The proposal will result in a new sfr in the RS-7 for total
lot cov of 12% and site cov of 13%. The property will
require an engineered wall due to a steep slope. No other
land use issues are anticipated.

6. Control pollutants including but not limited to spills,

7. Maintain temporary and permanent erosion control BMPS
during project.
All disturbed area's on site not covered by new improvements
should meet the attached soil quality and depth standard.
Consider applying for the City Green Infrastructure Rebate
of up to $750.00 towards the materials to install rain
garden to control roof and driveway runoff. Also rebates

Trench safety per applicable laws. Temp erosion control and
surface restoration responsibility of applicant. Contact

SUBJECT: Retaining wall for R &M Builders—Grants View, Port Angeles,
Washington
Dear Mr. Vess:
This letter is to clarify that I am the engineer of record for the design of the retaining wall
noted above. As such, the liability for the wall lies with myself and the contractor.
Zenovic &Associates, Inc. will monitor the construction of the wall including inspection of
the excavation as well as inspection of the reinforcing steel in the footing and wall. This
office will also inspect the backfill and drainage piping behind the wall.
As far as construction timing it is acceptable to proceed with construction of the retaining
wall during the winter months. The contractor shall control any ground water
encountered and route it away from the footing location. Provided the weather patterns
remain similar to the current pattern with minimal rainfall events the contractor may
begin excavation and construction of the wall. If heavy rain events or winter storms are
expected once excavation proceeds, and prior to wall construction, the contractor will be
required to stop work and cover the exposed excavation and slope to control runoff and
protect the exposed slope to the satisfaction of this office. At a minimum this will require
plastic sheeting to be installed and anchored a minimum of 10' upslope of the excavation
and shall extend a minimum of 10' past the north edge of the excavation to protect the
excavation and the toe of the slope. Once the wall is completed, the contractor shall
backfill the toe of the wall and compact the fill prior to backfilling the backside of the
wall. The installation of the backfill will be monitored by this office.
Inspection reports will be submitted to the City of Port Angeles as construction proceeds.
Please note that the inspections will be periodic in nature.

Dear Mr. Vess:
This letter is to clarify the surcharge loading used in the design of the concrete retaining
wall at Grants View at your office for review. The concrete retaining wall was designed
for up to 6' in height using a 2:1 sloping backfill. For your information I used a slightly
conservative angle of 30 degrees verses 26.6 degrees for a 2:1 wall. I have attached
two design spread sheets, one using a backfill angle of 30 degrees and one without any
sloping backfill. As you can see from the spread sheets the sloping backfill changes the
active soil pressure from 33 pcf to 53 pcf. This active soil pressure is used in the design
of the retaining wall..
For clarification, seismic forces were not used in the design of the retaining wall since it
has a maximum backfill height of 6'. Section 1803.5.12 of the 2012 International
Building Code requires retaining walls supporting more than 6' of backfill to be designed
for earthquake ground motions and thus this design criteria is not necessary for the
proposed retaining wall.
