Chair Morris opened the regular meeting at 6:15 p.m. and led the Pledge of Allegiance.
COMMUNICATIONS FROM THE PUBLIC
None.
APPROVAL OF MINUTES:
Commissioner Schwab moved to approve the November 08, 2017 and February 6, 2018
minutes. Commissioner Hastings seconded, and all were in favor.
Due to the applicant not yet being in attendance for the scheduled action item, Chair Morris
reorganized the agenda to allow time for them to arrive.
STAFF UPDATES
Planning Manager Allyson Brekke updated the Commission on a Community and Economic
Development Department work plan item for the upcoming year. The Comprehensive Plan
annual amendment process would take place in the first half of the year, with the Planning
Commission hearings conducted prior to or during May and the City Council hearings conducted
prior to or during June. This year changes will include integrating of the 2009 American Institute
of Architects Sustainable Design Assessment Team documents vision into the plan. Other
changes include removal and/or correction of inaccuracies.
The City Bicycle Advisory Board will be announcing May as Bicycle Month and the City
Council will likely passing a resolution in support of the awareness month. The committee would
be planning bicycle related activities throughout the City and Clallam County.

REPORTS OF COMMISSION MEMBERS
Commissioner Schwab asked about the possibility of placing deep water moorage in the harbor
for larger personal watercraft. Planning Manager Brekke responded that there are many different
unknowns for a project of that scope, but that there would be many agency reviews involved,
including the Army Corps of Engineers and Washington State Departments of Ecology and
Natural Resources. Assistant Planner Ben Braudrick remarked that the City was planning on
placing its temporary moorage on the public pier, which although was not particularly deep
water, could moor the tall ships.
Chair Morris asked about the signage Planning Commission subcommittee that had been
created, specifically what their role was and when they could meet. Planning Manager Brekke
responded that rewrite of the sign code was also on the Community and Economic Development
Department work plan for 2018, with Council action to be taking place before December 31,
2018. This change will likely be a comprehensive rewrite and public engagement process, and
the possibility of a new form of code that includes visual elements, diagrams, design examples,
drawings etc. The sign code subcommittee can serve as a group that assists with public outreach
efforts and could meet at any time, because the number of members is less than what constitutes
a quorum.
Chair Morris agreed that a public process would be hugely important in this amendment.
Planning Manager Brekke added that one of the subcommittee members may not be continuing
his seat on the Commission, and the subcommittee may need to be revisited.
PUBLIC HEARINGS/ACTION ITEMS
1. Façade and Sign Grant Application: No. 18-01 First Federal Savings and Loan
Commissioner Hopkins asked about the funding source that allowed the existence of the Façade
and Sign Grant program. Planning Manager Brekke responded that it was funded through a
Community Development Block grant from the federal government, and that funding had been in
place since 2009 when the grant was first created through credit from City of Port Angeles grant
fund account. The grant is a unique way of demonstrating how physical improvements to the
public realm also improve a community. The program currently has a designated redevelopment
district focusing on 1st Street between Laurel and Race Streets, and there have been
conversations about creating a separate focused district at Lincoln and 8th Streets.
Chair Morris asked whether there was a cap on the special district. Planning Manager Brekke
responded that there was no cap, but any project asking for over $25,000.00 would have to be
presented to City Council for approval.
Assistant Planner Ben Braudrick gave a presentation on the façade grant application for First
Federal Bank. The application requests $10,000.00 toward a new exterior facade valued at
$171,617.00.
Planning Commission Minutes February 28, 2018 Page 3 Chair Morris invited the applicant, Mr. Kent Sommerfeld to the microphone to provide any
other comments or description of the project. Mr. Sommerfeld explained to the Commission that
this project was a part of a complete redesign of the bank building, which was its first flagship
structure in Port Angeles when it was originally constructed. Newer branches completed recently
in Skagit and Kitsap counties all had similar types of exterior façade construction.
Chair Morris asked about the freestanding sign to the north of the property and if it would
remain or be updated. Mr. Sommerfeld stated that a rebranding had happened recently, and the
signs would not change. Planning Manager Brekke reminded the Commission that there was
no sign grant application with this grant request.
Commissioner Hopkins asked if there was going to be a teller machine that soul be available for
walk ups located in or on the building. Mr. Sommerfeld replied that there would be a new
vestibule that would be manned by an employee during regular business hours and would be
secured for bank customers during all other hours.
Commissioner Hopkins moved to approve Façade Grant 18-01 for $10,000.00 toward
improvements valued at $171,617.00. Commissioner Schwab seconded. Chair Morris asked
if Staff would like the Commission to include the conditions findings, and conclusions from
the staff report. Planning Manager Brekke agreed that this was a good idea. Chair Morris
made a friendly amendment to include with 5 conditions, 9 findings, and 2 conclusions for
the staff report. All were in approval.

