ENVIRONMENTAL CHECKLIST
Purpose of Checklist:
Chapter 43.21C RCW the State Environmental Policy Act (SEPA) requires all governmental;
agencies to consider the environmental impacts of a proposal.before making decisions. The purpose. of
this review is to provide information to help you and the reviewing agency identify impacts that may result
from your proposal and to identify methods to reduce or avoid impacts from the proposal if they exist.
The review will . help the agency decide whether further information is necessary or whether an
environmental impact statement (EIS) is necessary.
Instructions for Applicants:
This environmental checklist asks you to describe some basic information about your proposal.
Answer each question to the best of your knowledge with the most precise.information known. Provide
the best descriptions you can. In most cases you should be able to answer the questions from your own,
observations or project plans without the need to hire experts. If you do not know the answer, or if a
question does not apply to your proposal, write "do not know" or "does not apply (N/A). Complete
answers to the questions will avoid unnecessary delays later.
Some questions ask about governmental regulations, such as zoning, shoreline, and landmark
designations. Answer these questions if you can. If you have problems please ask the City Department
of Community Economic Development employees to-assist you.
The checklist questions apply to'all parts of your proposal, even if you plan to phase them.over a
period of time.or on different parcels of land. If phasing is proposed, please provide that information in
Item 11, the description section. Attach any additional information that will help describe your proposal or
its environmental effects and include a site map.

PUBLIC HEARING:
CONDITIONAL USE PERMIT—CUP 11-07—COUGHENOUR/LANE,
105 East)Fifth Street: Proposal to establish a hostel in the CSD Community
Shopping District.
Associate Planner Scott Johns-presented the Department Report recommending approval of the
conditional use permit as proposed. By use of an aerial display, he identified the site location
and surrounding uses indicating parking areas. The site is the center of three properties owned
.by the property owner, Brian Coughenour. Mr. Johns discussed the disparity in the Municipal
Code with regard to parking requirements for hostel uses in that hostels do not typically contain
sleeping rooms, and the Parking Ordinance specifies parking requirements per sleeping rooms.
It is therefore important for the Planning Commission to determine an appropriate parking
requirement for hostels.
Commissioner Bruch asked if there is an opportunity to ask for trees to be planted given the
parking needs. Mr. Johns noted that the parking lot already exists, it will not be new
construction, and given that there is no new construction planned, with all development
improvements being remodel, there is really no authority to ask for additional street trees.
Chair Reiss opened the public hearing.
Brian Coughenour, 101 East Fifth Street, property owner felt that 6 off street parking spaces
would be more than adequate for the proposed occupancy of 11 to 12 visitors. Many people
come as couples and some come on bicycles but it is rare to have individual visitors. Although
the site can accommodate 12 off street parking spaces, he asked that the required number be
identified as 6 to allow further development of the site.
In response to Commissioner Powers, Mr. Coughenour indicated that a site layout could be
drawn indentifying 6 off street parking spaces that would allow future development of the site if
desired without conflict with the hostel use.
There being no further discussion, Chair Reiss closed the public hearing.
Following brief discussion regarding the appropriate number of off street parking spaces to be
established on site, Commissioner Bruch moved to approve the conditional use permit with
the following conditions, findings, and conclusions:
Conditions:
1. Parking on Lot 12 shall be signed for the hostel use. Use of Lot 11 as a hostel shall not
continue if Lot 12 is sold separately from Lot 11, unless other permitted parking is
approved. No fewer than 6 off street parking spaces shall be delineated on site.
2. The applicant shall obtain all necessary permits from local, state and federal agencies,
including but not limited to City Building Department, County Health Department, or
others.

