PLEDGE OF ALLEGIANCE
Chair Hunter opened the regular meeting at 6:00 p.m. and led the Pledge of Allegiance.
APPROVAL OF MINUTES
Commissioner Powers moved to approve the October 14, 2015 and November 2, 2015 minutes with minor grammatical changes to the November 2, 2015 minutes which she
presented to staff. The motion was seconded by Commissioner Aubin and passed
unanimously.
PUBLIC MEETING
FACADE AND SIGN GRANT APPLICATIONS:
1. Coyote Barbeque Pub
Assistant Planner Ben Braudrick presented the staff report for sign grant 15-07.
Commissioner Powers asked about the sidewalk width. Director Nathan west responded that the sidewalk width has been approved by the Department of Public Works and Utilities and met ADA.
Commissioner Miller made a motion to approve the grant of 10,000 to Coyote Barbeque Pub for
a total façade project cost of $47,112.61. The motion was seconded by Commissioner Morris and
passed unanimously.
STAFF REPORTS
Review Planning Commission Bylaws.
Director Nathan West presented the current bylaws and proposed changes relative to number of
meeting and how they should occur to Commission.
The Commission discussed the possibility of reducing meetings to one a month, with the option
of meeting twice if needed to expedite the public process as necessary. The Commission agreed unanimously to meet regularly on the second Wednesday, with Staff notifying the Commission if there was business for a meeting on the fourth Wednesday.
COMMUNICATIONS FROM THE PUBLIC
None
REPORTS OF COMMISSION MEMBERS Chair Hunter made notice that he would be on an extended leave of absence. Commissioner

Powers moved that the Commission grant Chair Brian the necessary leave and the motion passed unanimously.

DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT ANALYSIS
A Façade Grant application was submitted to the City on February 17, 2016. The application
was reviewed by planning staff and found to meet the application criteria. The project is located
in the Community Shopping District (CSD).
Staff’s recommendation is based on the following evaluation criteria that are outlined in the grant documents, including:
• Outside contribution over and above the required match
• Present condition of existing façade or sign
• Expected increase in assessed value of improvement
• Historical preservation
• Context in the neighborhood
• Ability to proceed with project
• Other project-specific relevant factors
The Façade Grant criteria provides for grants of up to $10,000 for a façade improvement.

STAFF EVALUATION
Applicant: 16-01 Lincoln Mobil
Location: 504 S. Lincoln Street (CSD zone)
Request: $10,000.00
Evaluation: The Lincoln Mobil gas station sits at the southwest corner of the prominent intersection at 5th and Lincoln Street along Highway 101. The station, which included an
automobile repair shop, was constructed in 1980, and has been in operation under several
different ownerships since 1982. The structure has more recently stood vacant since 2011,
according to city utility records.
Since its construction, the City has documentation that the station updated different portions of its electrical systems and the constructed new canopy and freestanding signs, but has no record
of a building permit since the station’s initial construction. Façade work–including the
replacement of windows, painting of the exterior, and residing over the existing siding–does not
require building permits, and therefore, the City would have no record of these types of exterior
changes. In the current case, the extent of the exterior changes coincides with an extensive interior remodel transitioning the automobile shop into a mini-mart. The absence of any other
building permits would suggest that a previous extensive façade update has not been performed
since the gas station’s initial construction. This façade update is welcomed, and is long overdue.
Façade work to the building will include replacing both existing windows on the north and east
sides and the existing rolling garage doors with two windows; replacement and rearrangement of the entry door with a 10’x9’2” door with transom and sidelites; replacement of existing siding
with urethane stone wainscot panels and hardie plank siding; and repainting of the entire
exterior. These changes will create a significant positive change to the exterior of a building
which hasn’t seen such change for many years.
Staff recommends the grant award amount of $10,000 toward the cost of facade improvements that are estimated to be $25,859.18.