RECOMMENDATION: Staff recommends the façade grant awards of $10,000 toward the 8th Street
Car Wash Façade Grant No. 18-03a to improve the exterior façade and property with paint and
lighting and landscaping features, and $1,000 toward Sign Grant No. 18-03b to improve the
property’s landscaping features with the addition of one freestanding sign.
PROJECT SUMMARY
JVR2 Investments, LLC is requesting a Façade Grant to improve and repair the abandoned and
deteriorated car wash building at 111-115 E. 8th Street and improve the visibility of the property
with new site lighting. They are also requesting a Sign Grant to improve the street side property
with a new freestanding sign that is incorporated into a new landscaping feature. This building
will primarily serve the community as a public car wash. The building will also provide car wash
needs for the car fleet affiliated with the Budget and Avis Rental Car businesses that will be
occupying the neighboring building to the west at 107 E. 8th Street. The carwash was built in
1997 as a public car wash named the Blue Dolphin Carwash. The building is primarily concrete
block.
The building has five car wash bays and vacuum islands located on the north and south sides of
the building. The facility and property was sold in approximately 2007 as a part of a block buyout
to Rite Aid, who wanted to construct a new facility. This construction never occurred and after
changes in ownership it remained unused for over 10 years. Jack and Vicki Heckman of JVR2
Investments, LLC purchased the building and property in 2018 with the intent to reopen the car
wash facility. As the facility and property has been empty and neglected for a 10 year window of
time, it urgently needs facade repair and improvement. Building improvements will be a

significant aesthetic upgrade and is anticipated to incentivize improvement to the surrounding
blocks which include both commercial businesses and residential homes.
STAFF ANALYSIS
The Community Façade and Sign Improvement Program was authorized by the City Council
through the passing of ordinance. This authorization is represented in Chapter 2.80 of the Port
Angeles Municipal Code. The Program will provide a grant for funding of façade improvements
that will enhance the physical appearance, accessibility, and overall value of individual buildings
as well as surrounding areas. In evaluating proposals for funding, Staff reviewed the “Evaluation
criteria and prioritization” of Section 2.80.110:
1. Private contribution over and above the required match;
Staff Analysis: Per the submitted budget, the applicant is providing above the required 50
percent match. It is important to note that the applicant has represented to Staff in
discussions about the project improvements that are occurring to the building that are for
ineligible grant program items, such as a new roof. While they are not eligible for the

