Chair Schwab opened the regular meeting at 6:00 p.m.

PUBLIC COMMENTS:
Councilperson Cheri Kidd, City Resident
Welcomed the new and returning Commissioners to the Planning Commission and thanked the
Commissioners for all their work.
John Ralston, City Resident.
Commented on the availability of the Comprehensive Plan for community members. Stated that he
would meet with staff at a later date to discuss the plan in detail.
Chair Schwab closed public comments
APPROVAL OF MINUTES:
Commissioner Schwab moved to accept the minutes from the regular April 10th meeting. Commissioner Messineo seconded. Chair Stanley called for a vote. All were in approval.
ACTION ITEMS
1. Public Hearing: PZ 19-32 – 2019 Comprehensive Plan Amendment
Chair Stanley opened the public hearing for PZ 19-32 and invited public comment.
John Ralston, City Resident.
Congratulated the Commission on its work on the Comprehensive Plan and commented on the
availability of the Comprehensive Plan for community members. Stated that he would meet with staff at a later date to discuss the plan in detail.
Assistant Planner Ben Braudrick presented the staff report for PZ 19-32, including the
background, analysis, listing of amendments to the plan, and Staff’s recommendation for the Commission in their recommendation to the City Council.

Commissioner Schwab asked staff about the recommendation to continue the public hearing to
the Commission’s regular May 8th Meeting. Interim Director David Wechner responded that the hearing had been noticed as only taking place on April 24th, and it would not be a violation of the
Public Meetings Act if the Commission made a recommendation motion to City Council at today‘s
meeting. The decision to continue should be based on the amount of discussion between Commissioners and the number and nature of public comment that has been received.
Commissioner Schwab asked if continuing the meeting would cause problems for the timetable that had been laid out for the amendment. Planner Braudrick responded that adequate time had been built into the process to allow for a continued public hearing.
The Commission discussed Staff’s recommendations.
Chair Stanley entertained a motion.
Commissioner Schwab made a motion to continue the public hearing to the regular May 8, 2019
Planning Commission meeting to incorporate suggested changes and allow additional public comment on the 2019 Annual Comprehensive Plan Amendment. Commissioner Messineo
seconded the motion. Chair Stanley called for a vote, all were in approval.
Chair Stanley asked the Commission if the Commission would entertain a final amendment to the Comprehensive Plan to include another column to the Implementation Chapter that would relate
each action back to individual elements of the plan. He provided an example of his request. Commissioner Schwab was concerned about the amount of time the Commission had to make a decision and still make the state mandated deadline.
Discussion followed and staff was asked of their opinion. Planner Braudrick stated that the
amount of time required to complete the edits and the amount of time available to the public to review the changes was inadequate. He recommended the changes be performed in a future
amendment cycle.
Interim Director Wechner provided guidance on making a motion for the requested changes. Chair Stanley entertained the motion.
Commissioner Messineo made a motion to incorporate changes into Chapter 11 Implementation Table to include reference to the policies and goals to the actions they are related to. Commissioner Schwab seconded the motion and discussion ensued. Chair Stanley asked for a vote, all were in
favor.
Chair Stanley closed the Public Meeting.
STAFF UPDATES
Planner Braudrick related his overall experience at the 2019 National Planning Conference.
Interim Director Wechner updated the Commission on the status of the Housing Action Plan.Planner Braudrick updated the Commission on the short term rental identification that is
currently underway. Interim Director Wechner added that there was an analysis on vacant developable property underway as well. Discussion followed.
REPORTS OF COMMISSION MEMBERS
Commissioner Stanley mentioned his interest in reviewing the airport and its use.
ADJOURNMENT
Commissioner Schwab made a motion to adjourn. Commissioner Powell seconded, all were in favor.

RECOMMENDATION: Staff recommends the facade grant award amount of $10,000.00 toward
repair of siding and entry porch, replacement of the ADA ramp and handrails, addition of
pedestrian scale lighting, and landscape improvements for the office building located at 121 East
8th Street (Grant No. 19-04).
PROJECT SUMMARY
Vicki Heckman is requesting funding for the repair of siding and entry porch, replacement of the
ADA ramp and handrails, addition of pedestrian scale lighting, and landscape improvements for
the office building located at 121 East 8th Street (Grant No. 19-04) A more in-depth description
of the proposed work and its intended outcome can be found in “Attachment A” to this
document. The desired result of this proposal is to reoccupy a building that has stood vacant for
10+ years and includes an update to the entire exterior, interior, roof, and surrounding site.
STAFF ANALYSIS
The Community Façade and Sign Improvement Program was authorized by the City Council in
passing ordinance #3476; codified in Chapter 2.80 of the Port Angeles Municipal Code. The
Program provides grants funding façade improvements that will enhance the physical
appearance, accessibility, and overall value of individual buildings as well as the surrounding
downtown area. In evaluating proposals for funding, Staff reviewed the “Evaluation criteria and
prioritization” of Section 2.80.110:
1.Private contribution over and above the required match;
Staff Analysis: Per the submitted budget, the applicant is providing above and beyond the 50
percent match, and is ready to begin work during as soon as the grant approval process is
complete.

