PLANNING COMMISSION

I.CALL TO ORDER
Chair Gee opened the regular meeting at 6:00 p.m. and led the Pledge of Allegiance.
II.ROLL CALL

III.APPROVAL OF MINUTES:
Commissioner Bailey moved to approve the October 12, 2016 minutes.
Commissioner Schwab seconded, all were in favor, 4-0.
IV.ACTION ITEMS
Façade Grant No. 16-10 Kokopelli Grill - 203 East Front Street
Planner Braudrick delivered a summary of the staff report for the proposed façade grant
application. The grant amount requested would be half of the proposed cost of work,
which is $3,650.64. This amendment is necessary to cover additional engineering fees.
Commissioner Schwab clarified what is typically included in engineering fees. Planner
Braudrick answered by explaining the installation of signage with certain weight loads
require additional engineering drawings in correlation with a building permit.
Commissioner Schwab made a mention to approve amendment, Commissioner Hunter
seconded
V.STAFF REPORTS
Planner Brekke updated Commission on the following City projects:
•Downtown street tree replacement/sidewalk repair project update – 25 trees
proposed for removal and replacement and 7 new trees proposed in empty tree
boxes
•LID/Stormwater revisions going to City Council on December 6th, work session
and public hearing (public hearing scheduled for 6:30 p..m.)
Planner Brekke suggested the Commission consider reviewing the Commission bylaws
at a future meeting in December and January. The Commission can also review

procedures for the Open Public Meeting Act. Lastly, Planner Brekke mentioned the
possibility of some small zoning code amendments coming to the Commission for
consideration in December.

RE: Façade and Signage Grant Application for Lefties Baseball at
Civic Field (No. 16-13)

RECOMMENDATION: Staff recommends the grant award amount of $10,000.00 toward the cost of facade improvements that are estimated to be $39,773.00 with the following condition:
1. Procurement of a Building Permit from the Community and Economic
Development Department to ensure all ADA and IBC codes and standards are met by the design.
STAFF FINDINGS
A Façade and Signage Grant application was submitted to the City on September 29, 2016. The
application was reviewed by Planning Division staff and found to meet the application criteria. The project is located in the Public Buildings and Parks (PBP) zone. The applicant is requesting
$10,000.00 in part for façade improvements to northern entrance that will include entryway,
fencing and new retaining wall. These improvements are a portion of a larger vision to rebuild
the northern dugout and include a concession stand and seating areas for the new West Coast
League team, the Port Angeles Lefties, and a larger vision by the Port Angeles Parks Department to remodel the existing infrastructure at Civic Field.
STAFF ANALYSIS
Staff reviewed the grant criteria for the Community Facade and Sign Improvement Program as
included in the grant application materials.
In evaluating proposals for funding under the Program, the following factors shall be considered:
• Private contribution over and above the required match;

December 14, 2016 Page 2 • Present condition of existing facade or sign;
• The building's overall public visibility, i.e., the building's relationship to public parking,
widely utilized civic spaces, or public parks;
• Expected increase in assessed value of improvement;
• Historical preservation;
• Context in the block or neighborhood;
• Priority will be given to projects that benefit partner projects on same block;
Evaluation:
This façade request is part of a larger effort by both the City and the Lefties Baseball ownership
to improve the Civic Field grounds to accommodate a West Coast League Baseball team and
provide better facilities for the large amount of traffic and attendance from fans and families the
fields get for tournaments and regular games at every level of play. The Parks and Recreation Department has previously updated the field’s lighting, and has the funding through the Lodging
Tax Fund for work on improvements and access to existing facilities along Race Street–namely
the covered bleachers and their entrances. A grant has also been obtained from the Federal
Highway Administration to improve the Race Street right-of-way from Front Street to Mt.
Angeles Road. Proposed right-of-way improvements along Civic Field and Erikson Playfield include a planter separated boulevard with design elements for pedestrian and bicycle focus and
safety.
Work being proposed for this grant request is specific to improvements that are associated with
the Lefties baseball team, but will provide benefit for all visitors and players at every level. The
northern side of the field, adjacent 3rd base, is in need of improvements. The dugout’s foundation is failing, and the northern side of the field lacks a professional standard of seating that a team of
West Coast League pedigree deserves. The batting cage will be removed and replaced with ramp
access to a concession stand and multileveled seating area. The Stairway access to the northern
parking lot will be enlarged, and a wall and fencing will be put in place along the northern
entryway lighting throughout the new development. After staff review, there are some unknowns with the design as provided in the application that can be worked out prior to development.
These include:
1. Proper landing size for the northern stairs and entry gate; and
2. Ramp Slopes.
The proposal for new infrastructure along the northern edge of Civic Field is one that is valued
by staff, and fits many of the selection criteria for the Grant Program including the following:
• A very high profile along the Race Street corridor.
• The infrastructure will improve both visitor and the player experience
• A match above and beyond the 10,000.00 maximum grant amount

We would like to upgrade the existing northern parking lot entrance to civic field. Inclusive of this plan is to revamp the structures, entryways, and overall aesthetics of the
spoken facade. The existing facade leaves much room for improvement. From the fencing to the hazardous stairway leading patrons into the ballpark, we are proposing to completely
remodel this portion of the property, which, is highly visible to traffic and the passing public. As our renderings show, an addition of a more decorative, welcoming gated entrance,
along with an upgraded and updated surrounding fence barrier accompanied by prominent brick pillars complete with lights and signage badges, will create a noticeable and permanent
improvement to the property and appearance to the public. Necessary to these improvements, is the construction of an ecology block retaining wall complete with an aesthetically
appealing facade. These improvements come in lieu of an expansion West Coast League baseball team to our
local market, and are crucial to the perceived value of the success of the team and overall venture. Moreover, the community involved with/ in activities at Civic Field, along with the
community as a whole, will directly, and indirectly benefit from the success of this venture, and improvement to this Civic property. Thank you for your consideration.
