As you know, following a public hearing conducted on November 9, 2005,' the City's
Planning Commission approved the conditional use permit referenced above for the
development of an accessory residential unit to be located at 313 Viewcrest Avenue. The
permit is approved with the following conditions:
Conditions:
1. Building permits must be obtained and separate water. and electrical meters are
required for each dwelling unit. Addressing for the accessory residential units shall
be clearly identified as 313 and 313 Y2 for emergency purposes. Address numbers
must be at least six' (6) inches in height and readily visible from the street and of
contrasting color from their background.
2. Two (2) off-street parking spaces are required for each residential dwelling unit for a
total of four (4) spaces.
3. Smoke detectors are required as per the International Residential Code.

4. A six (6) foot sidewalk adjacent to the curb shall be constructed in accordance with
Public Works and Utilities standards.
5. . All utility improvements including water, sanitary sewer, storm drainage and
electrical are to be completed to the satisfaction of the Public Works and Utilities
Department.

When roof gutters are installed, drains will located in dry
wells or piped to approved storm drain location. No

Yes, you may be able to go toward the Maple Street line, but it does appear that an easement would need
to be granted in order for you to accomplish this. We would need a copy of the easement for our records.
The distance would be close to 200'. Per the plumbing code a clean out on the line is to installed every
100'. The connection on the sanitary sewer line in Maple Street would require a 6" tap with a 6" lateral
pvc line extended to the city's right of way, then it could be reduced to a 4" pvc when on private property.
Regarding your concern about the homes on the south side of Viewcrest Ave. They will be installing a
manhole on the main in the area of the north / south alley entrance. Your pressure line would have a
back flow preventor on it so there should not a any backing up into your system. I would suggest that the
connection for your line be placed east of the proposed location of the manhole. This would be down
stream of the 12 proposed homes.

My name is Eriko Inage. I met you briefly on Monday in your office about sewer situation on Viewcrest
Ave.
I and my husband David Goldstein are building a house on Viewcrest Ave., the second house from Maple
St. to West.
You explained to me on the map that our sewer is on Viewcrest.
Since our lot is slope to the North, it looks like we must install the septic tank to pump up to Viewcrest.
We have a couple of question about it. We would appreciate if you could take time to answer those.
01. Septic tank cost is quite high, then we are seeking the alternative way.
Is there any way we can connect to Maple St. to avoid septic tank installation, of course with permission of
our neighbor?
02. If we must connect to Viewcrest with septic tank pump, we are concerned that there will be 12
housing across the street in near future.
I think all 12 housing which are quite high from us will be connecting to Viewcrest, is there any concern
that it might be backed up to our septic tank?
I am not sure about the engineering of those, so I would like to make sure.
It would be much helpful for us to decide how we want to do.

UTILITY EASEMENT

For and in consideration of mutual benefits, the Grantors, Paul Downes and Donna
Downes, husband and wife, hereby grant a permanent utility easement for the
construction, repair and maintenance of a private sanitary sewer main to serve 311
Viewcrest Avenue, Port Angeles, Washington.
The land referred to is in Clallam County, Washington, and the easement is more
specifically described as follows: Easement for installation and maintenance of a 4 inch
private sanitary sewer line and one clean out, to run East and West across Grantors'
property in order to connect to the city sewer line in Maple Street.
The utility easement is 10' (feet) in width over and across the North 10' (feet) of the
Grantors' lot described as follows:
The north 10' (feet) of Lot 1 of Short Plat 91 (03)(01) as
recorded in Volume 21 of Plats at page 91, under Auditor's File No.
653149, records of Clallam County, Washington.
All fees associated with the filing and execution of this agreement shall be paid by
the Grantee. All damage to existing structures which are currently in existence that is
associated with the trenching, installation and filling of said sewer line, will be repaired to
the complete satisfaction of the Grantors. Any cost associated with said repair will be
borne in full by the owners of 311 Viewcrest Avenue.
This easement is for the benefit of and shall run with the land of the Grantees
located at 311 Viewcrest Avenue more particularly described as follows:
Lot 2 of Short Plat 91 (03)(01) as recorded in Volume 21 of Plats, page
91, under Auditor's File No. 653149, records of Clallam County, Washington.
Grantees shall have the right to ingress and egress over and across said property
for all purposes herein mentioned.
Any additional connections other than for the lot( s) referenced above will be subject
to agreement by all property owners of said lots. All replacement and restoration of the
private sanitary sewer main within the easement shall be the responsibility of the Grantee
or the Grantee's successors to Lot 2 above described. Any connection to the private
sanitary sewer main will be subject to the City of Port Angeles sewer connection fees.
The right herein granted shall inure to the benefit of the Grantee's successors and
assigns, including any party which may grant contact, joint user or other similar rights.
