I. CALL TO ORDER
Chair Gee opened the regular meeting at 6:05 p.m. and led the Pledge of Allegiance.
II. ROLL CALL

III. APPROVAL OF MINUTES:
Commissioner Hunter moved to approve the September 28, 2016 minutes.
Commissioner Morris seconded, all were in favor, 4-0.
IV. ACTION ITEMS
Façade Grant No. 16-12 for Imagine It Framed - 625 East Front Street
Assistant Planner Ben Braudrick presented the staff report for Façade and Sign Grant
16-12. Planner Braudrick spoke about the prominent location along Front Street.
Improvements have been occurring to the building within the last few months, including
the exterior painting. The application is requesting $1,897.00 for new exterior awnings
and sign. Planner Braudrick showed before and after pictures demonstrating the proposed
work. Staff is recommending Planning Commission the City award $1,897.00 total grant
amount.
Commissioner Schwab just clarified the numbers presented on the slide. Planner
Braudrick clarified that the numbers in the staff report are accurate.
Commissioner Schwab made the recommend motion, Commissioner Hunter seconded,
all in favor, 4-0.
V. STAFF REPORTS
Planner Brekke updated Commission on the Lodging Tax applications for 2017.
Lodging Tax Committee meeting next Thursday.
VI. REPORTS OF COMMISSION MEMBERS
Commissioner Schwab made the comment excited about the increase in grant
funding for façade and sign applications. Asked Staff if they knew the total that has
been awarded this year. Planner Braudrick estimated about $68,000 of total grant

awards, but some projects have been rescinded. Commissioner Hunter asked
specifically about Station 51. Planner Braudrick stated there has been some
conversation between Staff and the applicant and they intend to do the work originally
proposed.
VII. ADJOURNMENT
Chairman made a motion to adjourn, Commissioner Hunter seconded, all in favor,
4-0.

LOCATION: 203 East Front Street
RECOMMENDATION: To approve an amendment for the Kokopelli Façade Grant
Application, No. 16-10, to add an additional $762.50 of grant
funding, for a total amount of $3,650.64 toward the cost of facade
improvements.
STAFF FINDINGS
An amendment to the previously approved Kokopelli Grill Façade Grant Application (No. 16-
10) was submitted to the Planning Division on October 25, 2016. The property is addressed as
203 East Front Street and located in the Central Business District (CBD) zone. The grant application project is to remove and replace the existing Kokopelli Grill’s exterior awning to
match the new awning that was approved and installed for the Coyote BBQ Pub and to paint the
exterior details to also match. The amendment is requested due to an unanticipated increase in
the project cost, specific to engineering design costs needed for the building permit review. The
original grant amount for the property was $2,924.00. The amended grant amount is for $3650.64. The Community Facade and Sign Improvement Program provides grants of up to
$10,000 for a façade improvement.
STAFF ANALYSIS
Staff reviewed the grant criteria for the Community Facade and Sign Improvement Program as included in the grant application materials:
In evaluating proposals for funding under the Program, the following factors shall be considered:

November 9, 2016 Page 2 Evaluation: After submitting a building permit for the replacement awnings, staff became
aware that engineering would be required for installation. This cost is for the engineering and additional structure required beyond the initial request. See “Attachment A” for the original and
newly proposed budget.
• Private contribution over and above the required match;
• Present condition of existing facade or sign;
• The building' s overall public visibility, i.e., the building' s relationship to public parking,
widely utilized civic spaces, or public parks;
• Expected increase in assessed value of improvement;
• Historical preservation;
• Context in the block or neighborhood;
• Priority will be given to projects that benefit partner projects on same block;
RECOMMENDATION
Staff recommends the Planning Commission approve the requested amendment of an additional
$762.50 to the original grant award, for a total amount of $3,650.64 toward the cost of facade improvements.
