SUBJECT: Single Family Residence with Garage at 3430 Mill Creek CouP, Po~
Angeles, Washington
Dear Mr. Collins:
This office has pedormed several inspections for the City of PoK Angeles on the above
referenced project. Based on this office's interpretation of the 1997 Uniform Building
Code, the garage and house are affached as constructed. To be detached, the
residence and garage wall should be six feet apad (3' each side of an assumed properly
line between them) so that fire rated wall construction would not be required per UBC
Table 5-A. With no fire rated construction required, it is the opinion of this office that the
buildings wou~d then be consideced detached. Overhangs or projections may extend 12"
into this space.
Please note that the correction notice issued for this project creates structurally
detached buildings with neither building relying on the other for structural suppo~ or
stability. The only connection between the ~o buildings is metal flashing to seal the
space be~,een them from the elements. This would create two structurally separate
buildings but, in the opinion of this office, would not create a separate detached garage
per the 1997 Uniform Building Cooe. Beyond the Building Code interpretation, the issue
of whether the building is attached or detached would be based on the City of Pod
Angeles Zoning Code, and as such is outside the scope of so,iced provided under
contract with the City of Pod Angeles.

SUBJECT: Proposed Correction Notice at 3430 Mill Creek Court, Port Angeles,
Washington
1 .) The hot water blowoff shall be rerouted to the exterior of the building. As
constructed it terminates in the garage wall.
2.) The garage wall next to the mobile home shall be relocated approximately 16" north
so that the wall extends from the foundation (slab) all the way to the bottom of the
roof sheathing. The wall shall be sheathed with 5/8" Type "X" gypsum wallboard
and/or sheathing from the slab to the bottom of the roof sheathing on each side.
Portions of the wall exposed to the exterior (above the eave line of the mobile home)
shall have 5/8" Type "X" gypsum sheathing.
3.) The overframing which rests on the mobile home roof from the construction of the
gable endwall of the garage shall be removed.
4.) The only connection allowed between the garage and the mobile home shall be
flashing to provide protection from the elements.
5.) The location of the northeast property corner was verified during the last inspection
and appears to be approximately 6' south of the 2x4 that was used by the contractor
as the property corner (Note that the actual corner was not found). This new
location of the property corner puts one corner of the garage within 8' of the actual
property line. (10' required per zoning requirements)
Provided items #2, #3 and ~ noted above are completed, the garage would be
structurally detached from the mobile home.

Brad Collins Following is a summary of the Clarence Fleming/Jewel Van Oss residencesituation.

41%4751 Jewell phoned on numerous occasions daring the past summer and fall in her quest for the
perfect lot on which to place a manufactured home. The property that she intended to
Sue Roberds purchase at 3430 Mill Creek Court was not particularly well suited for the home size and
Assistant Planner garage that she had decided upon and after MUCH discussion about the site development,
417-4750 Brad agreed to switch the front and side yards to allow the oversized unit to be placed on the
lot. The final building permit indicated a 22' x 24' detached garage that was placed within
Scott Johns
Associate Planner the required setback. She wanted the garage north of the home so that it would not interfere
417-4752 with her southern exposure even though that was the tightest area of the lot given the
setbacks, ha discussing the restriction with her, she agreed to reduce the size of the garage
Roger Vess from 22' x 24' to 19' x 24' which would allow the required 10' rear yard setback for detached
Permit Technician accessory structures. This could only be accomplished by reducing the breezeway from 5'
CSW Coordinator to 3' which she said would be fine.

All seemed to be good antil the final inspection revealed that the garage size had been
increased to 24' x 24' from the permitted 19' x 24' by attaching it to the manufactured home
which created two new problems: (1) attachment to a manufactured home comes under the
purview of the Department of Labor and Industries not the City, and an application must be
made with an inspection passed; and (2) by being attached, the rear setback becomes 25' not
10', which cannot be met as she now only has 9'.
I understand that Fred Garceau is stating that he was given information regarding how to
minimize the distance between the garage and home for the convenience of the property
owner by staff, but in so doing (attaching the garage to the unit), a new setback issue has been
created even without the discrepancy with L & I. I can see two solutions at this point: (1)
apply for a reduction of the minimum 25' rear yard setback for an attached garage to 16' from
the Board of Adjustment, which would have little or no support from staff; or (2) detach the
unit from the house. It seems that the later is the most do-able.
A footnote: Even if the unit is detached from the house at this point it is questionable whether
the 10' setback can be met. The survey stakes were removed and given the lot length and
development, there should be only a 9' setback. We will have to work this out or a 1'
variance would still be needed.

] have spoken with Dan about this and we are in agreement.
I do not feel that it is necessary to evict the persons who are living in the mobile home with the attached
garage. I do however, feel that it is essential that the situation be corrected as soon as possible. To that
end, I would propose that we allow the continued occupancy based upon the following conditions:
- The ownedoccupant must provide a written time line for completion of a one-hour separation between
the home and the garage. The time of completion must be within 30 days.
- The owner/occupant may not park vehicles or fueled equipment in the garage until after the separation is
completed.
- The owner/occupant may not store flammable liquids or gases in the garage until after the separation is
completed.
- A battery operated smoke detector must be placed in the garage and the door between the garage and
the home must be kept closed.
I'm sorry, but neither Dan nor I will be able to make the meeting at 4:30 on Wednesday.