Based on the information provided in the Community Development Staff Report for CUP 11-01 dated August 10,
2011, including all information in the public record file, comments and testimony presented during the public
hearing,the Planning Commission discussion and deliberation, and the above listed conditions of approval,the City
of Port Angeles Planning Commission hereby finds that:
1. Cody Coughenour submitted Conditional Use Permit application CUP 11-0 1 to allow the
conversion of a structure from its current office use to a hostel, to be operated by Cody
Coughenaur and Alethia Lane.
2. The proposed site includes Lots 11 and 12, Block 168, Townsite of Port Angeles. The
subject site is located at 105 E. 5t1' Street. The application is signed by the property
owner, Brian Coughenour.
3. The site is zoned Community Shopping District. Zoning in the surrounding area includes
Residential, High Density RHD and Public Buildings and Parks PBP.
4. The site is located in the City's North Central Planning Area, and the Comprehensive
Plan designates the site as Commercial. Adjacent designations are High Density
Residential to the west and southwest. Development in the neighborhood includes the
Fire Station, a church, single and multifamily residences, and a variety of commercial
uses.
5. Hostels are listed as a conditional use in the CSD zone.
6. Lots 11 and 12 remain as separate lots, however a structural encroachment exists between
the lots effectively creating one building site. Lot 12 provides parking for the use located
on lot 11. Stand alone parking is a conditional use in the CSD zone. For the conditional
use to remain valid, the two parcels must operate as a single building site for the life of
the project. Should Lot 12 be sold separately during the life of the use, alternative off-
street parking will be required for continued operation of the hostel.
7. Per 17.96.050 PAMC, the Planning Commission shall consider applications for uses
requiring-a conditional use permit as specified in the applicable Chapter of the Zoning
Regulations. The Planning Commission may grant said permits which are consistent and
compatible with the purpose of the zone in which the use is located, consistent with the
Comprehensive Plan, and not contrary to the public use and interest. In each application
the Planning Commission may impose whatever restrictions or conditions are considered
essential to protect the public health, safety, welfare, and to prevent depreciation of
neighboring property. The Planning Commission may refuse to issue a conditional use
permit if the characteristics of the intended use would defeat the purpose of the City's
zoning regulations.

8. Per 17.96.070(D) PAMC, the conditional use may become void after one year from the
date of granting such permit if the use of the land or building or applying for necessary
building permits has not taken place in accordance with the provision in.granting said
requests. A one year review of the conditional use will be necessary to determine if
conditions are met.
9. The City's Comprehensive Plan was reviewed for consistency with the proposal. Land
Use Element Goal A and Policy A.2; Land Use Element Goal D, and Policy D.1;
Transportation Element Policy B.1'l and B.16; were found to be most relevant to the
proposal.
10. PAMC Chapter 14.40 Table A does not specifically list parking requirements for hostels
but provides that the Planning Commission will make that determination. The Planning
Commission determined during the August 10, 2011 public hearing process that 6 off
street parking spaces will be adequate for the hostel activity as proposed.
11. A development that is approved through the conditional use permit process must remain
in continual compliance with specific conditions of approval or may be revoked.
12. Reviewing City Departmental comments were considered in the review of this
application.
13. Notification of the proposed action and conditional use permit application was placed in
the Peninsula Daily News on July 21, 2011, posted on the site on July 18, 2011, and
mailed to property owners within 300 feet of the subject property on July 18, 2011.
Written public comment was accepted until August 4, 2011. No written comments were
received during the public comment period.
14. A Determination of Non-Significance was issued for this proposed action on August 5,.
2011.
15. The Planning Commission conducted a public hearing on the proposal at the August 10,
2011, regular meeting.
Conclusions.-
Based

RECOMMENDATION:
The Planning Division recommends that the Planning Commission approve CUP
11-01 with 4 conditions, citing 14 findings and 3 conclusions in support of that action as
listed in Attachment A.
EXISTING CONDITIONS IN AREA:
The subject property is located at 105 E. 5`h Street and is situated in the Community
Shopping District zone. Lots in the block measure 50 by 140 feet (7,000 square feet) in size.
Surrounding uses include the City Fire Station directly across 5th Street to the south, a Safeway
store directly adjacent to the north across the 4/5 alley, and a variety of other commercial uses,
including a church, single family residences and apartment buildings.
The property is developed with a structure that has most recently been rented out for
office use. The site is accessed from 5t" Street, a collector arterial street, and from the 4/5 alley.
The site is generally level and landscaped. The application and site maps are attached as
Attachment B.
DEPARTMENT COMMENTS:
City Departments reviewed the proposal and provided the following comments:
The Fire Department has no objection to the proposal, but occupancy will be based on
compliance with applicable building and fire codes, which may include sprinkling or fire alarms.
The Public Works and Utilities Department; Did not comment.

The Building Division of CED; The change in use from office to residential will require
several modifications for compliance. (Items further detailed in e-mail dated July 20, 2011, and

