Stormwater Management Tool Kit
Applicable only to small scale development projects outside of critical area buffer zones.
This packet is a step-by-step guide designed to help small scale developers navigate the State’s recently adopted
stormwater management requirements. This packet is comprised of FACTSHEETS and WORKSHEETS.
FACTSHEETS are designed to inform the applicant of the requirements, their intent, and provide some information
about common stormwater management options available. FACTSHEETS do not need to be returned with your
permit application. WORKSHEETS are designed to elicit the necessary information from the applicant about the
project and guide the applicant towards approved stormwater management measures that are appropriate for
their specific site and project.
The pre, during, and post-construction Best Management Practices (BMPs) detailed in this packet are pre-
engineered by the City. If you chose to use this packet and its BMPs, you are agreeing to construct, operate, and
maintain the BMP to the engineered specifications shown. Meeting the State’s requirements are mandatory,
however, utilizing this packet to meet those requirements is entirely optional. Alternatively, an applicant may
choose to hire a professional or even submit their own stormwater management plan (report and drawings) that
meet the minimum standards described in the City’s Urban Services Standards and Guidelines Manual – which, can
be downloaded free from the City’s website.

Some permanent stormwater BMPS require specific soil types. The USDA Web Soil Survey is a free online database available for
public use that can provide info. specific to your project region (https://websoilsurvey.sc.egov.usda.gov/App/HomePage.htm).

application cannot be reviewed and approved without all applicable documentation being provided.
