Dear Ms. Martinez:
As the Mayor of the City of Port Angeles, I would like to communicate City Council support for
the Peninsula Housing Authority (PHA) in its efforts to submit a Streamlined Voluntary
Conversion Section 22 Application. City Council reviewed and approved similar changes on
November 19, 2019.
As you know, the City of Port Angeles is in desperate need of affordable housing. This process
would give the Peninsula Housing Authority an opportunity to convert its existing public
housing program to Tenant-Based and/or Project-Based rental assistance and retain much
needed rental subsidy in the community. Additionally, the conversion processes the PHA is
applying to would allow the authority to rehabilitate and preserve precious affordable housing
units in our community by accessing several financing resources, including low-income housing
tax credits and private activity bonds.
The City feels this conversion, rehabilitation, and redevelopment would benefit the community
by preserving existing affordable housing and expanding future housing options in the
community. We offer our full support to this application from the Peninsula Housing Authority.