2.Present condition of existing façade:
Staff Analysis: As seen in Figures 1 and 2, the existing façade is in a state of neglect. The proposed
changes will completely redevelop the structure and surrounding site.
3.The buildings overall public visibility;
Staff Analysis: The building is highly visible on East 8th Street, but in its current state does not
stand out. The proposed changes will improve the buildings stature on the block.
4.Expected increase in assessed value of improvement;
Staff Analysis: The improvements will likely provide a significant increase in the assessed value of
the structure and property. This update will also provide intangible benefits to the surrounding
block by continuing the redevelopment of the east and west 100 blocks of 8th Street.
5.Historic Preservation;
Staff Analysis: The construction date of the structure is unknown, but the City has documentation
of the original residence having been converted into a commercial use as a video rental store in
1993. Many of the exterior and interior changes made to the structure during that process would
likely preclude it from a current historic status, regardless of age.
6.Context in the block or neighborhood;
Staff Analysis: The structure currently has an unassuming stature along the block, but due to

many positive changes that have occurred on the block within the last year it is now obvious as a
blighted property. The changes proposed will likely improve the structure’s stature along the
block.
7.Benefit partner projects on same block;
Staff Analysis: Within the last year, there have been four façade grants along 8th Street
corridor. These include:
•FSG 18-03 – 111-115 East 8th Street
•FSG 18-04 – 107 East 8th Street
•FSG 18-10 – 118 East 8th Street
•FSG 18-11 – 112 East 8th Street
FINDINGS, CONDITIONS & CONCLUSIONS
Staff determines the following findings based on our review of the Program criteria:

1.The Façade Grant (Application No. 19-04) was submitted by Vicki Heckman to the
Department of Community and Economic Development on April 19, 2019.

2.The location of the work proposed is 121 East 8th Street.
3.The project site is located within the CSD, Community Shopping District zone.
4.The grant request includes:
•Pressure washing the building to prepare it for seating and painting.
•Removal of the parapets on all sides of the building, removing water-
damaged façade.
•Improve the front covered entry area;
•Installation of 10 exterior pedestrian oriented lights;
•An improved ADA concrete ramp to the front entry; and
•Landscaping to improve the building frontage.
5.The application was reviewed by Planning Division Staff under the Façade and Sign Grant
Program criteria, as included in Chapter 2.80 of the Port Angeles Municipal Code.
6.The applicant is requesting $10,000.00 toward façade improvements valued no more
than $22,440.35.
7.The request will be heard by the Planning Commission at the regularly scheduled meeting
May 8, 2019.

Conclusions
Based on the findings above, Staff makes the following conclusions:
1.Grant Application No. 19-04 is found to provide for façade improvements that will
enhance the physical appearance and overall value of the 8th Street block.
2.Grant Application No. 19-04 is found to meet the grant program criteria as included in
Section 2.80.110 of the Port Angeles Municipal Code.
3.Staff is recommending approval of the grant proposal with conditions of approval that
outline the requirements of the final award of funding.
Conditions
Based on Staff’s finding and conclusions, the following conditions are placed on this grant
application approval:
1.Upon the date of Planning Commission approval, the applicant may proceed with the
expenditures detailed in the application.
2.The applicant shall sign a grant contract with the City of Port Angeles for the
reimbursement of a maximum amount of $10,000.00. The applicant will be given 180
days to submit reimbursement of expenditures associated with the approved grant
proposal as of the Planning Commission action. If progress on the project can be
demonstrated, the applicant may request one 180 day extension of the contract.
3.The applicant shall submit invoices for total reimbursement with a coversheet detailing
each invoice number, amount, and type of payment and not exceeding the awarded
grant amount. Reimbursement by the City will occur within 30 days of submission.
4.Prior to reimbursement, the property must be available to Staff for a site visit on the
property confirming the work was done according to the approved grant application.
5.A building permit shall be required and submitted to the Department of Community &
Economic Development for any and all construction work beyond repair.
6.Any labor performed in association with the grant proposal over $2,000.00 must meet
federal prevailing wage standards.