grant budget, they do represent private contribution to the project that is above and
beyond the required match. The applicant is ready to begin work as soon as possible and
plans on a completion date of mid-summer 2018.
2. Present condition of existing façade;
Staff Analysis: The existing façade is currently in major disrepair, having been vacant and
left to the elements for over a decade. Much of the exterior is in a dilapidated state.
Rehabilitation of the concrete structure with sealing and painting and the addition of
exterior lighting fixtures, in addition to the new site lighting and landscape features, will
provide a much needed update to this portion of E. 8th Street. Work proposed includes site
lighting and landscape features that significantly improve the street side property in front
of the car wash building. Collectively, these improvements greatly enhance the E. 8th
streetscape. While sign grant applications are intended to be awarded to properties that
are removing existing non-conforming signage, Staff felt the freestanding sign proposed is
an added design element to the new landscaping features proposed for the property.
3. The buildings overall public visibility;
Staff Analysis: The building has high public visibility along the E. 8th Street arterial corridor.
Additionally, the building is highly visible from the Lincoln Street arterial corridor. This
street is a major crosstown route with significant traffic counts. There are dedicated
public transit stops to both the east (Lincoln @ 9th) and west (Cherry @ Cherry) of this
property. The transit availability, in combination with the surrounding commercial
businesses, contributes to high pedestrian traffic within this block.
4. Expected increase in assessed value of improvement;
Staff Analysis: The improvements will update the entire building façade and are expected
to increase the assessed value of the property.
5. Historic Preservation;
Staff Analysis: Not applicable. The building was constructed in 1997.

6. Context in the block or neighborhood;
Staff Analysis: The building is located on one parcel that is a part of a much larger corner
property at the northwest corner of E. 8th Street and Lincoln Street. The entire property
has been distressed over the last 10 years. Staff finds this proposal as a way to begin the
greater transformation of the block.
7. Benefit partner projects on same block;
Staff Analysis: This grant application is a partner project to a separate grant application
for the neighboring property to the west, which includes the improvement of the vacant
office building.
FINDINGS, CONDITIONS & CONCLUSIONS
Staff determines the following findings based on Staff’s review of the Program’s criteria:
Findings
1. The Façade and Signage Grant applications (Grant Nos. 18-03a and 18-03b) were
submitted by Vicki Heckman, of JVR2 Investments, LLC, to the Department of Community
and Economic Development on February 22, 2018. Revisions occurred to the grant
proposal and were submitted to Staff on March 8, 2018.
2. The location of the proposal is 111-115 East 8th Street.
3. The project site is located within the Community Shopping District (CSD) zone.
4. The grant request includes the redevelopment of the entire building’s exterior and street
side property, including:
a. Pressure washing the building to prepare it for seating and painting;
b. The building will be painted with a bright white elastomeric paint that will serve to
protect the concrete structure from the elements as well as from water exposure
from its expected use. The building will have black trim to complement its sister
building at 107 E 8th Street;
c. Landscaping features within the street side property in front of the car wash
building and along E. 8th Street, including a freestanding sign as an added design
element;
d. LED lighting for the exterior of the carwash and for signage. There will be five
Cylinder LED tights mounted to the exterior of the building on the east side of the
property; and
e. Site lighting for improved visibility and safety for customers.
5. The application was reviewed by Planning Division Staff under the Façade and Sign Grant
Program criteria, as included in Chapter 2.80 of the Port Angeles Municipal Code.
6. The applicant is requesting $10,000.00 toward façade improvements valued at
$27,289.70, and $1,000.00 towards sign replacement valued at $2,781.00.

7. The request will be heard by the Planning Commission at the regularly scheduled meeting
on March 14, 2018.
Based on the findings above, Staff makes the following conclusions:
Conclusions
1. Grant Application Nos. 18-03a and 18-03b are found to provide for façade improvements
that will enhance the physical appearance and overall value of the individual building and
the surrounding area along the 8th Street arterial corridor.
2. Grant Application Nos. 18-03a and 18-03b are found to meet the grant program’s criteria
as included in Section 2.80.110 of the Port Angeles Municipal Code.
3. Therefore, Staff is recommending support of approval of the grant proposal with
conditions of approval that outlines the requirements of the final award of funding.
Based on Staff’s finding and conclusions, the following conditions are placed on this grant
application approval:
Conditions
1. The freestanding sign shall not exceed five feet in height to appropriately coordinate with
the proposed low profile landscaping.
2. Upon the date of approval, the applicant may proceed with the expenditures detailed in
the application and approved by the Planning Commission.
3. The applicant shall sign a grant contract with the City of Port Angeles for the
reimbursement of a maximum amount of 10,000.00 for façade improvements and
$1,000.00 for signage. The applicant will be given 180 days to submit reimbursement of
expenditures associated with the approved grant proposal as of March 14, 2018. If
progress on the project can be demonstrated, the applicant may request one 180 day
extension of the contract.
4. The applicant shall submit invoices for total reimbursement with a coversheet detailing
each invoice number, amount, and type of payment and not exceeding the awarded
grant amount. Reimbursement by the City will occur within 30 days of submission.
5. Prior to reimbursement, the property must be available to Staff for a site visit on the
property confirming the work was done according to the approved grant application.
6. A building permit shall be required and submitted to the Department of Community &
Economic Development for all construction beyond repair.
7. A sign permit shall be required and submitted to the Department of Community &
Economic Development prior to the installation of signage on the building.
8. Any labor performed in association with the grant proposal over $2000.00 must meet
federal prevailing wage standards.

Façade and Signage Grant
JVR2 lnvestments, LLC is requesting a Façade and Signage Grant to partner with the City
of Port Angeles to improve and repair the carwash buitding at 111-115 E 8th St. This buitding
wittbe the restored carwash for Budget and Avis RentaI Car maintenance, the 0tympic
Bus Lines (Dungeness Lines) bus maintenance as we[[ as a public car wash.
The carwash located at 111-115 E 8th St was built in1997 and opened as a pubtic car wash
named the Btue Dotphin Carwash. This facitity had 5 car wash bays and vacuum islands
[ocated on the north and south sides of the buitding. This was an extremety successf uI car
wash as it was centra[[y located in Port Angeles and was of a quatity that encouraged
peopte to wash their vehictes day or night. This facitity and property was sold in approx.
2007 in a btock buyout so that Rite Aid coutd open a new facility. That venture did not
occur. The facitity and property changed ownership(s) and remained unused for l0 years
untilJack and Vicki Heckman of JVR2 lnvestments, LLC purchased the buitding and
property to move Heckman Motors businesses f rom their current downtown location at
111 E Front St due to the f orthcoming purchase of the property by the Etwha Tribe.
As the facitity and property has been empty and negtected for a 10 year window of time, it
now needs cosmetic repair, façade improvement, [ighting and signage. When the buitding
is improved, it wilt be a signif icant aesthetic improvement to the surrounding blocks which
house businesses and homes. lt witt be clean, safe, and occupied by tong term businesses
which wi[[ contribute to the economic prosperity of the business district by promoting the
continued growth of business in the area. ln addition to being the car wash facitity for Avis
and Budget, the 8th Street Carwash witt be open to the pubtic and witthave 2 setf-serve
wash bays as we[[ as one automatic wash bay with att of the modern technotogical
f eatures. The car wash wi[[ serve to bring a much needed service for the pubtic back to
centraI Port Angetes and witt facititate growth and economic prosperity to the
surrounding businesses while promoting growth and business devetopment of the area,

Lighting witt be LED tight housings to unobtrusivety tight the signs and make them
visibte for customers while not blinding drivers and neighbors. This wil[ also add to
the saf ety of the neighborhood as tighting witl discourage nefarious activity. There
witt be 5 Cytinder LED tights mounted to the exterior of the buitding as we[[ which
witl provide much needed tighting to the east side of the property while not
interfering with drivers' visibitity.
When complete, the façade improvements, tighting and signage wit[ thoroughty update,
ctean up and provide customer appeat to an area that has been empty and neglected for a
decade and has been an eyesore to locals and a btight on one of the busiest intersections
in Port Angetes. lt wittbe instrumental in driving business and interest to a newty re-
opened pubtic car wash. We look forward to improving this business corridor and hetping
to encourage other businesses to improve and/or locate to that area to bring vitatity back
to 8rh Street.
JVR2 looks to start the project in March or as soon as the grant is approved. lt witttake
approximatety 3 months to finish due to the compticated construction of the automatic
carwash and exterior improvements of the facitity.

