Funding: Approximately$9,400 increase to the 2021 budget. Recommendation: Approve update to the Personnel Policy&Procedures Manual Chapter 5, Section 5.02 regarding eligibility for regular part-time employees to receive an annual merit increase. Background / Analysis: Section 5.02 of the Personnel Policy&Procedures Manual states that only a regular full-time employee is eligible to be considered for an annual merit increase. The current policy language does not allow a regular part-time employee to be considered for a merit increase until they have worked equivalent hours to that of a regular full-time employee, or 2,080 hours. Regular part-time staff are employees who work no more than twenty(20)hours per week. Currently, the City has seven(7)part-time positions: two Customer Service Representatives in Finance, three Code Enforcement Officers in Police, one Scale Attendant in Public Works and one Human Resources Specialist in the City Manager Office. Often these employees are covering shifts while the regular full-time employee is on a day off or a break and we require most of these employees to be flexible in their work schedules.Part-time employees are required to fulfill the same job requirements and meet the same expectations as regular full-time employees. Regular part-time employees receive some benefits however they do not receive the majority of benefits a regular full-time employee receives and are among the lowest on the city's pay scales. All regular part-time employees receive an annual evaluation, the same as regular full-time employees. At that time if the full-time employee has had a satisfactory performance for the year, the supervisor puts forth a request for an annual merit increase. Staff is recommending the City Council remove the current language prohibiting a regular part-time employee's eligibility to receive an annual merit increase. This change will enable a supervisor the ability to request an annual merit increase for a part-time employee instead of waiting two years or more. March 2, 2021 H - 5 Funding Overview: This change would increase the 2021 budget by approximately $9,400. The costs will be split between Human Resources, Finance and Police Departments in the General Fund and the Solid Waste Utility Fund. The Solid Waste Fund would increase by $1,300 and$8,100 in the General Fund. Attachment: Section 5.02 Eligibility for Salary Increases March 2, 2021 H - 6 RESOLUTION NO. Ashton Harp Page 3 of 3 March 2, 2021 1 - 10 ASHTON HARP'S QUESTIONNAIRE 1. The Commission focuses on 3 areas: parks, recreation and beautification. If you had to choose, which of these 3 areas would be the primary one in which your interests and experience would be aimed? My primary interest would be parks because I visit them often with my 2.5 year old daughter. As a family we place a high importance on being outside in nature. I hope the Port Angeles parks can continue to be safe spaces where community members can gather. 2. What is your favorite city of Port Angeles parks and rec facility and why? My favorite facility is the Gateway because it is in a central area downtown and it is covered. We love going to seasonal events and the farmers market at the Gateway. 3. Think of a PA park you visit. What would you door like to have done to improve your experience. What do you love about this park? My favorite park is the Sail and Paddle Park at Ediz Hook. It is a great place to walk, explore the intertidal wildlife with my daughter and have a family meal. I love that it is close to town and there is always parking available. However, when I'm at this park I'm picking up glass and trash. I'm also making sure there are no needles tucked behind logs as my child plays—I have never seen one down there but it is a concern. It would be nice to have signs that highlight the species one might see along the shoreline at different times of year(whales, jellyfish, otters, seals, birds, etc), as well as the seaweed and barnacles that are always there. It is a great living classroom! My daughter's favorite park is Shane Park because it is the closest park to our house. She loves the playground and watching sport teams while they practice. I'm also appreciate of the restrooms there. If there is interest from the community, it would be nice to have the dilapidated tennis courts replaced with a modern skate park; one with obstacles for beginner skate boarders. The other skate park is far from the west side of Port Angeles and the obstacles are for more advanced skate boarders. This Commission focuses on three areas:parks, recreation, and beautification..If you had to choose, which of these three areas would be the primary one in which your interests and experience would be aimed? Beautification, because it seems to me the most neglected of the three areas. Beautification can be an economic asset to the city, materially adding to quality of life for residents, and drawing visitors to the city. I would like to see more beautification in parks, which would provide value to older residents. Currently 1 see parks devoted only to children and active recreation. 2, What is your favorite City of Port Angeles parks and recreation facility and why? Erikson Park tennis courts. I spent 4 years working on the project to get those courts rebuilt and I love going by and seeing the courts in full use. Just this week when I mentioned tennis, an acquaintance said her mother lives in the apartments across the street from the courts and loves watching the play. 3. Think of a Port Angeles park you visit What would you do,or lice to have done,to improve your experience? What do you love about this park? I'm at Erikson Park playing tennis multiple times a week. I look at the open grass areas and wish there were an area with places to sit and paths among pretty plantings which would give less active people a way to enjoy the outdoors. Describe the importance of balancing Lodging Tax related expenditures on: capital, operations, events, and marketing. What do you feel is the highest priority and why? I would consider marketing the highest priority, generating interest in the area and drawing associations, businesses meetings and events to Port Angeles. Historically the are hotels fill during season. Focus should be on the the shoulder dates and off season. Tax funds should be allocated toward efforts to draw tourism. I How will you support implementation of event funding? Recognizing the fact that funding for events is limited, explain how you feel historic events should be weighed against new event opportunities. How will time of year play into your decision malting? To be honest,I'm unclear on the question. New events should be a primary focus. Events that have produced in the past are important but with surety alternate funding can be secured outside of the Lodging Tax fund. Port Angeles needs events that bring revenues to the area and feed businesses during the off season or during the shoulder seasons of mid May through early June and mid Sept.thru Oct. 3• What is your future vision of Port Angeles as a tourism destination? We need to create reasons to visit the area outside of the National Park. Revitalizing the downtown area should be a focus. 