Façade Grant
JVR2 lnvestments, LLC is requesting a Façade Grant to partner with the City of Port
Angeles to improve and repair the buitding at 121 E 8th St. This buitding witt be remodeled
to a[tow for a new business to move into and thrive in Port Angetes.
The buitding at 121 E 8th St was a video store and a f lorist shop. lt was sold in approx.2007
in a btock buyout so that Rite Aid could open a new facility. That venture did not occur. The
buitding and property changed ownership(s) and remained empty and unused for 10 years
untitJack and Vicki Heckman of JVR2 lnvestments, LLC purchased the buitding in 2017.
As the buitding and property has been empty and negtected for a 10+ year window of time,
it now needs cosmetic repair, façade improvement, tighting and [andscaping. When the
buitding is improved, it witt be a signif icant aesthetic improvement to the surrounding
blocks which house businesses and homes. lt witt be clean, safe, and occupied by a
lessee which wit[ contribute to the economic prosperity of the business district by
promoting the continued growth of business in the area. JVR2 owns the property and wilt
lease it to a business that witt meet the quatity of standards that we want ref lected on 8th
Street and in our community.
We have att sides of the buitding inctuded in the Facade Grant. Each side is visibte to the
pubtic: US Bank customers exit the bank via the attey, the burger drive-thru customers
witt be driving past the back continuatly, potentiaI business customers have parking in the
rear of the buitding in question, and at[ customers leaving Budget/Avis and the 8th Street
Carwash teave via the attey and drive by the buitding [ocated at 121 E 8th. I have included
two budgets, one without the attey watt.
The façade project wittinctude the fotlowing:
. Pressure washing the buitding to prepare it for seating and painting. This hasn't
been done in many years and the buitding has become unsightty and dirty.. The buitding witt be painted a bright white and have btack trim. This wilt sealthe
buitding and hetp to preserve it.o Removalof the parapets on a[[ sides of the buitding, removing the issue of water
damage.. lmprove the front covered area which witl provide buitding protection as wetl as
provide customers protection from the elements and add character/definition to
the f ront of the buitding.o There witt be 10 tights mounted to the exterior of the buitding which witt provide
much needed tighting to the exterior white not interfering with drivers'visibitity.
This witt also add to the safety of the neighborhood as tighting wi[[ discourage
nefarious activity. There are three canned tights that witt tight the porches.

An improved ADA concrete ramp wittbe done in the front of the buitding. New
raiting witt be instatted on the ramp for safety requirements. We will replace the
otd porch on the back of the buitding f or customer and employee safety.
Landscaping for improved vision and cteanliness as we[[ as safety of pedestrians
witt be done in the front of the property. The tree wittbe removed and new base
materiaI and grass witt be instatled.
When comptete, the façade improvements and signage willthoroughty update, clean up
and provide customer appeaI to an area that has been empty and negtected for a decade
and has been an eyesore to locals and a btight on one of the busiest intersections in Port
Angeles. We look f orward to improving this business corridor and hetping to encourage
other businesses to improve and/or tocate to that area to bring vitatity back to 8th Street.
JVR2 looks to start the project in Aprit or as soon as the grant is approved. lt witttake

RECOMMENDATION: Staff recommends the facade grant award amount of $10,000.00 toward
rehabilitation of the entire exterior facade for the office building located at 1135 East Front Street
(Grant No. 19-05).
PROJECT SUMMARY
Dennis Yakovich is requesting funding for the complete redevelopment of the office building
located at 1135 East Front Street (Grant No. 19-05). A more in-depth description of the proposed
work and its intended outcome can be found in “Attachment A” to this document. The desired
result of this proposal is transform a building located at 1135 East Front Street that has been
occupied by various restaurants since 1986, into a modern office building.

1. The Façade Grant (Application No. 19-05) was submitted by Dennis Yakovich to the
Department of Community and Economic Development on April 16, 2019.

