CALL 'TO ORDER SPECIAL MEETING:
Mayor Bruch called the special joint meeting of the Port Angeles City Council and the Board of Clallam County
Commissioners to order at 5 p.m.
ROLL CALL:
Members Present: Mayor Bruch, Deputy Mayor Dexter, Councilmembers French, Kidd, Merideth, Moran, and
Schronnen-Wawrin. Commissioners Ozias_ Johnson. and Peach.
City Staff Present: City Manager McKeen, Attorney Bloor, Clerk Veneklasen, K. Dubuc, S. Shere, B. Smith, S.
Carrizosa, and N. West. County Staff Present: County Administrator Jones.
PLEDGE OF ALLEGIANCE:
Commissioner Ozias led the Pledge of Allegiance to the Flag.
PUBLIC COMMENT:
Ed Bowen, P.O. Box 101 Clallam Bay, provided ideas for improving transportation flow on the North Olympic
Peninsula. He requested the City take a look at synchronizing street lights through main arterial routes. He also
suggested City and County collaborate on the Elwha River water issues.
Steve Hopkins, Operations and Planning Manager for Clallam Transit, thanked the Councilmembers and
Commissioners for their service. He expressed Clallam Transit's willing to be partners.
AGENDA TOPICS:
1. Interlocal Agreement regarding Criminal Justice Services
At the request of the Board and Council, Manager McKeen and Attorney Bloor outlined the history of the
City/County agreement regarding criminal justice services. Administrator Jones shared concerns that legislation in
House Bill 1783 about indigent defense that he said could cause the County to lose approximately $400,000 in
revenue per year. Council and Commission discussion followed.
2. Affordable Housing and Stormwater Issues
The Commission and Council discussed challenges citizens were having in finding affordable housing, and
regulations that can constrain development and building. They also discussed the City's proposed Housing Needs
Assessment and the possibility of partnering with other- agencies on the assessment.
3. Emergency Management
Councilmembers and Commissioners shared thoughts on regional collaboration during emergency. They noted that
Clallam County, because of geographic location, will require independence and a lot of volunteer and community
support during any significant emergency event. They spoke about how to engage other community leaders.
4. Programs to Assist the Homeless
County and City elected officials discussed the complexities of homelessness issues within Port Angeles and the
greater County area. They spoke about work to understand how community homeless system functions, what the
problems are, and how to best use limited fund to support services. They discussed how the County and City might
work together to resolve difficult, complex issues.
5. Raising the Legal Age of Sale of Tobacco and Vapor Products to 21 Years
Councilmember Schromen-Wawrin introduced the item, saying that the State Legislature had been unwilling to raise
the legal age statewide. He asked the bodies consider making the change on the local level. Commissioner Ozias
said he would work with the chair of the Board of Health to advance the item on the County level.