4. Based on your current involvement in the tourism industry(if any)do you perceive any conflicts of interest? How will you address any potential or perceived conflict of interest? March 2, 2021 1 - 46 P Q R TANGELES CITY COUNCIL uGa..W Yrrr r °'''' WASH I N G 7 o N , U.S, MEMO Date: March 2, 2021 To: City Council From: Nathan A.West, City Manager Subject: Policy Committee Summary: During the City Council meeting on February 16, 2021, City Council confirmed by majority consensus to add the following discussion of a policy committee to work through housing policies to a March City Council meeting. This memo is intended to aid in that discussion. Funding:N/A Recommendation: Council discussion. Background / Analysis: At the February 16, 2021 City Council meeting it was confirmed by majority consensus to add the following discussion of a policy committee to work through housing policies to a March City Council meeting. This memo is intended to aid in that discussion. As background,in the early 2000s,the City Council in Port Angeles utilized a robust system of standing subcommittees. A subcommittee was assigned to each department. Three council members were assigned to each subcommittee. Much of the work that currently is done during our regular public council meetings were done in the subcommittees. Members of a subcommittee would report to the full council the conclusions and recommendations of the subcommittee, but the detailed work of the subcommittee was not replicated during the public council meeting. Later, after the passage of several years, the composition of the City Council changed, and later councils did not endorse the subcommittee system. They preferred that the work being done in most committees be done in an open public council meeting rather than in the limited context of a subcommittee. As a result, over a period of time many of the subcommittees were eliminated. The manner in which a city council conducts its business is uniquely a matter for the council itself to decide. Whether to utilize standing subcommittees is one important decision for each council to make. If it is the decision of Council to form a policy subcommittee,it is in the interest of the council, staff, and the citizens that the committee be well-structured and efficient. To assist the council in that regard,we have done some background research about the use, structure, and formation of subcommittees in other cities around the state and would be happy to provide additional details. Prior to consideration of the creation of a policy committee, staff encourages City Council to discuss the following questions: • What is the purpose of the committee? o A committee should direct its work toward things that accomplish its purpose o A committee should not spend time on things outside its purpose March 2, 2021 1 - 47 • What is the scope of the committee? o What is within the domain of the committee? o What is not? • Will this be a standing committee or when necessary or needed? • Will the committee meetings be subject to OPMA? (by policy, all current city standing committees and subcommittees are subject to OPMA) • Will the committee require staffing? • Do you want this to speed up process or slow down process for policy? o Will investigations and recommendations from the subcommittee be presented to the full council for action? o Or will the subcommittee's recommendations be presented to the full council for consideration afresh? • Will the Committee review items prior to, or after going to,Planning Commission,UAC,Parks or Climate Resiliency? • How can the committee avoid redundancies of other board and commission responsibilities? • How will agenda's be set? (could be determined at the first meeting and brought back to Council) • How will the Committee engage with the PANIC Update process? • Will direction to staff flow through Council or Committee? • Who will schedule meetings? • If a 4'member of Council desires to participate how can they participate? • What are Council expectations for public Involvement? • Which three Council members? This effort will meet the requirements of Senate Bill 3021, Title 11, Section 2013 of America's Water Infrastructure Act of 2018. Per the Federal mandate issued by the Environmental Protection Agency (EPA), the City is required to develop a RRA and ERP and submit certification letters to the EPA upon completion. The City sought qualified engineering consulting firms demonstrating technical qualifications and possessing the required experience to develop RRAs and ERPs. Eleven consulting firms submitted their statements of qualifications, Murraysmith, Inc. of Seattle, WA was selected. Funding: Funds in the amount of$50,000.00 are available in the 2021 Water Utility Technical Assistance Budget(402-7380-534-4150). An additional $90,000.00 is available in the Water Utility Reserves and will be included in the first 2021 Budget Amendment. Background / Analysis: As required by a Federal mandate issued by the EPA, community water systems must develop a RRA and ERP, defined by section 2013 of the America's Water Infrastructure Act of 2018. Certification letters must be submitted to the EPA upon completion of the Assessment and Plan. The RRA evaluates the vulnerabilities, threats, and consequences from potential hazards to a community water system, including: • Risk to the system from malevolent acts and natural hazards; • Resilience of the pipes and constructed conveyances, physical barriers, source water, water collection and intake, pretreatment, treatment, storage and distribution facilities, electronic, computer, or other automated systems (including the security of such systems)which are utilized by the system; • Monitoring practices of the system; • Financial infrastructure of the system; • Use, storage, or handling of various chemicals by the system; and • Operation and maintenance of the system. March 2, 2021 J - 2 Within six months of certified completion of the RRA, community water systems must complete and certify an ERP. These include: • Strategies and resources to improve the resilience of the system, including the physical security and cybersecurity of the system; • Plans and procedures that can be implemented, and identification of equipment that can be utilized,in the event of a malevolent act or natural hazard that threatens the ability of the community water system to deliver safe drinking water; • Actions, procedures and equipment which can avoid or significantly lessen the impact of a malevolent act or natural hazard on the public health and the safety and supply of drinking water provided to communities and individuals, including the development of alternative source water options, relocation of water intakes and construction of flood protection barriers; and • Strategies that can be used to aid in the detection of malevolent acts or natural hazards that threaten the security or resilience of the system. In accordance with State law, a Request for Qualifications (RFQ) for RRA and ERP development was advertised to engineering consultants on the MRSC roster. Eleven consulting firms submitted statements of qualifications, Murraysmith, Inc. of Seattle, WA was selected. Engineering staff performed a qualifications-based ranking process, and consultants were ranked based on: • Submittal completeness, • Project scope understanding, • Experience, • Knowledge, and • Professional references. The City sought qualified engineering consulting firms demonstrating technical qualifications and possessing the required experience to develop RRAs and ERPs. Local professionals are always encouraged to submit responses to the RFQ;however, location is not a qualification upon which selection can be based. No local professionals submitted qualifications in response to this RFQ. The tasks supported by this Professional Services Agreement require skilled professionals with strategic Water planning experience, facility evaluation, physical and cybersecurity experience, as well as several other unique skills sets the City does not currently retain in-house. For this reason, the City is seeking outside support. Funding: Funds the amount of$50,000.00 are available in the 2021 Water Utility Technical Assistance Budget(402-7380-534-4150). The City published a virtual open house to solicit preliminary comment in December. What follows is a summary of the comments received. Based on consistency with state law, funding and project scope availability to complete the project, staff identified comments that will be incorporated into draft SMP amendments for the joint review and 30-day comment period with Department of Ecology that commenced March I" and ends March 31". A public hearing is scheduled for Wednesday March loth at 6:00 pm with Planning Commission and Department of Ecology. Summary of comments from virtual open house (see attached for all comments received and city response comments): o City staff received four(4)written submittals of informal public comments from Schromen- Wawrin, Marks, Allen/Jamestown S'Klallam Tribe, and Halberg; and from Jack Glaubert o Proposals to change Shoreline Environmental Designation revisions particularly at Ediz Hook. o Incorporate the anticipation of net ecological gain requirements currently being discussed with state legislators. o Expand SMP regulatory authority to the Urban Growth Areas. o Implement a natural hazard zone fund to address at-risk structures. o Refer to Port Angeles Municipal Code as amended so that the newer PAMC provision prevails. o Require non-water uses with direct shoreline uses to be relocated out of the shoreline environment. o Remove references to the USCG base if the plan doesn't apply. Infrastructure to support the base isn't exempt. o Allow structures at Dry Creek and Ocean View Cemetery to provide public access. o Bluff setback insufficient and inconsistent with Best available Science o Replace"shall" with"must" o Prohibit net pen aquaculture o Provide policies that support/encourage future development of a Tribal cultural center/museum at the Rayonier site. o Consider best available science to widen geohazard area buffers and setback distances. March 2, 2021 Page of Comments incorporated into draft amendments for public comment: o Pesticide transparency that requires pesticide management plans identify the quantity of pesticide use and indemnify the City from any liability. o Use gender neutral language. o Clean up compound passive voice verbs where applicable. o Text revisions to reflect current names of landmark features, specifically rename Rayonier site to Elwha S'Klallam term for Ennis Creek, and change "Landing Mall" to "The Wharf." General revisions recognizing indigenous place names as steps towards improving diversity, equity, inclusion &respect; and correcting any typos/scrivener errors. o Resolve error in Shoreline Residential VCA buffer language for Segment B, which refers to "edge of the bluff' instead of"top of bluff' o Change reconstruction allowance thresholds linked to assessed cost of the structure due to disconnect between actual construction costs and assessed values. o Provide provisions for plant material to be composted in place when feasible and appropriate to the native vegetation policies and regulations. Next Steps: After the close of the comment period, the City will respond to comments and identify any changes proposed for submittal to Department of Ecology for an initial determination of consistency. If modifications are needed, the Planning Commission will consider further amendment; otherwise, a recommendation must be made to Council through ordinance to adopt the amendments following local adoption process prior to June 30, 2021. I understand our situation with limited resources to conduct the review and thus a minimal process of compliance with state mandates for the periodic review. However, shoreline planning in Port Angeles is of vital importance to our community and region, and in light of what we have learned since the 2014 comprehensive update, we must take this opportunity to update the Plan to reflect our on-the-ground management realities, best available science, and the policy direction we see the state heading in with regard to net ecological gain and climate adaptation and mitigation. In addition, there are stylistic changes to the plan that the City should adopt while we are in the periodic review. Notable developments since 2014 include: 1. Increased sediment supply in the Elwha River driftcell contributing to likely forage fish spawning on the beaches west of Ediz Hook. 2. Sea level rise projections that anticipate annual flooding on developed areas of Ediz Hook. 3. Increased infrastructure maintenance cost on the beach east of Ennis Creek. 4. Increased understanding of fish net pen impacts, and critical need for wild salmon as food source for southern resident killer whales. 5. Increased understanding of the Cascadia subduction zone earthquake and tsunami emergency scenario and implications for critical disaster recovery infrastructure on the shoreline. 6. Establishment of County-Wide Planning Process agreed to by Clallam County and the three cities inside Clallam County. Page number references below to the Plan are to the "DRAFT-SMP-Amendments" document available at htWs://www.ciiyofpa.us/DocumentCenter/View/9004/DPAFT-SMP-Amendments. A. Substantive updates Summary of where our plan needs to point: Page 1 of 16 March 2, 2021 L - 3 We have a lot of potential to do good planning that will increase shoreline habitat, make for more sustainable (both financially and ecologically)infrastructure management, and improve quality of life in Port Angeles. From West to East: West of Ediz Hook the shoreline is armored with failed rip rap (as in, forage fish eggs have been found above the armoring) that defends a leaky industrial water line that runs along the beach for a couple miles. This line is not used at its historic capacity, and isn't well sited given that this could be a sandy beach for forage fish habitat. It's also accessible from Crown Park (along the Olympic Discovery Trail) and can be turned into a five mile walk between Port Angeles and the new Beach Lake access point at Lower Elwha. Ediz Hook is a mobile landform that we are attempting to keep stationary. Critical infrastructure (the Coast Guard Air Station and the Puget Sound Pilots) are located at the end of the spit, which is going to begin flooding annually due to sea level rise, and is in the tsunami hazard zone (those helicopters will be critical for getting people off roofs in Grays Harbor after the tsunami, but at least one helicopter will most likely not get off the ground at Ediz Hook). Ediz Hook used to be like Dungeness Spit, and we should consider relocating critical infrastructure into the inner harbor instead of maintaining it out on a sand spit. Port Angeles Harbor, restoration work is needed at the estuaries or streamside at Tumwater, Valley, Peabody, and Ennis Creeks. East of Ennis Creek the Olympic Discovery Trail (which runs along an old railroad line on the waterfront to Morris Creek, on the beach with riprap armoring for several miles)is repeatedly closed by landslides or armor failure. It is now the most expensive part of the Discovery Trail to maintain, and won't be sustainable long term.An upslope reroute is possible between Ennis and Morris Creeks with a few property purchases and using existing backroads. This would allow for restoration of several miles of sandy beach, which would have high habitat and recreation potential. 