Chair Morris opened the regular meeting at 6:05 p.m. and led the Pledge of Allegiance

COMMUNICATIONS FROM THE PUBLIC
John Ralston, PO Box 898: Commented on Short Term rentals as an asset for the community. He
stated that he supposed there were as many as 30-40 short term rentals within Port Angeles, many of which were in the RS-7 and RS-9, Residential Single Family Zones. He also made Staff and the
Commission aware that the Agenda Packet for the meeting that was available online contained
information provided by the applicant that was private and should be redacted.
Commissioner Morris asked staff if they could remove the information from the website. Staff answered that they would immediately.
APPROVAL OF MINUTES:
Commissioner Schwab moved to approve the March 14, 2018 minutes.
Commissioner Amoroso seconded.
All in favor, with Commissioner Hopkins abstained because he was absent for the meeting.

PUBLIC HEARINGS/ACTION ITEMS
1. Façade and Sign Grant Applications for Poppy and Marilgold’s (Nos. 18-05a and 18-05b)
– 108 East 1st Street
Commissioner Morris introduced the project and invited Staff to present on the project.
Assistant Planner Ben Braudrick introduced the project. This is an unopened business, that is
filling a vacant downtown space. The proposed work includes a combination of painting and cleaning of the unit’s façade and the installation of a wall-mounted and projecting sign. Total façade
cost is $2,350 with a grant request of $1,175. Sign costs are estimated at $1,850 with a grant request

of $925. Staff recommends the grant award amounts of $1,175 toward the Poppy and Marigold’s (Grant No. 18-05a) to repair, clean and improve the exterior façade with wood caulk and paint, and $925.00 toward the signs (Grant No. 18-05b) for one wall-mounted sign and one projecting sign.
Commissioner Morris concluded the Staff presentation and invited the Commissioners to ask staff or the applicant any questions they had about the proposal.
Commissioner Hopkins asked staff if there was historically a large difference between the number
of tenant grant proposals and building owner proposals.
Assistant Planner Braudrick responded that it was likely split evenly, and sometimes depended
on the particular year.
Chair Morris asked the applicant to come to the podium to answer any questions the Planning Commission had on the application proposal.
Commissioner Hopkins thanked the applicant for choosing downtown Port Angeles as a location
for her business and asked if the lease for the space included the allowance for improvements to the business or if the improvements would have to be reverted back to their prior state if and when
her business vacated the space.
The Applicant, Joanie Merritt, PO Box 2613, replied that the building owners were supportive and there were no such requirements in her lease.
Commissioner Amoroso asked what was proposed to be painted.
Joanie Merritt, Applicant, responded that only the wood trim would be painted, none of the brick.
2. Planning Commission Chair and Vice Chair Elections
Chair Morris asked if there was anyone interesting filling either position.
Commissioners Schwab and Hopkins expressed interest. Commissioner Schwab was
nominated for Chair. Commissioner Hopkins was nominated and Vice Chair. They
were both seconded, all were in favor.
STAFF UPDATES
Planning Manager Brekke informed the Commission of upcoming meeting agendas. April 25
would have an ethics presentation, May 9th would be a special open house meeting for Bike
Planning Month, and May 23rd would kick off Comprehensive Plan amendments.
REPORTS OF COMMISSION MEMBERS
Commissioner Hopkins informed the Commission that Clallam Transit would be starting their own comprehensive plan revision process, and that this week would see the 10,000 rider on the
Strait Shot Bus to the Bainbridge Island Ferry.

RECOMMENDATION: Staff recommends the façade grant award amounts of $18,539.34 toward
the Niven Mixed Use Building Grant (No. 18-02() for the following work: (1) Fix and or replace
windows, (2) replace or repair all exposed cap flashing; (3) repair and replace siding and trim
where needed; (4) clean and paint the entire building; (5) remove all brush and debris from around
the building; (6) install wainscot on the front façade, and (7) install new doors and locks where
needed at 511 East 1st Street citing 8 findings, 3 conclusions, and 8 conditions within this staff
report.
PROJECT SUMMARY
Don Nivens is requesting a Façade Grant to improve and repair the vacant and dilapidated
building located at 511 E. 1st Street (Application No. 18-02). The building has stood vacant and
dilapidated since 2004 when it was last operating as a spa business. The building itself has had a
long and colorful history due to its age, changes in ownership, and code requirements over the
last several decades to increase the building’s public safety and access. Mr. Nivens is taking on
the task of updating the exterior of the structure, as well as (but not included in this grant
process) reroofing the structure and completely renovating the interior to make it safe and ready
for the occupancy of several apartments and commercial businesses.
In accordance with Ordinance No. 3476, City Council designated 1st Street between Laurel Street
and Race Street as a redevelopment area where grant funding contributions may be increased
over the maximum $10,000.00 on a per parcel basis. The ordinance requires that City Staff to
participate in the proposed façade design and for any grant request of over $25,000.00 the City
Council must issue final approval. Mr. Nivens is proposing a project cost of $37,078.68 and
requesting a grant for $18,539.34. Staff visited the property on February 23rd with Mr. Nivens to
discuss the plans for the building and provide feedback on the proposed design prior to the

