CALL TO ORDER SPECIAL MEETING:
Mayor Bruch called the special meeting of the Port Angeles City Council to order at 4:05 p.m.
EXECUTIVE SESSION:
Based on input from Attorney Bloor, Mayor Bruch announced the need for an Executive Session, under authority of
RCW 42.3 0.11 0(l)(g), to discuss potential litigation with legal counsel. Council moved to the Jack Pittis Conference
Room for Executive Session for approximately 30 minutes. The Executive Session convened at 4:05 p.m.
RETURN TO OPEN SESSION:
The Executive Session concluded at 4:40 p.m. No action was taken.
IN ATTENDANCE:
Members Present: Mayor Bruch, Deputy Mayor Dexter, Councilmembers French, Kidd, Merideth, Moran and
Schromen-Wawrin.
Staff Present: Acting City Manager West, Attorney Bloor, Clerk Martinez -Bailey, K. Dubuc, B. Smith, C. Delikat,
S. Carrizosa, T. Agesson, A. Brekke, and S. Clark.
OPEN SESSION:
City Attorney William Bloor provided background on the history of the agenda item. Attorney Bloor said staff
asked Council to consider a motion to authorize the City Manager to file suit in Federal Court, if necessary, to
protect the City's claims against the United States arising from the failure of the United States to fulfill its
obligations under EREFRA, the Elwha Act, that authorized the removal of the dams from the Elwha River, related
to the government's obligation to protect the quality and availability of water from the Elwha River.
It was moved by French and seconded by Kidd to:
Authorize the City Manager to file suit in Federal Court, if necessary, to protect the City's claims against the United
States arising from the failure of the United States to fulfill its obligations under EREFRA to protect the City's
quality and availability of water from the Elwha River for municipal and industrial purposes.
Motion 7-0.
Council continued to the Priority Setting Workshop Worksession at 4:46 p.m.
PRIORITY SETTING WORKSESSION:
Acting Manager West conducted a PowerPoint presentation that outlined the priority setting process for 2018 as a
follow up to the July 1011 worksession. He said it was important Council have the opportunity to weigh in on policy
decisions and provide feedback. Acting Manager West reminded Council the exercise was focused on items that
were not core services. Council discussion followed.
ADJOURNMENT
Mayor Bruch adjourned the meeting at 5:51 p.m.