1. From "no net loss" to "net ecological gain" The Plan is written with the goal of "no net loss" of ecological function. However, the state legislature is considering changing the goal to "net ecological gain."While this policy won't likely occur during the 2021 legislative session, it is likely to be a state-wide policy change between now and the next Plan periodic review, as described by Association of Washington Cities' staff in the July 30, 2020 AWC Legislative Priorities Committee agenda packet: Land Use & Environment Policy Position Proposals Discussion: [GMA item omitted] Net Ecological Gain Page 2 of 16 March 2, 2021 L - 4 In the 2020 session, representatives from the environmental committee brought forward a far-reaching proposal to change the goal of the state's environmental laws from ensuring that development does not degrade the environment to a standard that would require enhancement of environmental functions. The basic contention was that, despite the best efforts of state and local governments to eliminate negative impacts from growth and development, recovery goals for keystone species and habitats such as salmon, orca, and the Puget Sound have not been met and further measures are needed. Cities have a long history of supporting environmental stewardship but had significant concerns with the proposal as introduced. Specifically, municipal attorneys were concerned that requiring project proponents to pay to address environmental harms beyond those directly related to the proposed development would put cities at risk of a takings claim. Both the federal and Washington State constitutions provide that the government may not take private property unless it is for a public use and just compensation is paid. The net ecological gain policy may constitute a regulatory taking because of the restrictions placed on the land for ecological gain. The proposal did not advance far but legislators and stakeholders are in discussions to bring it back next session. Political Climate [GMA item omitted] The path forward for the net ecological gain proposal is murky. The breadth and scope of the proposal drew immediate concerns and the substantive policy did not survive. A budget proviso was passed that directed policy analysis and preparatory work to set up further conversations. The proviso survived the vetoes that struck many other studies as COVID- 19 budget implications became clear. However, the proviso was eventually halted by gubernatorial direction as non-essential agency spending was curtailed. Given the size and scope of this proposal,AWC staff believe more discussions will ensue but no action will be taken in the upcoming legislative session. However, an additional [issue] to consider is the amendment to the AWC Statement of Policy, adopted at the June 2020 business meeting. The changes tasked AWC with being "balanced and bold" in working to support efforts of environmental stewardship given that "ecological improvements are coming too slowly for species vital to Washington State." Finding a way to do so while also protecting cities from legal or financial jeopardy will be a difficult balance to achieve. Staff Recommendations [GMA item omitted] Net Ecological Gain: Staff recommend this as a support issue • Support efforts to make progress on this issue while also defending against legal exposure and unfunded mandates. AWC's Board adopted the staff recommendation to support state legislative efforts toward adopting the goal of "net ecological gain" instead of "no net loss." Page 3 of 16 March 2, 2021 L - 5 For the City of Port Angeles, we can either wait for the state to direct us to plan for net ecological gain, or we can be an early adopter of this long-overdue policy direction. Since Port Angeles started its shoreline planning process with an almost completely armored shoreline, the "no net loss" standard does not make sense for us as there is very little "loss" still available within the Port Angeles shoreline to guard against, but a lot of opportunity for ecological gain. Indeed, restoration efforts on, e.g., Ediz Hook have improved the shoreline—we are already moving in the direction of "net ecological gain" and should embrace that standard in the Plan. Specific suggestion: "No net loss" appears frequently in the Plan, and is discussed as a goal on page 6. Page 6 should replace "are consistent with the concept of "no net loss" of shoreline ecological functions"with "anticipate requirements for"net ecological gain" of shoreline ecological functions, while maintaining a minimum standard of "no net loss" of shoreline ecological functions." Other references to "no net loss" could remain (e.g., p. 47 b.5) as they articulate the minimum requirement. 2. County-Wide Planning Process mandates application of the Plan along the unincorporated UGA shoreline In the County-Wide Planning Process adopted in 2018, the City and Clallam County agreed that"[i]n those areas of UGA's under the county jurisdiction, efforts will be made to coordinate the planning and provision of urban services, public facilities and transportation needs." CWPP page 13, #3. Yet the Plan states that it will only apply to the unincorporated eastern UGA"when the city annexes those lands." (p. 3.)This is no longer accurate in light of the CWPP and the Plan must reflect that. Specific suggestion: Page 3, strike "The environment designations and provisions of this SMP will apply when the City annexes those lands."And replace with "The City will work with Clallam County under the County- Wide Planning Process to coordinate implementation of this SMP in the unincorporated Urban Growth Area." Page 65, 9.a, add "and the unincorporated Urban Growth Area" to "Within the City of Port Angeles' jurisdiction [and the unincorporated Urban Growth Area], all marine waters waterward of extreme low tide are shorelines of statewide significance." 3. Require tightlines and shoreline hazard fund While setbacks are helpful for avoiding new conflicts between feeder bluff erosion and the built environment, many current structures are built too close to the bluffs and face risks from landslides. The Plan should present remedies for existing structures, such as development of a natural hazard zone fund paid by property owners which could be used to relocate structures threatened by erosion. This would mitigate the risk of structures going over the cliff, which creates a community-wide impact and ultimately a cost for local governments. Page 4 of 16 March 2, 2021 L - 6 4. Federal jurisdiction and the Plan The Plan should provide legal authority for statements in the added paragraph about federal jurisdictions not being subject to the Shoreline Management Act(p. 3, last paragraph). If the Plan does not cover the Coast Guard base, then the multiple references throughout the plan to the base should be removed. (E.g., p. 18, number 7.) Specifically, page 39, c.1, should simply state "Overwater structures prohibited," rather than its current exception for a facility that the Plan ostensibly does not regulate in the first place (currently c.1 states "Except for special situations involving a public benefit and water- dependent activities associated with the U.S. Coast Guard base on Ediz Hook, overwater structures should not be allowed."). In addition, even if the U.S Coast Guard base is exempt from City authorization requirements, the Coast Guard base depends on City-provided streets and utilities that extend for a couple miles along a sand spit in order to reach the base. This infrastructure is not sustainable: Ediz Hook is a mobile sand spit and permanent structures on the Hook are in the tsunami impact zone and subject to flooding due to sea level rise. Long-term planning for community resilience requires the City to work with all properties on Ediz Hook(including the Coast Guard) to decide how to minimize the built environment on this fragile landform, particularly with the goal of planned retreat from the unsustainable land-use pattern currently employed on the Hook. Thus, we cannot pretend that the U.S. Coast Guard base is an island; it is dependent on the City's infrastructure, which the City cannot provide to this location indefinitely. 