APPROVAL OF MINUTES:
Commissioner Schwab moved to accept the minutes from the regular April 10th meeting. Commissioner Messineo seconded. Chair Stanley called for a vote. All were in approval.
ACTION ITEMS
Chair Stanley moved the Façade Grant Action Items ahead of the Continued Public Hearing for PZ 19-32.
1. Façade Grant 19-04 (Heckman 121 E. 8th)
Assistant Planner Ben Braudrick presented the Staff Report for Façade Grant 19-04. Chair Stanley asked the Commission if they had any questions for staff. Commissioner Lopez asked if
the provided budget included the fourth wall of the building, and if it wasn’t that meant the wall
was not being improved. Planner Braudrick explained that a budget was included for all non-alley walls to allow continued construction, but that the alley wall was a part of the overall project.
The applicant provided further details about the project.
Commissioners asked the applicant questions about the parapet design and landscape included in the project.
Commissioner Hastings made a motion to approve Façade Grant 19-04 citing 7 Findings, 3 Conclusions, and 6 Conditions in the Staff Report. Commissioner Schwab seconded the motion, all were in approval.

2. Façade Grant 19-05 (Yakovich 1135 E. Front St)
Planner Braudrick presented the Staff Report for Façade Grant 19-05. Chair Stanley asked Staff about the Façade Grant process and the Planning Commissions role. Planner Braudrick described
the process and provided examples. The applicant provided further details about the project.
Commissioners asked the applicant questions the building ownership, project estimates, and state of construction of the project. Discussion followed between Commissioners.
Commissioner Hastings made a motion to approve Façade Grant 19-05 citing 7 Findings, 3
Conclusions, and 6 Conditions in the Staff Report. Commissioner Schwab seconded the motion, all were in approval.

Planner Braudrick presented the Staff Report for Façade Grant 19-05. Chair Stanley asked Staff
about the Façade Grant process and the Planning Commissions role. Planner Braudrick described the process and provided examples. The applicant provided further details about the project.
Commissioners asked the applicant questions about the project. Discussion followed between
Commissioners.
Commissioner Morris made a motion to approved Façade Grant citing 7 Findings, 3 Conclusions, and 6 Conditions in the Staff Report. Commissioner Powell seconded the
motion, all were in approval.
1. Continued Public Hearing: PZ 19-32 – 2019 Comprehensive Plan Amendment
Chair Stanley opened the public hearing for PZ 19-32 and invited public comment.
Brandon Meyer, City Resident.
Agreed that the Plan was now much more concise. He had some questions about the Mill and the
odors (nuisance) that could come from it.
Mary Sue French, City Resident.
Addressed the previous public comment and educated the Planning Commission and community
member about the Mill and lack of a digester, which is the main source of odors (nuisance) from
paper mills such as the one in Port Townsend.
Interim Director Wechner provided public comment written by John Ralston as part of the public
record. Chair Stanley read the comments to the audience.
Chair Stanley closed the public hearing. Planning Commission discussion followed.
Commissioner Morris made a motion to recommend approval of the 2019 Annual Comprehensive Plan Amendment (Application No. 19-32) to City Council, citing recommended changes listed in Appendices A and D, Appendix E recommendations, and the 3 conclusions in support of that action listed in the Staff Report. seconded the motion, all were in favor.
STAFF UPDATES
Interim Director Wechner referenced a document given to the Commissioners related to the
purpose and procedure of work sessions and provided some examples of possible topics. Discussion
followed. The Commissioners asked Staff to provide a list of possible work session items at their next meeting.
REPORTS OF COMMISSION MEMBERS
Commissioner Hastings asked about the Lauridsen Street open house that recently occurred at the Clallam County Library. Planner Braudrick explained the proposed changes to Lauridsen that were being proposed.
Commissioner Morris asked about the state of Railroad Avenue east of Laurel Street, which is visibly in disrepair.
Commissioners Lopez asked to be excused from the June 26 meeting due to a work related trip.
The Commission excused her.
Commissioner Hastings related a story about a single mother who recently became homeless
because she made to much money to apply for assistance, but not enough to afford a rental in the
community. She and her child are currently staying with a friend.
Chair Stanley commented on the lack of stops signs in the community.

RECOMMENDATION: Staff recommends the sign grant award amount of $1,000.00 toward the
replacement of an awning printed sign with a building mounted sign on a building located at 106
West Front Street (Grant No. 19-07).
PROJECT SUMMARY
Kahn Q Lam is requesting façade grant funding for the replacement of a building mounted sign
for a new business located at 106 West Front Street (Grant No. 19-07). A more in depth
description of the proposed work and its intended outcome can be found in “Attachment A” to
this document. The desired result of this proposal is to replace an awning including a fixed sign
with a building-mounted sign.
STAFF ANALYSIS
The Community Façade and Sign Improvement Program was authorized by the City Council in
passing ordinance #3476; codified in Chapter 2.80 of the Port Angeles Municipal Code. The
Program provides grants funding façade improvements that will enhance the physical
appearance, accessibility, and overall value of individual buildings as well as the surrounding
downtown area. In evaluating proposals for funding, Staff reviewed the “Evaluation criteria and
prioritization” of Section 2.80.110:
1.Private contribution over and above the required match;
Staff Analysis: Per the submitted budget, the applicant is providing over the required 50 percent
match, and is ready to begin work during as soon as the grant approval process is complete.
2.Present condition of existing façade:
Staff Analysis: As seen in Figure 1 the existing façade is in a state of neglect. Figure 2
demonstrates the proposed changes assisting in the brightening of the public space along Front
Street.

3. The buildings overall public visibility;
Staff Analysis: The building is located mid-block on Front Street between Laurel and Oak Streets
within the downtown. The downtown area between Lincoln and Oak Streets is considered highly
visible.
4. Expected increase in assessed value of improvement;
Staff Analysis: The tenant is making major improvements to the façade, which include relocation
of both of the previous business’ signs
5. Historic Preservation;
Staff Analysis: The building the new business is located in is considered historically significant by a
2000 historic property survey of the downtown area. The applicant originally made a request for
both façade and sign improvements. Those façade improvements were considerable in nature,
with proposed changes to the historic entryways. These entryway improvements were seen by
Staff as changing the historic nature of the building; thereby jeopardizing future designation of
downtown as a historic district. Staff let the applicant know that due to the changes to historic
entries of the building the application could not be supported by the Façade Improvement
Program. The applicant was encouraged to continue with a sign grant application as it is not
related to those changes, consistent with the program’s criteria to not increase signage area, and
is not internally lit.
6. Context in the block or neighborhood;
Staff Analysis: The structure is located mid-block between Laurel and Oak Streets. This location
and entire block is highly visible by all modes of traffic.

Staff Analysis: There have been 6 recent façade grants awarded on this section of the 1st Street
corridor between Lincoln and Oak:

5. 114 E Front – Captain T’s
6. 125 W Front – Building Mural
FINDINGS, CONDITIONS & CONCLUSIONS
Staff determines the following findings based on our review of the Program criteria:
Findings
1. The Façade Grant (Application No. 19-07) was submitted by Sean Johnson to the
Department of Community and Economic Development on May 1, 2019.
2. The location of the work proposed is 106 West Front Street.
3. The project site is located within the CBD, Central Business District zone.
4. The grant request includes the replacement of an awning sign with a building-mounted
sign of smaller size.
5. The application was reviewed by Planning Division Staff under the Façade and Sign Grant
Program criteria, as included in Chapter 2.80 of the Port Angeles Municipal Code.

6. The applicant is requesting $1,000.00 toward façade improvements valued no more than
$4,300.00.
7. The request will be heard by the Planning Commission at the regularly scheduled meeting
May 22, 2019.
Conclusions
Based on the findings above, Staff makes the following conclusions:
1. Grant Application No. 19-07 is found to provide for sign improvements that will enhance
the physical appearance and overall value of downtown.
2. Grant Application No. 19-07 is found to meet the grant program criteria as included in
Section 2.80.110 of the Port Angeles Municipal Code.
3. Staff is recommending approval of the grant proposal with conditions of approval that
outline the requirements of the final award of funding.
Conditions
Based on Staff’s finding and conclusions, the following conditions are placed on this grant
application approval:
1. Upon the date of Planning Commission approval, the applicant may proceed with the
expenditures detailed in the application.
2. The applicant shall sign a grant contract with the City of Port Angeles for the
reimbursement of a maximum amount of $1,000.00. The applicant will be given 180 days
to submit reimbursement of expenditures associated with the approved grant proposal
as of the Planning Commission action. If progress on the project can be demonstrated,
the applicant may request one 180 day extension of the contract.
3. The applicant shall submit invoices for total reimbursement with a coversheet detailing
each invoice number, amount, and type of payment and not exceeding the awarded
grant amount. Reimbursement by the City will occur within 30 days of submission.
4. Prior to reimbursement, the property must be available to Staff for a site visit on the
property confirming the work was done according to the approved grant application.
5. A building permit shall be required and submitted to the Department of Community &
Economic Development for any and all construction work beyond repair.
6. Any labor performed in association with the grant proposal over $2,000.00 must meet
federal prevailing wage standards.