Notification of the proposed action was placed in the Peninsula Daily News on July 21,
2011, the site was posted on July 18, 2011, and mailed to property owners within 300 feet of the
subject property on July 18, 2011. Written public comment was accepted until close of business
August 4, 2011.
STATE ENVIRONMENTAL POLICY ACT (SEPA) REVIEW:
A Determination of NonSignificance was issued for this proposed action by the City's
SEPA Responsible Official on August 5, 2011, per WAC 197-11-355. This satisfies the City's
responsibility under the State Environmental Policy Act(SEPA).
DEPARTMENT OF COMMUNITY DEVELOPMENT ANALYSIS:
The entire Comprehensive Plan and Municipal Code were reviewed with regard to the
proposal. The references listed in Attachment C to this staff report were found to be the most
relevant to the proposal. In addition to the Comprehensive Plan goals and policies, development
regulations in the CSD zone are also included in Attachment B to this staff report.
The City's Comprehensive Plan and Land Use Map identify the area as being located in
the North Central Planning Area and designates the site as Commercial, with a portion of the site
being located in the imprecise margin separating the Commercial designation from a nearby
High Density Residential designation.
The site is zoned Commercial Shopping District. A hostel is allowed by conditional use
permit in the CSD per 17.22.160(F) PANIC. No physical change to the site or exterior of the
structure is being proposed, so no change in appearance or in lot or site coverage is anticipated.
The application materials indicate that sleeping arrangements for up to eleven (11)
persons is being proposed. PAMC 14.40, Table A (Parking) indicates that one (1) parking space
is required for each sleeping unit for "Rooming and Lodging Uses". Eleven parking spaces are
required, while 12 are indicated in the application materials.
Application materials indicate that two lots (11 & 12) are involved in the current building
site because an encroachment exists that effectively joins the lots. While stand alone parking can
be permitted as a conditional use in the CSD zone, such is not proposed in this application.
However, the parking area of the building site is on lot 12 and without use of both lots for the
CUP activity required parking cannot be provided. The hostel use is dependent upon the
continued association with Lot 12 for parking purposes. If the two lots are sold separately, the
conditional use as a hostel shall be terminated unless other parking is provided.
Consideration is also given to the impacts on traffic patterns, physical circumstances of
the subject property, other uses in the neighborhood, schools, and needed public improvements.
The use as a hostel should not adversely impact traffic patterns in the area or result in noticeable
changes to existing neighborhood uses as most travelers who frequent hostel facilities travel light

and often not by automobile. Signage proposed for the use must meet the requirements for the
zone listed in PANIC 14.36. (Sign Code).
In consideration of a conditional use permit application, the Planning Commission may
impose whatever restrictions or conditions are considered to be essential to protect the public
health, safety, and welfare, and to prevent depreciation of neighboring property. Uses developed
by conditional use permit must remain in continual compliance with the conditions of approval
or the use may be revoked. All conditional use permits shall become void one year from the date
of granting such permits if the use of the land or building or applying for necessary building
permits has not taken place in accordance with the provisions in granting the permit per
17.96.070(D)PAMC.
The Planning Division recommends the Planning Commission approve Conditional Use
Permit CUP 11-01 subject to 3 conditions supported by the 14 findings and 3 conclusions listed
in Attachment A to this staff report:

ATTACHMENT B
COMPREHENSIVE PLAN GOALS, POLICIES,AND OBJECTIVES THAT SUPPORT THE
USE AS A HOSTEL BY CONDITIONAL USE PERMIT IN THE CSD ZONE:
Comprehensive Plan
The City's Comprehensive Plan establishes the long range goals and policies of the City. Any
project proposed in the City must be consistent with the goals and policies of the Comprehensive Plan.
The site is located in the City's North Central Planning Area. The Comprehensive Plan was reviewed in
its entirety with regard to the proposed application and several goals and policies were found to be
relevant to the proposal. An analysis of compliance with those policies is as follows:
Land Use Element Residential Goal A: "To guide current and future development within the
City in a manner that provides certainty to its citizens about future land use and the flexibility necessary
to meet the challenges and opportunities of the future."
Policy A.2- "All land use decisions and approvals made by the City Council and/or any of its
appointed Commissions, Boards or Committees should be consistent with the Comprehensive Plan and its
land use map."
Land Use Element Commercial Goal D: To create and maintain a healthy and diverse
commercial sector for a balanced and stable local economy.
Policy D.I- The City should encourage the recruitment of new and the retention of existing
commercial developments and businesses, which are consistent with the goals and policies of this
Comprehensive Plan.
Transportation Element Policy 8.14 -Off street parking should be sufficient and accessible
within business and residential areas to ensure that the traff c flow of the street is not impaired.
Transportation Element Policy B.16- Parking requirements should make allowances for
shared parking facilities.
Zoning Ordinance
The Zoning Ordinance is the primary implementing ordinance for the Comprehensive Plan. The
Ordinance establishes what types of uses are permitted and where they may be located in the City. It also
establishes definitions and minimum design standards for such uses. Any project proposed in the City
must be consistent with specific regulations of the zone in which it is located.
The Zoning Map identifies the subject property and adjacent properties as Community Shopping
District CSD. The purpose and intent of this zone is:" This is a commercial zone oriented primarily to
those businesses serving the daily needs of the surrounding residential zones but is slightly less restrictive
than the CNzone and as such provides a transition area from the most restrictive commercial zones to
those of lesser restrictions. Businesses in this zone may occur on sites of varying sizes and shall be
located at the intersections of arterial streets of sufficient size to satisfy traffic demand and at the
boundaries of neighborhoods so that more than one neighborhood may be served. Commercial uses that
are largely devoid of any impacts detrimental to the environment are allowed. Service stations with
petroleum products are permitted uses. This zone provides the basic urban land use pattern for large lot,
commercial uses serving much of the City with direct access on an arterial street and design standards
for greater automobile and truck traffic. . "