• New covered location for the building’s entrance;
• Brand new façade elements such as a street facing trellis;

6. The applicant is requesting $10,000.00 toward façade improvements valued no more
than $21,500.00.
7. The request will be heard by the Planning Commission at the regularly scheduled meeting
May 8, 2019.
Conclusions
Based on the findings above, Staff makes the following conclusions:
1. Grant Application No. 19-05 will provide façade improvements that will enhance the
physical appearance and overall value of the Front Street Street Intersection and entry
into the City via Highway 101.
2. Grant Application No. 19-05 is found to meet the grant program criteria as included in
Section 2.80.110 of the Port Angeles Municipal Code.
3. Staff is recommending approval of the grant proposal with conditions of approval that
outline the requirements of the final award of funding.
Conditions
Based on Staff’s finding and conclusions, the following conditions are placed on this grant
application approval:
1. Upon the date of Planning Commission approval, the applicant may proceed with the
expenditures detailed in the application.
2. The applicant shall sign a grant contract with the City of Port Angeles for the
reimbursement of a maximum amount of $10,000.00. The applicant will be given 180
days to submit reimbursement of expenditures associated with the approved grant
proposal as of the Planning Commission action. If progress on the project can be
demonstrated, the applicant may request one 180 day extension of the contract.
3. The applicant shall submit invoices for total reimbursement with a coversheet detailing
each invoice number, amount, and type of payment and not exceeding the awarded
grant amount. Reimbursement by the City will occur within 30 days of submission.
4. Prior to reimbursement, the property must be available to Staff for a site visit on the
property confirming the work was done according to the approved grant application.
5. A building permit shall be required and submitted to the Department of Community &
Economic Development for any and all construction work beyond repair.
6. Any labor performed in association with the grant proposal over $2,000.00 must meet
federal prevailing wage standards.

Dennis & Karen Yakovich purchased the commercial building located at 1135 E Front Street that
has served as a restaurant of various cuisines for the past 25 years or more and has fallen into
disrepair.
They plan on converting this building into a modern office space with ADA compliant features, a
new eye-catching façade with a trellis and planting area and new covered entrance with ADA

RECOMMENDATION: Staff recommends the facade grant award amount of $5,619.50 toward the
cleaning and restoration of the façade surface and repainting of the building located at 117 North
Lincoln Street (Grant No. 19-06).
PROJECT SUMMARY
Tom McGuinitie is requesting façade grant funding for the cleaning of exterior stucco, concrete,
siding and trim to remove dirt and mildew, prepping the façade surface and caulking as needed
around the exisitng windows, and repainting a building located at 117 North Lincoln Street
(Grant No. 19-06). A more in depth description of the proposed work and its intended outcome
can be found in “Attachment A” to this document. The desired result of this proposal is to
maintain an attractive storefront and entrance for customers arriving by foot. The applicant is
aware of the business’s location along one of the busiest intersections in the City.
STAFF ANALYSIS
The Community Façade and Sign Improvement Program was authorized by the City Council in
passing ordinance #3476; codified in Chapter 2.80 of the Port Angeles Municipal Code. The
Program provides grants funding façade improvements that will enhance the physical
appearance, accessibility, and overall value of individual buildings as well as the surrounding
downtown area. In evaluating proposals for funding, Staff reviewed the “Evaluation criteria and
prioritization” of Section 2.80.110:
1.Private contribution over and above the required match;
Staff Analysis: Per the submitted budget, the applicant is providing the required 50 percent
match, and is ready to begin work during as soon as the grant approval process is complete.
2.Present condition of existing façade:
Staff Analysis: As seen in Figures 1 and 2, the existing façade is not in a state of disrepair, but it is

in need of cleaning and fresh paint. The proposed changes will assist in brightening the public
space the Front/ Lincoln Intersection.
3.The buildings overall public visibility;
Staff Analysis: The building is highly visible at the Front/Lincoln Street intersection.
4.Expected increase in assessed value of improvement;
Staff Analysis: The improvements will likely provide a minor increase in the assessed value of the
structure. This update will also provide intangible benefits to the surrounding block by cleaning
and updating the painted exterior.
5.Historic Preservation;
Staff Analysis: The applicant has provided a short biography of the building in the application. The
structure was constructed in 1920 and has housed different businesses that were retail and light
industrial in nature. The glass shop has occupied the space since 1959.
6.Context in the block or neighborhood;
Staff Analysis: The structure has a unique shape along the Front/Lincoln Street intersection with
the open frontage at the immediate intersection and fills the entire frontage of the lot. The
changes being proposed will provide more attractive façade for the thousands of pedestrians and
vehicular traffic that pass by the building each day.
7.Benefit partner projects on same block;
Staff Analysis: There have not been any recent façade grants awarded on this section of the 1st
Street corridor.

Staff determines the following findings based on our review of the Program criteria:
