HomeMy WebLinkAboutMinutes 09/24/2019 CITY COUNCIL MEETING Port Angeles, Washington S eptember 24. 20 19 CALL TO ORDER SPECIAL MEETING Depury?'vlayor Dexter called the special meeting of the Port Angeles City Council to order at 5,:00 p.m. Members Presenc Mayor Bruch (participated by conference call starting at 5:59 p.m.), Deputy Mayor Dexter, Councilmembers,French, Kidd, Merideth, Moran,and Sclirc)rnen-Wawrin, Members "absent; None. Staff Present: City Manager West, Attomey Bloor,Clerk Niartinez-Bafley,A. Brek-ke, S, Carrizosa,and A.Crutcher, WORK SESSION City Manager Nathan West introduced Cornniunity and Economic Development Director Allyson Brekke who provided background on the department's efforts to gather information related to vacant properties that was provided for the housing needs assessment. She introduced sardem intern Adant Crutclier who shared as PowerPoint presentation that expanded on information on the departments list of vacant properties. He spoke about his research and shared what fie learned about the properties on the list. Attorney floor shared a PowerPoint on potential methods the City could use to successfully manage vacant properties. He shared his recommendation of adopting as vacant property registration ordinance and shared the purpose of the ordinance. He shared two of the fundamental model types of the ordinances and several legal cases regarding enforcement of ordinances. He reminded. Council they had previously discusswd the idea to add code enforcement funding to the budget. He said the process would first begin with code revisions, Attorney floor spoke about potential incentives and the prospect for code cooperation by property owners,should they follow such a program. lie shared his recommendation of adopting a Vacant Properties Registration Ordinance and noted that in order to fund the code enforcement program, funds, would need to, be incorporated in the second quarter of 2020. Council discussion followed. City Manager West shared his understanding of the discussion, that there was a consensus of Council not to pursue a Vacant Properties Registration Ordinance.,and that there was consensus to nrove forward to fund(fie code enforcernent program. Manager West thanked the presenters who shared the tools that could be used in the future, and reiterated there are likely other creative mcans to address the issue related to vacant properti es, ADJOURNMENT Mayor Bruch adjourned the meeting at 630 p.m. ..........
