Waterfront Improvement Concept
Executive Summary
OBJECTIVE: Thriving downtown areas are places where people congregate to
entertain, to relax, exchange ideas, sell or buy. They are a combination of successful
retail stores, various attractions, destination restaurants, live -work accommodations,
and of course an inviting atmosphere. A downtown of this type, not only carries a city's
economy, but also significantly contributes to a town's identity.
This proposal is working on achieving a vibrant town center for Port Angeles by taking
advantage of the strategic location and natural beauty of the region. Port Angeles can
become a `people's' town. There is a focus on walkability, or the ease and comfort of
walking instead of driving. This will trigger an increase in tourism/local foot traffic and
the length of stay of visitors in the region.
`A town can be friendly to people or it can be friendly to cars, but it can't be both.'
DESCRIPTION: Create temporary container village at the entrance of the ferry
terminal as an eye catcher that induces tourists to visit the location:
1. One main structure can be a `Nomad Museum', a concept that was
successfully used around the world for exhibits and shows.
2. The Second main structure can be a showcase of local art and design sponsored
by a Peninsula Art Collective.
3. The Third component of this project is to provide adequate housing to people with
low income, students and seniors. The creation of an Affordable Housing -Art mix usage
concept will hopefully avoid a housing project with a ghetto mentality.
COST: To be determined by the amount of containers, heights of structure and
multifunctional demands of the stakeholders.
START DATE: Operational for the 2019/2020 Tourist Season

Improvement Location
Objective: People focused, environmental conscious structures that optimize public
space that shares with pedestrians and bicyclists. A well planned high density mixed
use zoning -will embrace this concept. One of the most logically locations would be the area
that is now used as many parking lots within one block of the ferry entrance/exit.
This concept will address several questions:
1. What is the First/Last impression (positive/negative) of P.A. by visitors when using the
ferry?
2. Identify the numerous parking lot 'Death Zones' ambience killers.
3. Is the area providing new business and job opportunities for the local community?
4. At what point will the downtown area entice the visitors return or stay longer?
5. Is the area generating adequate city revenues for further improvements?
6. Are local residents proud of their downtown area?

The PORT ANGELES CONTAINER VILLAGE
The container village is a proven concept that was adopted in Christchurch, New
Zealand after a devastating Earthquake destroyed the downtown area. The city of
Christchurch decided to revitalize the downtown as quickly and cost effective as
possible with these inexpensive container structures.
The ocean containers are modular and normally come in 20 or 40 FT. sizes. They can
be stacked and set-up in almost any configuration. The use of ocean containers as a
temporary housing is practical and inexpensive.
Port Angeles has easy access to ocean containers and a very minimal transportation
cost to the construction site. This represents a great opportunity to create a
multifunctional, weather independent structure that can be scaled down or expanded
to the desired size and heights.

PART ONE - The Nomadic Museum
Shopping centers generally have two flagship stores that draw the attention of the
visitor. This example is using a similar approach for the container village.
The first structure is a Nomadic Museum that provides the space for an exhibit. The
normal visitor attraction in smaller towns are generally standard exhibits, covering local
history. One may consider a new approach and provide the visitor with this new
educational and fun experience like the following example:
Introducing the `Port Angeles International Spice Museum & Exchange' with history
of spices and its MARITIME WARS. Included are coffee, tea, cocoa/chocolate from
around the world including Egypt, India (Goa), Sri Lanka, Indonesia, Turkey, Arabia,
Brazil, Portugal, Holland and Britain. Here are some new opportunities:
1. Creation of Regional food products
2. Local gifts and souvenir commerce
3. International corporate sponsorships
4. Off-season international events with cooperation from countries listed above
5. Cultural exchange of future sister city partnerships with selected towns in
aforementioned countries.
6. Weather protected in -doors event place with a Native Longhouse concept in mind.

These container structures are designed as another Waterfront attention grabber. It can
be the art home in collaboration with the Peninsula College Art Department.
It has with multipurpose functions:

PART 3 - AFFORDABLE HOUSING
An objective that is of great concern is more affordability of housing for low income
people, seniors and students. A high density multi purpose residential/commercial
housing is reducing the car dependence and short trips can be done by walking or
biking. Car -on -demand complements the daily mobility requirements.
Today, there are numerous project that use ocean containers to solve temporary
housing shortage and provide affordable housing for students, seniors and low income
families. An AFFORDABLE HOUSING PROJECT in combination with the ART VILLAGE
will also solve the issue of a ,ghetto impression`.
The ocean containers normally come in 20 ft and ft 40 length with a height of 9ft6' and
can be constructed in various attractive configurations. Here are some examples:
