ADJOURNMENT C O M M UNI T Y & EC O NO M I C DEVEL O P M ENT TO: Planning Commission FROM: Ben Braudrick, Assistant Planner DATE: July 13, 2016 RE: Façade and Signage Competitive Grant Application RECOMMENDATION: The Planning Division recommends that the Planning Commission approve Façade Grant Application 16-06 in the amount as follows: APPLICATION (zone) ADDRESS GRANT AMOUNT 16-06 Goochy Investments, LLC (CN)824 “C” Street $5,508.00 DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT ANALYSIS A Façade Grant application was submitted to the City on June3, 2016. The application was reviewed by planning staff and found to meet the application criteria. The project is located in the Commercial Neighborhood (CN) zone. Staff’s recommendation is based on the following evaluation criteria that are outlined in the grant documents, including: •Outside contribution over and above the required match •Present condition of existing façade or sign •Expected increase in assessed value of improvement •Historical preservation •Context in the neighborhood •Ability to proceed with project •Other project-specific relevant factors The Façade Grant criteria provides for grants of up to $10,000 for a façade improvement. Staff Evaluations B.Application material DEPARTMENT OF COMMUNITY & ECONOMIC DEVELOPMENT Façade Grant – 824 “C” Street July 13, 2016 Page 2 ATTACHMENT A STAFF EVALUATION Applicant: 16-01 824 “C” Street Building Location: 824 “C” Street (CN zone) Request: $5,508.00 Evaluation: The 824 “C” Street Building sits at the northwest corner of the intersection at 9th and ”C” Streets. The building, with businesses on the ground level and living units above, is a cornerstone to the growing commercial neighborhood node of 8th and “C” Streets and a positive example of mixed use development for Port Angeles. This node was featured heavily in the 2016 Comprehensive Plan Amendment as a focal point for a mixed use, active and walkable neighborhood center for the west end of Port Angeles. This façade improvement is a welcomed one. Façade work to the building will include the replacement of awnings, newly painted exterior, and four (4) new light fixtures. These changes will create a significant positive change to the exterior of a building which hasn’t seen such change for many years, and further the buildings presence as a significant positive example of mixed use development in the Commercial Neighborhood Corridor Staff recommends the grant award amount of $5,508 toward the cost of facade improvements that are estimated to be $11,018. PADA LetterB.Application material DEPARTMENT OF COMMUNITY & ECONOMIC DEVELOPMENT Façade Grant – Metta Room July 13, 2016 Page 2 ATTACHMENT A STAFF EVALUATION Applicant: 16-08 Metta Room Location: 132 East Front Street (CBD zone) Request: $10,000.00 Evaluation: The Metta Room was transformed in 2014 into one of Port Angeles’ largest venues for music. The transformation also included “Turnip the Beet”, an eatery featuring wraps, flatbread, soups and desserts. The Metta Room is now proposing an alleyway addition that will include a series of deck spaces, planters filled with bamboo, a fence between the business and “Poser Yoga”, repainting the back façade, string lighting, and a food truck/trailer featuring “Turnip the Beet” food in a satellite business they are dubbing “Turnip the Street”. The Port Angeles Downtown Association and other community members have recently an active interest in developing the alleyways in the downtown area, and when presented with the details of Metta Room’s proposal they saw an opportunity to showcase what is possible in the downtown. The façade program has been identified as a catalyst to building ownership of the alleys by business and building owners, as well as community interest in developing the downtown alleys into safe and active pedestrian facilities. With the exception of the 2013 “Athlete’s Choice” signage installation in the alley, this project will be the first major façade grant to turn its interest to the rear of the building. Staff’s hope is that this trend will continue, and the Planning Commission will see more community buy-in in our downtown alleyways in the future as plans for the alley redevelopment continue. Staff recommends the grant award amount of $10,000 toward the cost of facade improvements that are estimated to be $21,412.09. From:PADA Director To:Benjamin Braudrick Cc:Nathan West Subject:Metta Room-Turnip the Beet Facade grant application Date:Wednesday, July 06, 2016 7:19:21 PM July 6, 2016 Ben Braudrick City of Port Angeles Ben, The PADA Design Committee has met and reviewed the proposed alley façade improvements for the Metta Room-Turnip the Beet and we are in full agreement and are urging a full grant offer to the Metta Room. We are hopeful that such improvements with better lighting, plantings of greenery, an expanded alley retail space, alley building enhancements including a new deck and fencing and awning will inspire and encourage other property owners up and down the alley to look at making improvements to their own properties that face out on to the alley. In looking at the detailed plans that were offered, the committee did ask about some kind of barrier, break for pedestrians who might stand at the food truck, something to put between them and cars or trucks that might come down the alley. In looking at the proposed fencing, there was shown some fencing with hog wire and some with vertical wood. As graffiti tagging has been a problem in the past in the alley, concern was raised about potential tagging on wood walls. Will there be all night outdoor light illumination so people will not be tempted to try and enter the food truck or sleep on the terraced decks or will there be a motion sensor light that can come on? We look forward to seeing these improvements come into fruition and appreciate the opportunity to work the City on these exciting private investments in our downtown business core.