This building was originally constructed in 1914 by Harrington and Beetle. (Harrington subsequently partnered with Giles to develop the adjacent Harrington-Giles building at 120 North Laurel Street
in 1921.) The original tenant was a drug store, which soon shared space with a variety store and a confectioner. Over the years, the building has housed Cunningham's Ten-Cent Store and the Mission
Candy Co. The building is currently occupied by the Golden Gate Chinese Restaurant.

This building was constructed during the later half of the downtown's third phase of development, on the cusp of World War I. Still concentrated at the intersection of Front Street and Laurel Street
downtown would quickly expand with the regrading of Front Street and the bluff. This building helps to record the transformation of Port Angeles' downtown from its boomtown roots. The molley
collectron of irregular and small wooden structures crowded together along a two block muddy path on the edge of the Tide Land was being replaced. This building is one of many that replaced two or
three of these earlier structures. Built on solid ground, this building was larger and constructed of more permanent materials. A below street basement likely still exists. Few buildings from this period
remain, victims of future waves of development and urban expansion.
It was built in what is best described as a commercial vernacular style. Through its size, form, scale and materials, as well as its relationship to its neighbors and the slreel this building helped to
establish the downtown's historical pattern of development. The infill nature of this building's commercial storefronts facilitated modernizations with little or no dan1age to the surrounding fa\:ade.
Similarly, over time. the signage on this building has undergone numerous transformations with dramatic impact but few lasting scars. The substantial integrity of this building demonstrates its
continuing ability to provide valuable retail space in the downtown. It is an important resource, documenting the history of downtown Port Angeles' development and the vernacular urban architecture
of the Northwest.

This is a single-story commercial row structure. Though currently occupied by a single tenant. There are two unequal original masonry storefront openings framed by simple brick piers. There is a
recessed entry in the aluminum storefront centered in the eastern bay. The storefront has a half-height "solid glass wainscot. The facing is painted brick with stringcourse panels above the bays. A pair
of simple wide panels is symmetrically loca1.ed above the storefronts. They are defined by slightly projecting end-coursing brickwork. There is a full width fabric canopy. IL has a flat roofwilh
skylights and a concrete foundation.

MEMORANDUM

RE: Planning Commission Workshop/ Work plan
BACKGROUND
The purpose of Planning Commission workshops is to familiarize members with issues that will come before them,
provide an opportunity for exchanging ideas regarding relevant topics, and to solicit agency or expert opinions to add
to the body of knowledge before the Commission considers changes to the Comprehensive Plan, policy or text of the
Municipal Code.
Workshops serve as a forum for training new members in procedural or administrative rules, and for informing the
Commission of changes in state statue, rule or case law that affect land use decisions. They provide an opportunity
to determine the Commission’s schedule of upcoming hearings, meetings or future workshop, and a chance and a
chance to form sub-committee or focus-groups on land use issues.
Because workshops are intended to serve the entire membership of the Planning Commission, full attendance is
anticipated and when quorum is present, meetings are subject to Washington Public Meetings Law. Notice is
published on the City’s website, on the City meetings bulletin board, and sent to the Local media. Planning
Commission workshops are open for the public to attend, but are not an opportunity for public testimony.
The purpose of the Planning Commission work plan is to prepare for longer range City initiatives and projects. The
biennial plan will help in the scheduling of educational work sessions to coincide with code revision work and public
hearings related to Council work plan items the Planning Commission is involved in. The Planning Commission work
plan can also assist the City Council in the Implementation Chapter of the Comprehensive Plan and the Council’s
Strategic Plan.
