Re: 2018 HUD Indian Community Development Block Grant
I am writing to show support for the Lower Elwha Klallam Tribe's application for a 2018
Indian Community Development Block Grant from the Department of Housing and Urban
Development. My current position as Mayor of the City of Port Angeles followed nine
years as Senior Planner at the Tribe. I've been intimately involved with the Tribe's quest to
improve its low-income Indian community's early childhood learning opportunities.
The Tribe and all the community knows the challenges of providing the best early
childhood education services to the region's most vulnerable children. Even though there
are other such programs in Port Angeles and its surrounding communities, they all have
waiting lists, as does the Tribe's Head Start, Early Head Start and Child Care. As the City's
and Tribe's enterprises increase in numbers, child care is of utmost concern to all parents
as they apply to work or already work in those enterprises.
As a former co -project manager of this new, proposed facility, the Children's House of
Learning, I can most sincerely endorse this grant to help raise sufficient funds to build a
new, larger, more modern, capacious and efficient early learning center on the Tribe's
reservation.
