CALL TO ORDER — REGULAR MEETING: Commission Chair Winslow called the meeting to order at 6:00 p.m.
ROLL CALL: Members Present: Commissioners Forest, Milburn, Sinton, Tucker, Winslow & Wojnowski.
Members Absent: Commissioner Kirsch
Staff Present: Director Delikat, Secretary Messmer & Manager Bright.
APPROVAL OF THE MINUTES: It was moved by Commissioner Tucker and seconded by Commissioner Sinton to approve the
March 21, 2019 meeting minutes. Motion passed unanimously.
LATE ITEMS: Director Delikat distributed a letter to the Commissioner's that was emailed late in the day by Gary Velie, who
printed and distributed the letter to the Commissioners prior to the meeting. Commissioner Forest read the letter during the
Public Comment portion of the meeting.
PUBLIC COMMENT: All public comment was made to express support for or against enclosing the Liberty Bell within Veteran's
Park. Speakers included Karen Rodgers, Ingrid Carman, Becky McGinley, Rick McKenzie, Norm Gooding, Susan Hillgren, Amy
Miller, Tera Dummitt, Jim Haguewood, D Bellamente, Jennifer Holcomb, Patty Pastore, Emma O'Brian, Caroline Wilcox, Lori
Frederick, Brady Bradshaw, and Sid Gerling.
FINANCE & PACKET ITEMS: Director Delikat reviewed the year to date revenue and expenditure reports with the Commission.
LEGISLATION:
1. Veteran's Memorial Park- Director Delikat gave the Commissioners a presentation on the history Veteran's Memorial
Park, including the Liberty Bell. Although the history of the park was discussed, the primary focus was the current
vandalism that is occurring on and around the Liberty Bell and possible ways to protect this community asset. After
listening to public testimony and Delikat's presentation, Commissioner Tucker presented the following
recommendation: "Create a sub -committee of three (3) to discuss and define what the actual sub -committee will be, to
decide on this issue." The motion passed unanimously.
GUEST SPEAKERS: None.
DIRECTOR'S REPORT:
1. Seasonal Staffing- Director Delikat informed the Commission that seasonal employees have finally been hired and
within the week they will be fully staff for the first time this year.
2. Park Maintenance Shop-_Delikat updated the status of the condition of the current shop, where the crews are now
located and the possibility of purchasing a new building from Platypus Marine.
3. Facility Use Agreement-_Delikat mentioned that he was working on a new Facility Use Agreement with MACK Athletics,
Inc. and was hoping to take the new contract to the City Council on May 21, 2019.
4. Staff Recognition-_Delikat formally thanked Elliott Messmer for all of his assistance over the last 5 months after
Administrative Assistant Emily Moore left. He then introduced the new Parks & Recreation Administrative Specialist
Jessica Straits.

ADJOURNMENT: Chairperson Winslow adjourned the meeting at 7:49 p.m. The next meeting is May 16, 2019, at 6:00 p.m. in
the City Council Chambers.