Conditional Use is defined as: "a use permitted in a zone but which requires a special degree of
control to make such use consistent and compatible with other existing or permissible uses in the same
zone".
A hostel is described in PAMC 17.08.045(F) as "Hostel-a residential structure or commercial
building where transient accommodations (daily or weekly)for the traveling public are provided and for
which the accommodations contain no more than one shared kitchen facility and do not have individual
sleeping rooms. Hostels are differentiated by housing type and/or owner occupancy as follows:
1. Owner occupied single family residential hostels are allowed in the same zones
as Bed and Breakfasts by approval of a Special Use Permit.
2. Non-owner occupied commercial structure hostels are allowed by the same
process and in the same zones as motels."
The purpose of a conditional use permit is defined as "A Conditional Use Permit shall be to
assure that the maximum degree of compatibility between uses shall be attained. The purpose of these
regulations shall be maintained with respect to the particular use of the particular site and in
consideration of other existing and potential uses within the general area in which such use is to be
located."
PAMC 17.96.050 specifies procedures for the review and processing of conditional use
applications, as follows:
17.96.050 Conditional Use Permit
A. The Planning Commission shall consider applications for Conditional Use Permits of
uses as specified in the applicable Chapter of the Zoning Regulations. The Planning Commission may
grant said permits which are consistent and compatible with the purpose of the zone in which the use is
located., consistent with the Comprehensive Plan, and not contrary to the public use and interest. The
Planning Commission may refuse to issue a Conditional Use Permit if the characteristics of the intended
use as related to the specific proposed site are such as would defeat the purpose of these Zoning
Regulations by introducing incompatible, detrimental, or hazardous conditions.
B. In each application, the Planning Commission may impose whatever restrictions or
conditions they consider essential to protect the public health, safety, and welfare, and to prevent
depreciation of neighboring property.
17.96.070(D) Permits VoidAfter One Year
D. Permits Void After One Year. All conditional or unclassified use permits shall
become void one year from the date of granting such permits if use of the land or buildings or applying
for necessary building permits(s)has not taken place in accordance with the provisions in granting said
requests.
PARKING ORDINANCE
PAMC 14.40. Table A,requires 1 off-street parking space for each sleeping unit associated with
rooming and lodging uses. A total parking requirement of eleven(11)parking spaces is required for the
proposal.

Based on a preliminary review of the proposed CUP, several items will need to addressed.
1- Even though this is a commercially zoned property, the use will be changed from a "B" occupancy to an "R3 or
R4" Use. In the INEBC (International Existing Building Code)the change of use requires several different methods
for compliance. Separate plans and details will be required to show how this will be obtained.All adopted codes
shall apply. 2009 IBC, IEBC, NEC, ANS1117, IMC, WSEC, UPC, IFC. Including Washington State amendments.
2- Occupancy load and exiting.
3- Fire separation (if required)
4- Smoke detectors and/or Fire alarms.
5- ADA compliance, Such as stairs and accessible route.
6- The building may require seismic upgrades.
7- Ceiling height in the 2nd story may be of concern.
8- Stairs and handrails per code. See exception.
9- Any code compliance issues on property may need to be addressed.
(B] 307.1 Conformance.No change shall be made in the use or
occupancy of any building that would place the building in a
different division of the same group of occupancy or in a different
group of occupancies, unless such building is made to comply
with the requirements of this code for such division or
group of occupancy. Subject to the approval of the building
official,the use or occupancy of existing buildings shall be permitted
to be changed and the building is allowed to be occupied
for purposes in other groups without conforming to all the
requirements of this code for those groups,provided the new or
proposed use is less hazardous, based on life and fire risk,than
the existing use.

shall be issued where it has been determined that the
requirements for the new occupancy classification have been