5. Use current PAMC The Plan, on page 8, proposes using the May 8, 2020, Port Angeles Municipal Code chapters. The Plan also says, on page 8, that"the regulations [in the Plan] become part of Title 15 of the City of Port Angeles Municipal Code (PAMC)." Thus, the Plan asserts to freeze in time the relevant PAMC chapters, and prevent the City Council from amending them absent a Plan review or update. This is unnecessary and eliminates our ability for adaptive management of the shoreline. Specific suggestion: Pages 8, 51, and 52, replace the suggested sentence: "The versions of PAMC Chapters 15.02, 15.12, 15.20, and 15.24 applicable to this SMP are those dated May 8, 2020 (Appendix B)." With: "Where the City modifies the PAMC since reviewing the SMP, the newer PAMC provision controls." (Also strike reference to Appendix B at the top of Page 9:Appendix B should be unnecessary as part of the Plan (although potentially still useful as a snap-shot in time of what the PAMC chapters were at the time of the Plan review).) Page 5 of 16 March 2, 2021 L - 7 6. Plan for relocation of legacy infrastructure that no longer has shoreline dependent use The Plan should address strategies —or at least articulate the goal— of relocating non-marine and non- shoreline dependent legacy structures out of the shoreline. This includes infrastructure in Segments C and E. While this is a long-term plan that reflects sustainability goals, not an immediate requirement for those property owners, it should still be articulated in the plan. For example, currently the plan defines the purpose of the High-Intensity Industrial (HI-I) Environment as "provide for the continued use and development of high-intensity water-oriented heavy and larger scale industrial or port uses" (p. 12) and states a management policy of "Non-water-oriented uses should not be allowed except for 1) as part of mixedOuse developments that combine water-dependent and non-water-oriented uses or 2)in existing developed areas in support of water dependent uses. Non- water-oriented uses may also be allowed in limited situations on sites where there is no direct access to a shoreline with navigable waters." (pp. 12-13). The cardboard recycling facility now located at the base of the spit, the airstation at the end of the spit, and other developments along the shoreline, are "non-water-oriented uses." The Plan should provide for long-term relocation of these and other non- water-oriented uses out of the shoreline environment(such as to the airport and industrial park). Similarly, the plan blames "tidal action, currents, or waves" (p. 82, #6) for shoreline erosion, when most bluff erosion is caused by groundwater(often diverted to the top of the bluff and not to the toe via a tight line). Tight lining pipes, particularly west of Ediz Hook, would be the most effective means to slow bluff erosion in those neighborhoods. (See, for example, the December 2020 landslide in Ocean View Cemetery, where two pipes are draining water directly —and not coincidentally —at the landslide site.) It is unreasonable to expect that"[New] structural shoreline stabilization measures shall not result in a net loss of shoreline ecological function." (p. 82, #6). The Plan properly identifies "non-structural stabilization measures [as] preferred over structural measures," (p. 81, b.1), but still contemplates new structural shoreline stablization measures (p. 82, #6). Let's not kid ourselves on what shoreline armoring does to beach habitat. Specific suggestion: Page 13, add a sentence to the end of c.1: "Non-water-oriented uses with direct shoreline access should be relocated out of the shoreline environment." Page 82, #6, shorten this entire paragraph down to "New structural shoreline stabilization is prohibited. The City should develop a fund to relocate at-risk structures away from the shoreline." 7. Update to reflect completed capital facilities Ediz Hook Road widening Page 19, Segment E, states "In the portion of this segment facing the Port Angeles Harbor, the City anticipates widening Ediz Hook Road to the south to facilitate trail improvements or public access." On-the-ground, it appears that this has been done (or if not, why do we need to widen the road Page 6 of 16 March 2, 2021 L - 8 further?), and therefore this sentence should be deleted (or modified to reflect that project's completion). Landfill shoreline stabilization Page 29, Segment A(western-most segment including the landfill), states "No new structures are allowed within this segment, except for shoreline stabilization structures necessary to protect existing utilities and address erosion at the closed municipal landfill site, in accordance with the provisions in Chapter 4." The City completed the shoreline segment, and thus most of this sentence can be removed. In addition, the city has the opportunity to provide public access to the beach in this segment at Dry Creek, Ocean View Cemetery, or both locations. Structures should be allowed if necessary to complete public access at either location. Specific suggestion: Strike all of this sentence and replace with "No new structures are allowed within this segment, except where necessary for public access at both Dry Creek and Ocean View Cemetery." sqa?rya?ant cdwgan ?assag10gt Page 67, #6.b, states "Develop a park on publicly owned portions of the Oak Street site, which will augement the downtown waterfront as a recreational resource of statewide importance." The City completed sUa2yd2ant cdwyan 2assag16yt, and thus this sentence can be removed. 8. Public Access Public access to the shoreline is already a major goal in the Plan. There are several areas where the City can articulate specific improvements to public access: 1. Page 19, Segment E, paragraph 3, only mentions the paved trail in the shoulder of Ediz Hook Road, but walkers also use an informal unpaved trail through the vegetated area between the Road and the harbor beach, as well as the beach. Ideally, pedestrians would also be able to use the strait beach. This paragraph should reflect the multiple pedestrian walking routes available on the spit. Specific suggestion: Replace Page 19, Segment E, Paragraph 3, with: "Public access in this segment provides several options for walking between Sail and Paddle Park to the east and Harborview Park to the west, via (1) a continuous pedestrian and bicycle lane on the south shoulder of Ediz Hook Road, (2) a primitive trail between Ediz Hook Road and the beach, (3) continuous beach access on the harbor shoreline, and (4) future continuous beach access on the strait shoreline." 2. Similar edit to Page 31, Segment D, paragraph 2. 3. Page 65, #8, add a sentence to clarify that"Failing to record a public access easement does not terminate the easement right." Page 7 of 16 March 2, 2021 L - 9 9. Clarify limits of flexibility in Segment O Page 26, Segment O, re 201nas (aka Rayonier site), states that"SMP provisions must be flexible to accommodate a wide array of possibilities . . . ... This paragraph needs to also clarify that despite this flexibility, the Chapter C "Shoreline Use and Modification Matrices" still control and limit the scope of flexibility for Segment O. Namely, solid waste disposal is a prohibited use in the entire shoreline (p. 41). Specific Suggestion: Add to the end of page 26, Segment O paragraph: "Further, the Shoreline Use and Modification Matrices in Chapter C of this Plan apply to limit the options for future use of Segment O." Also on page 91, c.5, add "or other permanent waste disposal" to "Sanitary landfills [or other permanent waste disposal is prohibited] in any shoreline jurisdiction." Just in case "sanitary landfill" isn't already descriptive enough. 10. Plan for sustainable infrastructure maintenance by changing Segment D from UC-R to UC-LI Segment D is the middle segment of Ediz Hook between the Tesoro fuel tanks and the communication tower. Ediz Hook is a natural sand spit formed from Elwha River sediment and bluff erosion between the Elwha River and the base of Ediz Hook. Maintaining infrastructure in this environment is not sustainable due to (1) natural sediment drift, (2) sea level risk, and (3) tsunami risk. Further, with the Elwha River dams removed, there is now natural sediment flow along the drift cell, which can recharge the sediment needs for Ediz Hook's outer shoreline without artificial replenishment. However, USGS researchers on the Elwha Delta have found that hard armoring along the shoreline inhibits natural sedimentation. Thus, we now have a stark choice: we can either continue to support an armored and immobile sand spit at increasing cost and risk, or begin planning for sustainable and resilient management of a natural sand spit through planned retreat and ecological restoration. The Urban Conservancy-Recreation (UC-R) Environment attempts to protect ecological function, but armored shorelines are simply not adequate to meeting those goals. UC-R management policies state (with emphasis added in intalics): 3. Water-dependent and water-enjoyment recreation facilities compatible with the protection of ecological functions, such as boating facilities, angling, wildlife viewing, trails and swimming beaches, are preferred uses, provided significant ecological impacts to the shoreline are avoided or mitigated. 