Dear Mr. Westrem
This letter is in response to your recent phone call regarding water service at the above
referenced location. . During the construction of the' Edgewood Drive / Airport Road
realignment, a new 6 inch ductile iron water main was extended from the north side of
Lauridsen Blvd to the south approximately 400 feet. The water service for your properties is
connected to this 6 inch water main. It appears that during the construction of this line one
master meter was installed adjacent to the water main on the north side of the cui de sac.

Due to the recent water service line leak and subsequent repairs (on the west side of the cui de
sac) it was brought to our attention that tlie water meter serving your commercial complex also
serves. additional single family residences. As a result ofthe service line leak it was discovered
that the residence at 1921 W. Duval'Place was also receiving water from the same service line
that serves your commercial'complex.
The Finance Department has since set up the utility billing for reading both water meters,
subtracting the consumption of 1921 W. Duval Place from the 3626 S. Aviation Place reading.
You recently received a refund for the past over charges.
At this time the City's water main only extends south to the existing fire hydrant on Aviation
Place. Since all the properties are currently under one ownership and are served by one master
meter, one option is to leave the master meter at it's present location and continue to read each
meter accordingly until such time that the properties are sold and are under separate or different
ownerships. When the property is sold or a change of ownership takes place, Public Works &
Utilities will require permit issuance and payment of the as'sociated fees to separate service lines
and meters be billed to the permittee.

Another option would be for the City to install 3 individual water services and meters now
at your cost. Installation would be in the area of the existing fire hydrant on the south side of
the cui de sac. Upon placement of the water services and meters, you would then be
responsible for the installation of each service line from the meters to the existing buildings. All
meter boxes would be set with traffic bearing lids. Until such time that there is further
development in the area and a need for the extension of the 6 inch water main, all meters would
be placed in the area of the existing fire hydrant.

1 tested the subtraction meter for the above mentioned customers. It looks like it works and my
understanding is that it should be set-up as follows...
John Westrem's meter at 3626 S Aviation PI is the master location. We want to subtract the consumption
from Henry Jernigan at 1921 W Duval PI from John Westrem's meter's consumption at 3626 S Aviation
PI.
For example-John's meter may register 2000cf and Henry's may register 500cf. The result will be John's
meter shows a total consumption of 2000cf but he is only billed for 1500cf. Henry's meter's consumption
will show 500cf and that is the amount he will be billed for.
Lastly, I noticed that Johns Westrem's account is set up as Residential...if we complete this change to a
subtraction meter shouldn't we be changing his account to Commercial Rate. I believe that the shop
(which is used for a commercial business) receives water from that meter, but what about the house to the
south of that shop?
Please let me know what you would like us to do & when we want us to complete this change. I will not
set-up their accounts as subtraction meters until notified by you.
