EXPERIENCE
NORTHWEST INDIAN FISHERIES COMMISSION, Forks,WA July 2017—Present
Coastal Fisheries Specialist,Fisheries Program
• Sustainable fisheries advisor to twenty Western Washington tribal nations with treaty-reserved
fishing rights.
• Track relevant legislative and rulemaking activities. Serve as the primary contact for the organization
on ocean fisheries policy and federal regulations.
• Serve as a technical and policy advisor for the tribal representative on the Pacific Fishery
Management Council (PFMC). In this forum, I work in coordination with tribes with treaty-reserved
fishing rights in Washington, California and along the Columbia River.
• Member of PFMC's Salmon Technical Team,which includes state,tribal and federal representatives
from California, Oregon and Washington.Co-author of annual fishery performance, stock
assessment and rebuilding plan reports.
• Maintain inter-tribal relationships, as well as those with the state of Washington,federal
government and PFMC members.
• Develop technical briefings to build tribal capacity and distribute new scientific information.

Fishery Management Plan Coordinator,Interstate Fisheries Management Program
• Oversaw the implementation of interstate fishery management plans for Atlantic sharks,Atlantic
herring,tautog, winter flounder, shad and river herring in conjunction with state agencies from
Maine through Florida, enforcement officers and federal partners, including the National Marine
Fisheries Service, and respective fishery management councils.
• Led more than 20 public hearings and webinars to discuss proposed management changes and
responded to media interviews.
• Led the development of Amendment 1 to the Interstate Tautog Fishery Management Plan (FMP),
which replaced in entirely the original 1996 FMP and proposed regional management.
• Led the development of Amendment 3 to the Atlantic Herring FMP to pilot a new spawning
monitoring protocol and spawning closure areas.
• Led the development of Addendum IV to the Coastal Sharks FMP to implement the Shark
Conservation Act of 2010 into state regulations.
• Developed a white paper to analyze Atlantic herring fishery performance—working with marine
directors and biologists from Maine, New Hampshire and Massachusetts, as well as the New
England Fishery Management Council,to create alternative management strategies to address
inconsistent herring policies across states.
• Held the following external roles in this position:

Senior Seascapes Coordinator, Center for Oceans(February 2012-August 2014)
• Supervised the Marine Coordinator in Conservation International (CI)Science and Oceans
Department.
• Supported program initiatives for multiple-use marine protected area networks in the Bird's Head
Seascape(Indonesia) and the Eastern Tropical Pacific Seascape (Costa Rica, Panama,Colombia and
Ecuador).
• Coordinated the development of long-term program objectives for two (3-year)grant proposals, in
excess of$20 million dollars,to further seascape implementation efforts.Traveled to conservation
sites and worked with in-country colleagues to develop the proposals.The Walton Family
Foundation grants were awarded in 2014.
Supported the Senior Director with strategic planning for donor interactions including technical
reports, budget analysis and results frameworks in collaboration with country-level implementation
teams.
• Coordinated the development of six-month update reports for the Walton Family Foundation on
achievements in the Bird's Head and Eastern Tropical Pacific Seascapes.
• Led the execution of the 'Seascapes Workshop'; an annual south-south event attended by Ci's senior
management, high level officials from 10+countries and academia.
• Conducted research, in partnership with McKinsey&Company,to evaluate the supply chain of
yellowfin, bigeye, and skipjack tuna in the Eastern Pacific Ocean (EPO).Authored a report on the
effects of fish aggregation devices (FADS)within the EPO purse seine tuna fishery.
• In conjunction with the Dive Safety Officer, developed an internal website to manage and track
scuba diving activities throughout the organization.
Online Fundraising and Community Coordinator,Marketing+Branding(April 2010-February 2012)
• Provided strategic recommendations to increase Ci's online donor base and incremental
conservation campaigns to garner public interest in the organization.
• Generated newsletters to communicate Cl activities for a public audience.
• Liaison between CI's communications team and field researchers for the first'Search for Lost Frogs'
campaign, an effort by 33 teams of scientists in 19 countries on five continents in a quest to find 100
species of amphibian not seen in over a decade. Real-time communication efforts using social media
and newsletters resulted in a 10% increase in Ci's online community.
• Managed a complete email template redesign and rebranded social media accounts to reflect a
mission,vision and logo change.
• Created Google search campaigns and analyzed results via Google Analytics.
• Served as the institutional point of contact for Ci's online constituent relationship management
database,Convio.

ASHTON HARP'S QUESTIONNAIRE
1. The Commission focuses on 3 areas: parks, recreation and beautification. If you had to choose,
which of these 3 areas would be the primary one in which your interests and experience
would be aimed?
My primary interest would be parks because I visit them often with my 2.5 year old daughter.As a
family we place a high importance on being outside in nature. I hope the Port Angeles parks can
continue to be safe spaces where community members can gather.
2. What is your favorite city of Port Angeles parks and rec facility and why?
My favorite facility is the Gateway because it is in a central area downtown and it is covered. We love
going to seasonal events and the farmers market at the Gateway.
3. Think of a PA park you visit.What would you door like to have done to improve your
experience.What do you love about this park?
My favorite park is the Sail and Paddle Park at Ediz Hook. It is a great place to walk, explore the intertidal
wildlife with my daughter and have a family meal. I love that it is close to town and there is always
parking available. However, when I'm at this park I'm picking up glass and trash. I'm also making sure
there are no needles tucked behind logs as my child plays—I have never seen one down there but it is a
concern. It would be nice to have signs that highlight the species one might see along the shoreline at
different times of year(whales,jellyfish,otters,seals, birds,etc), as well as the seaweed and barnacles
that are always there. It is a great living classroom!
My daughter's favorite park is Shane Park because it is the closest park to our house. She loves the
playground and watching sport teams while they practice. I'm also appreciate of the restrooms there. If
there is interest from the community, it would be nice to have the dilapidated tennis courts replaced
with a modern skate park; one with obstacles for beginner skate boarders.The other skate park is far
from the west side of Port Angeles and the obstacles are for more advanced skate boarders.
