CALLTO ORDER SPECIAL MEETING
Mayer Bruch called the special meeting of the Pori Angeles City Council to order at 5:03 .m.
Members Present- Mayor Bruch, Deputy Mayor Dexter, Councilmembers French, Kidd, Merideth, Moran, and
Scltronien-Wawtin.
Members Absent: None
Staff Present: City Manager West, Attorney Bloor,Clerk Martinez-Bailey.S.Carrizosa, S. French, and S. Shere.
WORK SESSION
Mary Sue French provided background on the Cost of Servic Analysis process and went over rate setting principles,
She said the City's requirements, of the process were, to provide rate stability to the customer, She stated the
requirements of the process were to provide rate s,tability to the custorner, to be just,reasonable. fair and equitable
"not unduly discriminatory or preferential",be easy to understand,be compentive/affordable.
Ms. French provided the next steps for the process, which included proposed amendments to the 2020 Utility Rates'.
She added that tax Aocations need to be dealt mriffi,nontaxable rates, discounts and stornnvater.
City Manager Nathan West said based on the meeting, progressing lie suggested any potential iterns related to
Stornim(ater be moved to the September 3 rneetings. items be moved to the Discounts and Storniwater. Council
discussed based rates and discussed potential ways and ideas related to lowering base rates,