4. During development and redevelopment, efforts forts should be taken to restore ecological functions. Specific suggestion: Page 8 of 16 March 2, 2021 L - 10 Move Segment D from UC-R to UC-LI. Remove the current sentence about anticipated widening of Ediz Hook Road (as this has probably already happened).Add a sentence "Begin planning for restoration of Ediz Hook through decommissioning infrastructure and ecological restoration, dependent on cooporative relocation of facilities located further east on Ediz Hook in Segment E." Page 66, b.2.d, strike "while recognizing the need for shoreline stabilization on the shoreline facing the Strait and the accommodation of preferred uses such as public access." The sentence already starts with "where feasible" and thus it implicitly incorporates the shoreline stabilization and public access goals. Further, public access to improved facilities like a road shoulder should not be used to justify shoreline armoring when the alternative public access without armoring— accessible beaches on both sides of Ediz Hook—would be an improvement for most recreational users and huge ecological benefit(cf. b.4.b). 11. Plan for sustainable infrastructure maintenance by changing Segment P from UC-R to UC-LI Segment P is the shoreline from Ennis Creek to the Morse Creek delta. It contains the waterfront trail, built on the armored shoreline legacy railroad grade, located between the rising sea and an eroding bluff.Almost annually, the trail is closed due to landslide or erosion. The City is coming to terms with the high cost of maintaining infrastructure in this precarious location. Most of our pedestrian and bicycle infrastructure expenses are sunk into this section of the waterfront trail. Long-term, this trail segment will continue to be expensive and frequently closed for maintenance. Meanwhile, an upland alternative route from Ennis Creek to Morse Creek would be possible with only a few property acquisitions and trail segment connections. Establishing an upland route through this neighborhood would also provide residents of the eastern UGA with better pedestrian and bicycle access into Port Angeles, by avoiding riding on Highway 101, which is currently the only reasonable route over Ennis and Lee Creeks. Connecting the Olympic Discovery Trail through such an overland route would create the opportunity to restore the beach between Ennis Creek and Morse Creek, providing almost 2.5 miles of likely forage fish spawning habitat, and an amazing beach access route within walking distance of the city center. Rather than losing public access, residents and visitors would be able to access a natural beach, and those requiring a paved trail would still have an option for getting from Morse Creek to Ennis Creek. Page 9 of 16 March 2, 2021 L - 11 4. During development and redevelopment, efforts forts should be taken to restore ecological functions. Specific Suggestion: Move Segment P (p. 34) from UC-R to UC-LI. Replace the sentence "The Olympic Discovery/Waterfront Trail must be maintained in this segment" with "Recognizing both the ecological and recreational value of natural beaches, as well as the frequent trail closures and increasing cost of maintaining an armored paved trail between a rising sea and eroding bluff, the City will work with the trail coalition, Clallam County, and affected property owners to establish an upland paved trail reroute for the Olympic Discovery Trail between the Ennis Creek and Morse Creek valleys, and facilitate ecological restoration and public access on the beach between Ennis Creek and Morse Creek. Until an upland trail is established, the City will maintain the Olympic Discovery Trail/Waterfront Trail to the best of its ability with minimal closures in its current location." 12. Address beach and bluff in current Segments B & F by segmenting beach and bluff into a new UC-LI. The Plan includes the entire beach, bluff, and upland, between Ocean View Cemetary to the west and the base of Ediz Hook to the east, as a single combined Segment B & F, which are currently classified as Shoreline Residential (SR) Environment(pp. 35-36). The Plan completely fails to discuss the failed armoring and industrial water line that are located on the beach in this Segment. To remedy this, the Plan should address the shoreline in Segments B & F as it does in the Segments east of downtown: by separating the residential areas and beach/bluff areas into different segments. Segments B & F can continue to be SR Environments, and a new segment should cover the land area of the beach and bluff in UC-LI Environment with the long-term plan of relocating the industrial water line out of the shoreline and removing the failed armoring in order to restore ecological function on this beach. The City's industrial water line should serve the industrial park near the airport, as well as the current industrial customer at the base of Ediz Hook. Extending industrial water to the industrial park would provide a utility amenity that could enhance manufacturing opportunities in the industrial park. This could be accomplished by: (1) diverting untreated water ahead of the water treatment plant and routing untreated (industrial) water through a new pipe to the industrial yard in collaboration with the Port(the line could run adjacent to the secondary runway at the airport with minimal impact on other utilities like streets); (2) then to serve the existing industrial water customer at the base of Ediz Hook, the industrial water line could run north down N Street(which is currently slated for repaving in the CFP), and then down the bluff under the planned bicycle path below Hill Street. Relocating the industrial water line in this way would create more opportunities for industries to use industrial water at the industrial park, while continuing to supply the industrial utility customer at the Page 10 of 16 March 2, 2021 L - 12 base of Ediz Hook. Critically, it would remove the need to armor about 1.5 miles of shoreline that could be restored to likely ideal forage fish spawning habitat. Specific suggestion: Keep Segments B & F for the residential land areas above the bluff, but add a new Segment for the bluff and beach in the area currently in Segments B & F. The new Segment should be UC-LI, with the long-term goal of restoring the shoreline by relocating the industrial water line and removing derelict beach armoring. 