$7,988.50 toward the Heckman Motors Grant No. 18-04a to improve the exterior façade with
paint, windows, awnings and lighting, and $750.00 toward Grant No. 18-04b to improve the façade

building located at 107 E. 8th Street (Grant No. 18-04a). They are also requesting a Sign Grant to
additionally improve the building by adding two façade-mounted signs. This building will be the
administrative offices of Budget and Avis Rental Car businesses as well as the Olympic Bus Lines
(Dungeness Lines). The building was built in 1973 as an office building for senior services. It is a
concrete block structure with aluminum windows and wood awnings at the front and rear
entrances.
The facility and property was sold in approximately 2007 as a part of a block buyout to Rite Aid,
who wanted to construct a new facility. This construction never occurred and after changes in
ownership it remained unused for over 10 years. Jack and Vicki Heckman of JVR2 Investments,
LLC purchased the building and property in 2018 with the intent to move Heckman Motors’
businesses to the property from their current downtown location at 111 E. Front Street. As the
facility and property has been empty and neglected for a 10 year window of time, it urgently
needs facade repair and improvement. Building improvements will be a significant aesthetic
upgrade and is anticipated to incentivize improvement to the surrounding blocks which include
both commercial businesses and residential homes.

STAFF ANALYSIS
The Community Façade and Sign Improvement Program was authorized by the City Council
through the passing of ordinance. This authorization is represented in Chapter 2.80 of the Port
Angeles Municipal Code. The Program will provide a grant for funding of façade improvements
that will enhance the physical appearance, accessibility, and overall value of individual buildings
as well as surrounding areas. In evaluating proposals for funding, Staff reviewed the “Evaluation
criteria and prioritization” of Section 2.80.110:
1. Private contribution over and above the required match;
Staff Analysis: Per the submitted budget, the applicant is providing the required 50
percent match. It is important to note that the applicant has represented to Staff in
discussions about the project improvements that are occurring to the building that are for
ineligible grant program items. While they are not eligible for the grant budget, they do
represent private contribution to the project over and above the required match. The
applicant is ready to begin work as soon as possible and plans on a completion date of
mid-summer 2018.

2. Present condition of existing façade;
Staff Analysis: The existing façade is currently in major disrepair, having been vacant and
left to the elements for over a decade. Much of the exterior is in a dilapidated state.
Enhancement of the exterior façades, including new paint, awnings, windows, lighting,
and wall signage will provide a much needed streetscape improvement to this portion of
E. 8th Street. While sign grant applications are intended to be awarded to properties that
are removing existing non-conforming signage, Staff felt the wall signage proposed is an
added design element to the building’s façade improvements.
3. The buildings overall public visibility;
Staff Analysis: The building has high public visibility along the E. 8th Street arterial corridor.
Additionally, the building is highly visible from the Lincoln Street arterial corridor. This
street is a major crosstown route with significant traffic counts. There are dedicated
public transit stops to both the east (Lincoln @ 9th) and west (Cherry @ Cherry) of this
property. The transit availability, in combination with the surrounding commercial
businesses, contributes to high pedestrian traffic within this block.
4. Expected increase in assessed value of improvement;
Staff Analysis: The improvements will update the entire building façade and are expected
to increase the assessed value of the property.
5. Historic Preservation;
Staff Analysis: The façade improvement is a great demonstration of rehabilitation of a
building that will soon be approaching 50 years in age. The building footprint remains
unchanged and the architectural features are retained. This will allow the building to
contribute future City efforts documenting the development that occurred within the
corridor.
6. Context in the block or neighborhood;
Staff Analysis: The building is located on one parcel that is a part of a much larger corner
property at the northwest corner of E. 8th Street and Lincoln Street. The entire property

