I spoke with Jay and he would like a letter stating the requirements for the Backflow assembly needed for
the water service. This is mandatory service isolation for building over 30' in height. The assembly can be
located inside the building where the service line enters ( Mach. Room). He also asked if the Fire service
would have a meter on it & I don't think it's necessary as long as they don't have multiple connections off
this system, ideally, it should go to a toilet or washing machine-cold water tap. (Ken Dubuc said that they
will convert the "closed system to an open one"). I think that this letter should come from you
(Permits/Engineering) so it can be tracked with the permitting process. If you need the Policy/Ordinance
#'s give me a ring.

Hi Ken,
Have you completed the required pressure testing on the fire line. We were waiting for that to be
completed before we install the water service, I didn't want to expose our service fittings to that much
pressure. Please give me a "heads up" when you're done. We'll be removing the 2" gate valve (which
will probably drain the lines) to install the meter setter/Meter then recharging the system.

Special Notes and Comments
Proposal will result in a 6 unit 3 story residential condo
project in the RHD with lot coverage of 32.5%. A minor
deviation is required for the excess lot coverage over 30\
and a Zoning Lot Covenant is required to join the two lots
into one building site. An ESA approval is required and will
be reviewed with the submitted geologic hazard report. No
land use issues are noted as long as all processes are
followed.
Minor deviation approved on October 21 2004. Height
increase to 38.5' and lot coverage to 33%.
Electrical load calculations and elctrical permits are
required.
Any modifications to the City's electrical facilities will

Dan Morrison came in and discussed the utility connections for the above ref. address. This complex
requires a connection for water service, fire protection and san. sewer all off Front Street going down over
the slope. I suggested that he meet with you on site to discuss what he proposes to do. He is looking at
using his excavator with a 3' bucket from up above and at street level. Since this is in a high traffic area
and on a hill side slope a field review of the project will be necessary. He will supply a traffic control plan
so Neil should also be involved. The area for traffic revision may close to the area of Front Street that has
slippage problems on the north lane. He would like to meet maybe next Monday, but you tell me when
and I will cordinate all parties. Thanks TF

height. The assembly can be located where the service line enters inside the building's mechanical room.
The fIre service line would not have a meter attached to it as long as there are not multiple connections off this
assembly. It is my understanding that the system will be converted from a closed system to an open system per
Bill Beverford, Water Superintendent and Ken Dubuc, City Fire Marshal.

The City of Port Angeles Municipal Code (PAMC) requires that all multi-family dwellings in the City be
equipped with fire sprinkler systems. In addition, the PAMC also requires that all buildings over 6250
square feet be equipped both with a sprinkler system and a fire alarm system.
I believe that there is plenty of water in the street at that location. I am not sure of the exact location or
size of the water mains, I would refer you to Trenia Funston at the City Public Works Department for that
information. Trenia can be reached at (360) 417-4807 and she is great to work with. I will copy this email
to her so she has a heads up.
It sounds like a great project that you are working on. I will be happy to assist in any way that I can as you
move forward.

I don't know how much Sue told you about our proposed project so I will paraphrase as much as I can.
We are performing a feasibility study on a property located above the Red Lion hotel It is a vacant parcel
that is zoned multi-family and we are studying building a 6 unit condominium there. Total square footage
is approx 10,700 sq ft. Address is 326 E. Front street but access is by an alley to the south of the
property. The building will be 3 stories high and be serviced by both an elevator and stairs.
Our question involves your requirements as fire marshal for water flow from existing service and whether
you will ask for a sprinkler system.

Special Notes and Comments
proposal will result in a 6 unit 3 story residential condo
project in the RHD with lot coverage of 32.5%. A minor
deviation is required for the excess lot coverage over 30%
and a Zoning Lot Covenant is required to join the two lots
into one building site. An ESA approval is required and will
be reviewed with the submitted geologic hazard report. No
land use issues are noted as long as all processes are
followed.
Minor deviation approved on October 21 2004. Height
increase to 38.5' and lot coverage to 33%.
Electrical load calculations and elctrical permits are
required.
Any modifications to the City's electrical facilities will
be at the customer's expense.
Sanitary sewer connection inspection is required by
Public Works prior to back fill of ditch.

null and void if work or construction authorized is not commenced within 180 days, if construction or work is suspended or abandoned
for a period of 180 days after the work as commenced, or if required inspections have not been requested within 180 days from the last

presume to give authority to violate or cancel the provisions of any state or local law regulating construction or the performance of