13. Relocating Segment E facilities and reclassifying Segment E as UC-LI Children in Port Angeles have many opportunities to learn about coastal geology at places like Salt Creek or on the Pacific Coast. One fun activity is to pile up sand in advance of an incoming tide.Add some cobbles on top of the sand pile and a child often thinks they have created an impenetrable castle, impervious to the oncoming onslaught of the waves. My sand castles would usually survive, at most, two or three waves before the sand supporting the entire structure moves, and the larger rocks come sliding down. This is the inevitable fate of building on sand subject to erosion by the constant movement of the sea. Ediz Hook is a natural sand spit created by sediment transport from the Elwha River and the bluffs between the Elwha River and the base of the spit. Its natural condition is similar to Dungeness Spit, although Dungeness Spit gets its sediment from the bluffs east of Morse Creek. But Ediz Hook's sediment source was cut off with the damming of the Elwha River beginning in the 1910s. By the mid- twentieth century the government sought to stabilize Ediz Hook with hard armoring rip-rap. But the sea never rests and continued to erode the sediment below the large boulders, requiring continuous beach "nourishment." At the time, we had very little understanding of the marine food web, the effects of greenhouse gas emissions ocean elevation, or the history of earthquakes and tsunamis off the Juan De Fuca plate. Thus, while armoring Ediz Hook to defend permanent facilities and infrastructure on the sand spit may have made sense at the time, it no longer makes sense today. First, permanent structures on Ediz Hook are not sustainable. The constant wave and tide forces on the spit continuously move sediment from west to east along the Elwha drift cell, and while the Elwha dams removal re-establishes Elwha river sediment, research suggests that the sand provided by the river(and bluff erosion) does not stay on heavily armored shorelines (possibly because the wave energy does not diminish on a rip-raped shoreline and thus bounces the sand off the shoreline). Thus, while there is now a renewed free source of sediment—the same source that built Ediz Hook in the first place —that sediment is not compatible with the armoring currently on Ediz Hook. Like a child's sandcastle at Salt Creek, it is simply not sustainable to attempt to create permanence on Ediz Hook. This risk is only going to be worsened by sea level rise, which has been provided since the last Plan comprehensive update. North Olympic Development Council, Climate Change Preparedness Plan for the North Page 11 of 16 March 2, 2021 L - 13 Olympic Peninsula (Sept. 2015), available at www.noprcd.org/climate-change-report, pages 70 ("The industrial waterfront, including Ediz Hook and the Nippon Paper Industries site will likely be affected by coastal flooding though not significantly until the latter half of the century.") Second, Ediz Hook is entirely in the tsunami hazard zone, and is entirely not a place to locate critical infrastructure. Third, we now understand much more about the ecological value of sandy beaches for the Salish Sea food web, as several forage fish species use sandy beaches as spawning habitat, and sandy beaches support nearshore eelgrass meadows. Committing to shoreline armoring rather than restoring sandy beaches is committing to the death of the Salish Sea ecosystem. Thus, rather than commit to continued permanent structure facilities on Ediz Hook by keeping Segment E as a High-Intensity Marine (HI-M) Environment, the Plan should begin directing toward the relocation of facilities off of Ediz Hook and the ecological restoration of this sand spit. Specific suggestion: Reclassify Segment E as UC-LI, and add to the Segment E description: "The Plan recognizes the unsustainability of permanent facilities on Ediz Hook and will work cooperatively with current facilities to relocate to the inner harbor or other locations in order to facilitiate decommissioning infrastructure and restoring the ecological functions of Ediz Hook as a natural sand spit." 14. Native vegetation Page 33, Segment K, includes "Non native plant materials may be used within landscaped portions of the park where special use requirements exist." Either this sentence should be removed for being unnecessary, or the special use requirements should be articulated. Page 73, #3, add optino for composting removed invasive plants in place rather than removal. Change the sentence "All removed plant material shall be taken away from the site and properly discarded." To: "All removed plant material must be either (1) taken away from the site and properly discarded, or(2) when feasible and appropriate, composted in place." 15. Make some optional regulations mandatory for consistency with goals Page 38, c.5 and c.6 should be "must" instead of "should": c.5 states "Shoreline uses and modifications should be designed and managed to prevent degradation of water quality and alteration of natural hydrographic conditions." Designing and managing "to prevent degradation of water quality and alteration of natural hydrographic conditions"is a requirement, not an option, if this policy is consistent with the overall goals of the Plan. Thus, replace "must" with "should" in this sentence. Page 12 of 16 March 2, 2021 L - 14 c.6 states "Development of underwater pipelines and cables below the OHWM should include adequate provisions to ensure against substantial damage to the environment." Similar, the development of underwater pipes and cables must"include adequate provisions to ensure against substantial damage to the environment." There are already weasel words ("adequate" and "substantial") in this policy to create flexibility, but the policy itself should not be optional. Thus, replace "must"with "should" in this sentence. Page 57, b.2, wetland buffers should be mandatory, not optional, thus change "should" to "must" in "Wetland buffers must be maintained between a wetland and any adjacent development to protect the functions and values of the wetland." Similarly, b.4 should be "must" not"should." Page 87, b.3, b.4, b.5, and b.6 should change from "should" to "must." These four policies should be mandatory, not optional. 16. Pesticide transparency Page 48, c.5, requires disclosure only of "the pesticide to be used and assurance that use of the chemical is approved for the intended use and that the chemicals are applied per department of Agriculture or Department of Ecology regulations." This isn't adequate because it does not include the quantity of pesticide used and "assurance" is not a legally significant word in this context. Replace this sentence with "the pesticide to be used and the amount to be used, warrant that use of the chemical is approved for the intended use and that the chemicals are applied per department of Agriculture or Department of Ecology regulations, and indemnify the City for any liability resulting from the pesticide use." 17. Free, Prior, and Informed Consent with LEKT, not just "consultation" Free, prior, and informed consent is a right of indigenous peoples to grant or withhold permission any project that may affect them or their territories. See, e.g., http://www.fao.org/indigenous-peoples/our- pillars/fpic/en/. The City should honor those rights in the Plan. "Consultation"is not"consent" because consultation only requires informing communities of new projects. Specific suggestion: Page 50, c.2, states that"Planning staff shall consult with the Lower Elwha Klallam Tribe on all shoreline projects with ground disturbing components."This sentence should be modified to say "The Shoreline Administrator must receive free, prior, and informed consent from the Lower Elwha Klallam Tribe for all shoreline projects with ground disturbing components." Page 51, #9, change "in consultation with the Lower Elwha Klallam Tribe" to "with the free, prior, and informed consent of the Lower Elwha Klallam Tribe" Page 13 of 16 March 2, 2021 L - 15 18. Prohibit net pen aquaculture Net pen aquaculture —regardless of whether the farmed species are native—threatens wild populations with disease and pollution.Aquaculture that requires importing food or applying pesticides to the water must be done in upland recirculating aquaculture systems. B. Stylistic edits These suggestions are not copy edits, in that they are not necessary errors, but they would improve the document's accessibility or update its language to contemporary standards. 