submission of the application. Once the application was submitted, staff kept in touch with Mr.
Nivens discussing the design approach. Staff encouraged the applicant to request a grant
reimbursement over $10,000 in order to use higher grade building materials that help retain the
significant historic features of the building.
STAFF ANALYSIS
The Community Façade and Sign Improvement Program was authorized by the City Council
through the passing of Ordinance No. 3373, and subsequent updates through Ordinance Nos.
3399, 3410, and 3476. This authorization is represented in Chapter 2.80 of the Port Angeles
Municipal Code. The Program will provide a grant for funding of façade improvements that will
enhance the physical appearance, accessibility, and overall value of individual buildings as well as
surrounding areas. In evaluating proposals for funding, Staff reviewed the “Evaluation criteria
and prioritization” of Section 2.80.110: Private contribution over and above the required match;
Staff Analysis: Per the submitted budget, the applicant is providing the required 50 percent
match. The request of over $10,000.00 is approved due to the project’s location within a City

Council designated redevelopment area. The applicant is ready to begin work as soon as possible
and plans on providing occupancy by Fall of 2018.
1. Present condition of existing façade;
Staff Analysis: The existing façade is currently in
a dirty and neglected state, with broken
windows, graffiti, peeling paint and trim in need
of replacement. Enhancement of the exterior
façades including removing all debris in and
around the property, washing the exterior,
replacing all windows and doors, fixing any
imperfections and replacing siding and painting
wooden portions of the façade, and flashing the
roof cornice will provide a much needed
streetscape improvement to this portion of E 5th
Street.
2. The buildings overall public visibility;
Staff Analysis: The building has high public
visibility along the E. 1st Street arterial corridor.
This street is within the 2017-2018
Redevelopment area along 1st street between
Laurel and Race Streets approved by the City
Council on June 20, 2017. The first street
corridor is a highly traveled multimodal street,
with dedicated bicycle lanes and on street
parking on either side. Transit stops are located
on the 600 block of 1st Street and the 900 block
of Front Street
3. Expected increase in assessed value of
improvement;
Staff Analysis: The improvements will clean and update the building façade and are
expected to greatly increase the assessed value of the property.
4. Historic Preservation;

Staff Analysis: The façade improvement is being performed on a building that is old
enough to be considered historic. The building also has unique architectural features
within the City. Some of the material changes or replacements may not be the congruent
to the historic materials, but the structure and look of the façade is remaining unchanged
or restored visually.
5. Context in the block or neighborhood;
Staff Analysis: The building is located on a block has few two story buildings on the
northern side of the street. This makes the buildings current state very apparent. The
proposed changes will visually improve the entire streetscape of this block.
6. Benefit partner projects on same block;
Staff Analysis: This grant application is not a partner project to a separate grant
application, but is located in the 1st Street corridor commercial business district, which has
seen many façade grants completed in the past
FINDINGS, CONDITIONS & CONCLUSIONS
Staff determines the following findings based on Staff’s review of the Program’s criteria:
Findings
1. The Façade and Signage Grant applications (Grant Nos. 18-02) was submitted by Don
Niven to the Department of Community and Economic Development on February 14th,
2018.
2. The location of the proposal is 511 E. 1st Street.
3. The project site is located within the Commercial Arterial (CA) zone and this site is
located within a designated redevelopment area
4. The grant request includes the repair and improvement of the exterior facade, including:
a. Fix and or replace windows;
b. Replace or repair all exposed cap flashing;
c. Repair and replace siding and trim where needed;
d. Clean and paint the entire building;
e. Install wainscot along the front facade
f. Remove all brush and debris from around the building; and
g. Install new doors and locks where needed.
5. The application was reviewed by Planning Division Staff under the Façade and Sign Grant
Program criteria, as included in Chapter 2.80 of the Port Angeles Municipal Code.
6. Staff was engaged in the design process as required for projects requesting more than
10,000 within a designated redevelopment area.

7. The applicant is requesting $18,539.34 toward façade improvements valued at
$37,078.68.
8. The request will be heard by the Planning Commission at the regularly scheduled meeting
on April 25, 2018.
Based on the findings above, Staff makes the following conclusions:
Conclusions
1. Grant Application No. 18-02 is found to provide for façade improvements that will
enhance the physical appearance and overall value of the individual building and the
surrounding area along the 1st Street arterial corridor.
2. Grant Application No. 18-02 is found to meet the grant program’s criteria as included in
Section 2.80.110 of the Port Angeles Municipal Code.
3. Therefore, Staff is recommending support of approval of the grant proposal with
conditions of approval that outlines the requirements of the final award of funding.
Based on Staff’s finding and conclusions, the following conditions are placed on this grant
application approval:
Conditions
1. Upon the date the Planning Commission’s approval, the applicant may proceed with the
expenditures detailed in the application.
2. The applicant shall sign a grant contract with the City of Port Angeles for the
reimbursement of a maximum amount of $18,078.68 for façade improvements. The
applicant will be given 180 days to submit reimbursement of expenditures associated
with the approved grant proposal as of April 25, 2018. If progress on the project can be
demonstrated, the applicant may request one 180 day extension of the contract.
3. The applicant shall submit invoices for total reimbursement with a coversheet detailing
each invoice number, amount, and type of payment and not exceeding the awarded
grant amount. Reimbursement by the City will occur within 30 days of submission.
4. Prior to reimbursement, the property must be available to Staff for a site visit on the
property confirming the work was done according to the approved grant application.
5. A building permit shall be required and submitted to the Department of Community &
Economic Development for all construction beyond repair.
6. Any labor performed in association with the grant proposal over $2000.00 must meet
federal prevailing wage standards.
7. All window and doorway openings shall be preserved with the façade rehabilitation.
8. A drawing showing the proposed wainscot on the building shall be shown to staff for final
approval.

I believe that this building meets allthe criteria for the Facade Grant program
it has a long history in poû angeles as a bath and steam house and although that area has
come and gone the exterior was quite charming and iwould like to bring it back to it original
glory and make the interior otfice space after the exterior is finished.
My goal is to attract new business and economic development in this space.
1 lt is Located in the central business district and is on arterial street with a commercial zone.
2 lt will definitely improve the existing facade
3 All improvements will conform to the city building codes and zones.
4 Project can be completed in a shot time 3 to 4 months. End of March through end of July.
This building is an eye sore for the whole community and may even be detrimentalto tourist
money spent in the area.
It is a magnet for the homeless and is broken into frequently.

RECOMMENDATION: Staff recommends the facade grant award amount of $10,000 toward the
restoration of exterior brick and mortar, repainting of the brick where appropriate, and installation
of a 600 square foot mural depicting a celebration of the historic annual visitation of pacific fleet
to Port Angeles Harbor (Grant No. 18-06).
PROJECT SUMMARY
Robert Stokes, on behalf of property owner Port Angeles Properties is requesting a Façade Grant
to improve and repair and affix a 600 square foot mural depicting celebration of the annual
visitation of the Pacific Fleet to the Port Angeles Harbor to a mixed use building located at 125
West Front Street (Grant Application No. 18-06).
STAFF ANALYSIS
The Community Façade and Sign Improvement Program was authorized by the City Council
through the passing of ordinance. This authorization is represented in Chapter 2.80 of the Port
Angeles Municipal Code. The Program will provide a grant for funding of façade improvements
that will enhance the physical appearance, accessibility, and overall value of individual buildings
as well as surrounding areas. In evaluating proposals for funding, Staff reviewed the “Evaluation
criteria and prioritization” of Section 2.80.110:
1. Private contribution over and above the required match;
Staff Analysis: Per the submitted budget, the applicant is providing above and beyond the
required 50 percent match. The applicant is ready to begin work as soon as possible to meet
the deadline of the Harbor Festival in May of 2018.

2. Present condition of existing façade:
Staff Analysis: The existing façade is currently in a state in which the mortar has degraded to
a point that allows water to infiltrate into the interior of the structure. This infiltration will
cause further degradation and the possibility of unsafe conditions for the occupants.
Enhancement of the exterior façades, including repair and painting of the brick and mortar,
and affixing a 600 square foot mural to the western façade will provide a much celebrated
streetscape improvement facing the new Waterfront Park and proposed Port Angeles
Waterfront Center. Restoration of the brick and mortar will ensure the building is secure and
protected from the weather.
3. The buildings overall public visibility;
Staff Analysis: The building has high public visibility along the Front Street arterial corridor, as
it is adjacent the Waterfront Park, and flanked by two large parking lots. This street is within
the downtown central business district with significant traffic counts and pedestrian use.
There is a dedicated bicycle parking area to the east and public transit stops to the east (the
Port Angeles Gateway Transit Center). The transit availability, in combination with the
surrounding commercial businesses and city parks contribute to high pedestrian traffic within
this block.

