which includes a new exterior facade.
PROJECT SUMMARY
The bank building at 1603 East 1st Street was constructed in 1975 and has seen continual minor
interior changes over the years, but just one major exterior change to the site when the vault was
expanded upon in 1988. The original bank’s site plan and exterior elevations are attached as
Exhibit B to this staff report. Figure 1 on the following page shows the existing structure’s south
elevation from the south side.
First Federal is proposing a comprehensive remodel of the bank building, including the entire
interior and exterior of the structure. The renovation project includes a significant exterior
remodel that will incorporate removal of outdated roofing and siding, framing of new exterior
walls, roof, and new parapets that will give the building an updated look. Exterior finishes will
include wood stained fiber cement lap siding, painted fiber cement panels, and cultured stone.
Exterior improvements also include new canopies at the front and back entrances, new entry
storefront, concrete benches, and new concrete sidewalk (See Figure 2 on page 2).
STAFF ANALYSIS Staff reviewed the grant criteria for the Community Facade and Sign
Improvement Program as included in the grant application materials and summarized in this
analysis.

The Program will provide a grant for funding of façade improvements that will enhance the
physical appearance, accessibility, and overall value of individual buildings as well as
surrounding areas. In evaluating proposals for funding under the Program, the following factors
shall be considered:
1. Present condition of existing façade: The existing façade is not currently in major disrepair, however it is outdated in building
style and has a somewhat concealed from entrance. Much of the exterior remains in its
original state. The construction of the new façade will encompass the entire structure.
2. The buildings overall public visibility: The building has high public visibility because it fronts both First and Front Streets. The

building is west of the eastern Highway 101 coupling. The build’s entrances are not highly visible from either street frontage and the proposed modifications will help make them more prominent by adding entrance awnings. The improvements will create more
visibility from both streets by adding a greater variety of exterior materials.
3. Expected increase in assessed value of improvement:
The improvements will update the entire façade, improve access to the building, and provide staff working in the building with more natural light. The structures assessed value will likely be improved through these changes.
4. Ability to proceed with project:
The applicant is ready to begin work as soon as possible, and plans on a completion date
of mid-summer 2018.A building permit application has already been submitted for the work.
FINDINGS, CONDITIONS & CONCLUSIONS
Findings
1. A Façade and Signage Grant application was submitted by Kent Sommerfeld, of First Federal Savings and Loan to the Department of Community and Economic Development
on February 12, 2018.
2. The location of the proposal is 1603 East 1st Street.
3. The project site is located within the Commercial Arterial (CA) zone.
4. The grant request includes the redevelopment of the entire building’s exterior and roof, including:
a. Remove the existing siding and metal roofing. Existing windows to be
maintained;
b. Framing of new exterior walls/parapets and roof;
c. New exterior storefront and doors at main entrance with card access to 24-hour vestibule;
d. Install new faux-wood fiber cement siding along the west elevation (main
entrance), drive up window, and around upper parapet;
e. Install new cultured stone at the west elevation (main entrance), drive up, and east
elevation (facing E First St); f. Install new fiber cement siding panels, painted to match the color scheme;
g. Install two new canopies over the main entrance and employee entrance;
h. Install new concrete bench at main entrance for customers;
i. Remove existing brick sidewalk and replace with new concrete; and
j. New exterior light up at main entrance. 5. The project is part of an effort to redevelop this property by the business owners.
6. The application was reviewed by Planning Division Staff and found to meet the
application criteria.
7. The applicant is requesting $10,000.00 toward improvements valued at $171,617.00.
8. The request will be heard by the Planning Commission at the regularly scheduled meeting on February 28, 2017.

Conclusions
1. The application submitted by Kent Sommerfeld for Façade Improvement Grant meets the grant program’s criteria.
2. As conditioned, Staff is in full support of approval of the grant proposal.
Based on Staff’s finding and conclusions, the following conditions are placed on this grant
application approval:
Conditions
1. Upon the date of approval, the applicant may proceed with the expenditures detailed in
the application and approved by the Planning Commission.
2. Before work is performed on the proposed false front connecting the building’s two roof
peaks, a building permit shall be required and submitted to the Department of
Community & Economic Development prior to construction.
3. The applicant shall sign a grant contract with the City of Port Angeles for the
reimbursement of a maximum amount of 10,000.00 for façade improvements. The
applicant will be given 180 days to submit reimbursement of expenditures associated
with the approved grant proposal as of February 28, 2018. If progress on the project can
be demonstrated, the applicant may request one 180 day extension of the contract.
4. The applicant shall submit invoices for reimbursement with a coversheet detailing each
invoice number, amount, and type of payment. Reimbursement by the City equaling 50
percent of submitted invoice totals will occur within 30 days of submission.
5. Any labor performed in association with the grant proposal over $2000.00 must meet
federal prevailing wage standards.

Application Narrative
Purpose: Façade Grant
Project: First Federal Eastside Branch Project
Address: 1603 E First Street, Port Angeles, WA
Project Overview and Scope:
Complete renovation of an existing branch building that will improve the customer experience, boost
marketability, increase the value of the building, and enhance the built environment façade along the
main arterial into Port Angeles. The renovation project includes a significant exterior remodel that will
incorporate removal of outdated roofing and siding. Framing of new exterior walls, roof, and parapets
that will give the building a brand-new look. Exterior finishes will include wood stained fiber cement lap
siding, painted fiber cement panels, and cultured stone. Exterior improvements also include new
canopies at the front and back entrances, new entry storefront, concrete benches, and new concrete
sidewalk. The interior remodel will include a revised functional layout with modern teller pods, a
refreshment and waiting area, and back of house work areas. A 24-hour vestibule at the front entrance
will be created to generate a safe and comfortable banking environment for First Federal customers as
well as non-customers.

2. The project’s scope of work will be to improve an existing building façade.
3. The project conforms to the City’s building and zoning codes.

Selection Criteria:
Degree of Visibility: The location of the First Federal branch is 1603 East First Street in Port Angeles, one
of the busiest and most highly visible locations as you come into Downtown Port Angeles. The
approximate car traffic on Eastbound First Street is over 10,000 cars per day with 1.58 people per car.
This project will improve the visual appeal of the main corridor coming into downtown Port Angeles.
Expected Increase in Property Value: The total cost for the exterior work of this project will be over
$350,000. The primary focus of this work is to enhance the appearance, marketability, and overall value
of the building. Once completed, this building will look completely new and attract new customers or
businesses that are coming to Port Angeles.
Neighborhood and Historical Context: First Federal has had a presence in the Port Angeles area for over
90 years and we take the appearance of our buildings very seriously. Any remodel will take into
consideration the best fit for the neighborhood while still maintaining a quality First Federal look. The
new façade includes a blend of northwest styles and First Federal brand recognition. The project
includes warm wood and paint tones in the siding and canopies that reflect the natural look of the area.
Additionally, cultured stone will be installed, which is a high-quality material that First Federal has
incorporated in many projects throughout the Puget Sound.
Additional Factors: This building is one of the first commercial buildings that drivers see as they enter
Port Angeles along East First Street.
