Dear Curtis:
Your request for a Temporary Use Permit (TUP) to allow the placement of a construction trailer
for supervision purposes at Lease Lot 3 in the area of Terminal 5 identified as 1703 Marine Drive
is hereby approved for a period not to exceed 6 months with the following conditions:
Conditions:
1. The temporary construction trailer use is hereby approved as proposed in the
June 12, 2003, letter requesting such use for no longer than 6 months or until
placement of a permanent trailer, whichever occurs sooner, at which time the
temporary trailer shall be removed from the site to an appropriate storage location.
2. Placement of the temporary office unit shall be per the site plan submitted on June
12,2003. A 2Al 0BC fire extinguisher shall be mounted within the unit no higher
than 5' from the floor and shall be accessible at all times. The trailer is currently
located 4' from the power pedestal which location has been approved by the Fire
Department. Any change in the distance from the power pedestal will require
prior approval by the Fire Department to determine if placement within a conduit
is required.
3. A no fee temporary Certificate of Occupancy is required. Inspection by the
Building Division will be made to ensure that tie downs are in place prior to
occupancy.
4. The sanikan must remain on-site and be available for use until sewer is extended
to the location. Sewer and water utility plans must be approved by the City prior
to the installation of such utilities on-site and prior to any such hookup to the
temporary trailer. A building permit will be required for set up the permanent
trailer intended for the site.

This decision is made based on the following findings and conclusions:
Findings:
1. A request for occupancy of a temporary office structure to be located at 1703
Marine Drive was received on June 12, 2003, from the Port of Port Angeles on
behalf of Green Crow. The temporary unit will allow for on-site administration
activities and supervision at a log sorting yard. The temporary use permit was
requested for a maximum of 6 months from June 12, 2003.
2. Section 17.95.060 of the Port Angeles Municipal Code allows for the Director of
the Department of Community Development to issue permits for the occupancy
of temporary buildings to be used in conjunction with construction or
reconstruction projects. Such temporary buildings may be located in any zone
provided that sufficient setbacks are maintained to protect the public health,
safety, and welfare.
3. The temporary use is proposed until a permanent structure can be installed at the
site which will be connected to sewer and water services per City requirements.
Until such time as the permanent structure is in place, a sanikan will be
maintained on-site.
4. Placement of the temporary unit must be inspected and approved by the City's
Building Division and Fire Department to ensure that all relevant local and state
regulations are followed prior to occupancy. A temporary Certificate of
Occupancy will be required.
Conclusions:
A. As conditioned, the temporary use complies with Section 17.95.060 (Temporary
Buildings) of the Port Angeles Municipal Code.
B. The associated l~sorting activity is permitted in the IH, Industrial Heavy zone.
C. As proposed, the temporary use will allow supervision of the industrial activity
and will not conflict with other permitted uses on-site and is therefore in the
public interest.

RE: Terminal 5 Operations
Dear Brad,
As we discussed eadier today, the Port is moving forward with the development of the Terminal 5
site for log handling operations. I have attached a copy of the Terminal 5 Site Layout for your use.
As part of this development Green Crow is going to be relocating to Lease Lot 3 and will be leasing
approximately 2.75 acres from the Port.
We have been working with City Light to extend electrical service to the Port's operational area and
Lease Lot 3. There are two separate services and two separate meters. The meter that serves the
Por~s operations will power only the trailer reloader and some yard lighting. This service needs to
be made operational ASAP so that we can continue to make the trailer reloader functional. The
meter that services Green Crow also needs to be made operational quickly so that they can proceed
with their relocation plans. The Port is also developing plans to extend water and sewer to the same
area in the very near futura and will submit them to the City for approval as soon as they are
available.
Green Crow has a temporary 10' x 40' construction trailer on site. Their intent is to purchase another
trailer and set it up in a permanent manner within six months. In the intedm; their intent is supply
electricity to the trailer via an extension cord from their electrical meter and service panel as a
temporary connection. Green Crow will utilize a sanikan until sewer and water utility plans are
approved by the City and the services are installed.
We ars requesting a temporary use permit for the 10' x 40' construction trailer at Lease Lot 3 for a
period not to exceed 6 months. Green Crow will be responsible to arrange a Building Permit with the
City of Port Angeles for the permanent installation of their trailer after that time.