4. Expected increase in assessed value of improvement;
Staff Analysis: The improvements will renovate, clean and update the building façade and are
expected to increase the assessed value of the property and will allow the construction of two
housing units in the downtown central business district.
5. Historic Preservation;
Staff Analysis: The façade improvement is being performed on a building that could one
day contribute to a downtown historic district, and as such the improvements being made
will not take away from that historic significance. The buildings mortar is being repaired,
and only areas that have been previously painted will be repainted. The wall-mounted
mural is constructed out of a weather resistant material and will be fixed to the exterior
façade using lag bolts that will be connected on either side of the wall
6. Context in the block or neighborhood;
Staff Analysis: This building stands alone on the
north side of the west 100 block of Front Street and
is highly visible. The western facade faces the site of
the future Port Angeles Waterfront Center and the
new Waterfront Park.
7. Benefit partner projects on same block;
Staff Analysis: This grant application is not a partner
project to a separate grant application, but grants
have been provided to several surrounding
buildings:
1. 114 East Front, Captain T’s exterior restoration
2. 330 East Front, Wenger Building Window and Door Installation
3. 203 East Front, Coyote BBQ Pub Exterior Construction and Outdoor Seating Area
4. 132 East Front, Metta Room Rear Deck and Façade Renovation

FINDINGS, CONDITIONS & CONCLUSIONS
Staff determines the following findings based on Staff’s review of the Program’s criteria:
Findings
1. The Façade and Signage Grant application (No. 18-06) was submitted by Robert Stokes on
behalf of property owner Port Angeles Properties, LLC to the Department of Community
and Economic Development on April 6th, 2018. Revisions occurred to the grant proposal
and were resubmitted to Staff on April 9th, 2018.
2. The location of the proposal is 125 West Front Street.
3. The project site is located within the Central Business District (CBD) zone.
4. The grant request includes the repair and improvement of the exterior facade, including:
a. Rehabilitation of the exterior brick and mortar
b. Sealing and repainting of the east and west facades
c. Installation of a 600 square foot mural to the western facade
5. The application was reviewed by Planning Division Staff under the Façade and Sign Grant
Program criteria, as included in Chapter 2.80 of the Port Angeles Municipal Code.
6. The applicant is requesting $10,000.00 toward façade improvements valued at $31,100.
7. The request will be heard by the Planning Commission at the regularly scheduled meeting
on April 25, 2018.
Based on the findings above, Staff makes the following conclusions:
Conclusions
1. Grant Application No. 18-06 is found to provide for façade improvements that will
enhance the physical appearance and overall value of the individual building and the
surrounding area along the Front Street arterial corridor.
2. Grant Application No. 18-06 are found to meet the grant program’s criteria as included in
Section 2.80.110 of the Port Angeles Municipal Code.
3. Therefore, Staff is recommending support of approval of the grant proposal with
conditions of approval that outlines the requirements of the final award of funding
Based on Staff’s finding and conclusions, the following conditions are placed on this grant
application approval:
Conditions
1. Upon the date the Planning Commission’s approval, the applicant may proceed with the
expenditures detailed in the application.
2. The applicant shall sign a grant contract with the City of Port Angeles for the
reimbursement of a maximum amount of $10,000 for façade improvements. The

applicant will be given 180 days to submit reimbursement of expenditures associated
with the approved grant proposal as of the Planning Commission action. If progress on
the project can be demonstrated, the applicant may request one 180 day extension of
the contract.
3. The applicant shall submit invoices for total reimbursement with a coversheet detailing
each invoice number, amount, and type of payment and not exceeding the awarded
grant amount. Reimbursement by the City will occur within 30 days of submission.
4. Prior to reimbursement, the property must be available to Staff for a site visit on the
property confirming the work was done according to the approved grant application.
5. A building permit shall be required and submitted to the Department of Community &
Economic Development for all construction work beyond repair.
6. Any labor performed in association with the grant proposal over $2000.00 must meet
federal prevailing wage standards.

This building is prominently visible on both the east and west sides. This is
a historic building that is in current disrepair on the exterior. The west side
faces the new west end park and future performing arts center. The west
side, once repaired will showcase "The Pacific Fleet Mural". ln addition,
once completed, renovation of the upstairs can proceed that will offer 2
live/work studio spaces. Work will start as soon as the grant is approved
and will continue for 6 months (during the summer season) weather
permitting.
The work that is proposed is to repair/tuck point, prime and paint each
side of the building. All work will be done with a man-|ift, one section at a
time which will not disturb the sidewalk, parking, etc.