has been distressed over the last 10 years. Staff finds this proposal as a way to begin the
greater transformation of the block.
7. Benefit partner projects on same block;
Staff Analysis: This grant application is a partner project to a separate grant application
for the neighboring property to the east, which includes the improvement of the
abandoned carwash property.
FINDINGS, CONDITIONS & CONCLUSIONS
Staff determines the following findings based on Staff’s review of the Program’s criteria:
Findings
1. The Façade and Signage Grant applications (Grant Nos. 18-04a and 18-04b) were
submitted by Vicki Heckman, of JVR2 Investments, LLC, to the Department of Community
and Economic Development on February 22, 2018. Revisions occurred to the grant
proposal and were submitted to Staff on March 8, 2018.
2. The location of the proposal is 107 E. 8th Street.
3. The project site is located within the Community Shopping District (CSD) zone.
4. The grant request includes the redevelopment of the entire building’s exterior, including:
a. Pressure washing the building to prepare it for sealing and painting;
b. The building will be painted with a bright white elastomeric paint that will serve to
protect the concrete structure from the elements. The building will have black
trim to complement its neighboring building to the east at 111-115 E. 8th Street;
c. New entrance awnings matching the trim will be installed over the front and rear
building entrances;
d. New wall signage as a design element on the façade;
e. LED lighting for the exterior of the office and for signage. There will be 5 Cylinder
LED tights mounted to the exterior of the building; and
f. All windows will be replaced within the existing window openings.
5. The application was reviewed by Planning Division Staff under the Façade and Sign Grant
Program criteria, as included in Chapter 2.80 of the Port Angeles Municipal Code.
6. The applicant is requesting $7,988.50 toward façade improvements valued at $15,977,
and $750.00 towards sign replacement valued at $1,500.00.
7. The request will be heard by the Planning Commission at the regularly scheduled meeting
on March 14, 2018.

Based on the findings above, Staff makes the following conclusions:
Conclusions
1. Grant Application Nos. 18-04a and 18-04b are found to provide for façade improvements
that will enhance the physical appearance and overall value of the individual building and
the surrounding area along the 8th Street arterial corridor.
2. Grant Application Nos. 18-04a and 18-04b are found to meet the grant program’s criteria
as included in Section 2.80.110 of the Port Angeles Municipal Code.
3. Therefore, Staff is recommending support of approval of the grant proposal with
conditions of approval that outlines the requirements of the final award of funding.
Based on Staff’s finding and conclusions, the following conditions are placed on this grant
application approval:
Conditions
1. Upon the date the Planning Commission’s approval, the applicant may proceed with the
expenditures detailed in the application.
2. The applicant shall sign a grant contract with the City of Port Angeles for the
reimbursement of a maximum amount of $7,988.50 for façade improvements and
$750.00 for sign improvements. The applicant will be given 180 days to submit
reimbursement of expenditures associated with the approved grant proposal as of March
14, 2018. If progress on the project can be demonstrated, the applicant may request one
180 day extension of the contract.
3. The applicant shall submit invoices for total reimbursement with a coversheet detailing
each invoice number, amount, and type of payment and not exceeding the awarded
grant amount. Reimbursement by the City will occur within 30 days of submission.
4. Prior to reimbursement, the property must be available to Staff for a site visit on the
property confirming the work was done according to the approved grant application.
5. A building permit shall be required and submitted to the Department of Community &
Economic Development for all construction beyond repair.
6. A sign permit shall be required and submitted to the Department of Community &
Economic Development prior to the installation of signage on the building.
7. Any labor performed in association with the grant proposal over $2000.00 must meet
federal prevailing wage standards.

and very ineff icient in insutative quatity. Reptacing the windows witt upgrade the

When comptete, the façade improvements and signage wit[ thoroughty update, ctean up
and provide custómer appeatto an area that has been empty and neglected for a decade
and has been an eyesore to locals and a blight on one of the busiest intersections in Port
Angetes. We look forward to improving this business corridor and helping to encourage
other businesses to improve and/or locate to that area to bring vitatity back to 8th Street.