1. Remove "his/her" On page 7, replace "the Director of Community and Economic Development or his/her designee" with "the Director of Community and Economic Development or the Director's designee" 2. Remove "shall" "Shall" is an unfortunately complicated and ambiguous word that shouldn't be used. In most of the Plan sentences that include "shall," it can be replaced with "must."Writers often use "shall" to mean "must," but courts have sometimes interpreted "shall" to not be a requirement. In other words, "shall" means "must or sometimes may."An unambiguous word should always be used instead of an ambiguous word.An example of the Plan using "must" instead of "shall" is at page 34, Segment N: "The Olympic Discovery/Waterfront Trail must be maintained in these segments." In some other sentences in the Plan, "shall" is used for unnecessary verbosity. For example, on pages 8 and 51, "shall be applicable" can be replaced with "apply." Or on page 56 "shall be required by" to "is required." In some sentences in the Plan, "shall" is used as part of a compound passive voice verb, and requires rearranging the sentence to remove. For example, the proposed added sentence on page 45 ("A City shoreline permit for disposal of dredged materials at open water disposal sites approved through the auspices of the Dredged Material Management Program (DMMP) shall not be required.") can be improved by bringing the noun and verb closer together: "The City does not require a shoreline permit for disposal of dredged materials at open water disposal sites approved through the auspices of the Dredged Material Management Program (DMMP)." Specific suggestion: Remove all "shall"s by Cntr+F for"shall" and replace with "must" unless "must" does not make sense in the sentence, in which case modify the sentence syntax to remove "shall." 3. Clarify "public" access Page 14, add "public" to "Such agreement shall ensure [public] access to and maintenance of the utilized area . . . ... Page 14 of 16 March 2, 2021 L - 16 Same clarification for page 15, Segment I. Same clarification for page 20, Segment J. 4. Remove "single-family" 2019 PAMC updates removed the adjective "single-family" from the city's residential zones. E.g., PAMC Chapter 17.10. This description should no longer be used in the Plan and the appropriate zoning descriptions should be used instead. E.g., pages 35, 42, 64 (at c.2.a), 81 (at c.3). 5. Rename "Rayonier site" to "Winas" ?i?inas is the Klallam word for Ennis Creek and the former village at the mouth of Ennis Creek. (See Montler at http:Hklallam.montler.net/WordList/PLACENAMES.htm). (It is pronounced like "e-Enus." although the Klallam alphabet is phonetic and a much better guide for pronunciation.)The Plan continues to refer to?i?inas as "Rayonier site," even though Rayonier abandoned the site in 1997. Prior to Rayonier, the site was a federal army spruce mill, and the Puget Sound Cooperative Colony. Naming the site ?i?inas as opposed to Rayonier site recognizes the long use of the site by the Klallam people, as well as the Klallam people's continued interest in good stewardship of the land at Ennis Creek. Specific suggestion: References to "Rayonier site" should be replaced with "?Ofnas." E.g, page 34, Segment P map description and map caption. 6. Vegetation Conservation Area table descriptions Page 35, d, the table column for"Vegetation Conservation Area" uses the sentence structure "50 feet landward from the top of the bluff" for Segments F, N, and P, but says "Marine bluff plus 50 feet landward from the edge of the bluff." It is hard to tell whether this is an intentional difference or just a different way of saying the same thing. In all Segments, the marine bluff should be part of the Vegetation Conservation Area, so if that is not the case in Segments F, N, and P, it needs to be added. Then there is the difference between "the edge of the bluff" (Segment B) and "the top of the bluff" (Segments F, N, and P). If "the edge" and "the top" are the same thing, then use the same words to describe them, otherwise the different words can be interpreted to imply an intent to mean something different. C. On Page 23 of the Gap Analysis there is a map. I am not entirely clear of its intended use, but the map shows the City Pier with a UC-R designation, while the SMP shows the City Pier as having an HI-MU designation. The inconsistency should be fixed. 2. In the discussion of the HI-MU designation, there is a reference to the"Landings Mall". This should be changed to "Port Angeles Wharf". 3. In the discussion of rebuilding a damaged Nonconforming Use, I would respectfully suggest the following changes. Without these changes,a minor fire within the Wharf will result in the building having to be torn down (with no opportunity for discretionary reversal of that outcome), due to the vast disconnect between actual construction costs and assessed values. If the Wharf were torn down, the underlying land would be practicably unusable and end up as blight in the middle of the City's renaissance-seeking waterfront. I imagine this issue affects other properties in similar ways, but it is the Wharf that I can most readily speak to of course. The most thorough and sound assessment of the bluff recession rate was peer-reviewed and published In the scholarlyjournaI of The Geological Society of America and Environmental Engineering Geologists, and was published In May 2015. It Is available on the county webslte at htlt'r//rl ill n nF l/I ill /f)IZ /ricrulnnls/I'iluffl ilx ll ill . The last comprehensive update of the Shoreline Master Program was In 2014,before the scientific article was published. Using the relationship between recession rate and structural setback that Is used In the Shoreline Master Program, and using the average recession rate of armored areas between 2001-2012 found on page 138 of that document, the structural setback should be 72 feet. That comes from"a marine bluff setback at least equal to the annual erosion rate times 75 years plus 20 feet,"found In Appendix C of the Shoreline Master Program. That number relies on several assumptions that could result In structures falling Into the Strait If the assumptions do not hold true over 75 years. It assumes that the recession rate for the next 75 years will be no greater than It was from 2001-2012 It assumes that every armored part of the bluff(2 miles of It)recedes at an Identical rate equal to the average armored recession rate from 2001-2012 It relies on the shoreline within the City Limits west of Ediz Hook remaining armored, despite wording in the municipal code(15.08,Chapter 4,B.8.c.1)that "Residential uses and development shall not be approved where shoreline stabilization measures, bluff walls,or bulkheading will be required to protect residential structures, lots or site areas.Residential uses and development shall be located and designed to avoid the need for structural shoreline stabilization and flood protection works for the life of the development." It Is written In such a way that a developer can challenge the existing 65 foot structural setback with sufficient evidence that 65 feet Is excessive, but David Parks and the panel of peer reviewers showed that 65 feet Is not enough,on average,to protect the life of a structure for 75 years. The existing 65'structural setback appears to be arbitrary, and If not entirely arbitrary,Is most likely not entirely thorough and based on obsolete Information. Furthermore, the bluff Is under Increased pressure even since 2012,and this will likely continue to get worse over the next 75 years. The entire area with upslope development between the ravine at N Street and 10th Street currently has water pouring out of the base of the bluff, bringing the fine sediment that holds the bluff together with It. This happens even In summer. While sea level rise and Its Impact on the bluff recession rate Is uncertain, there should be some accounting for that effect before risking the possibility of structures falling onto the beach. It Is likely that over the 75 year Ilfespan of a structure, the prioritization of healthy shorelines Increases. With this beach,Port Angeles has a potentially enormous tourist draw and possible ecological boon as a sand lance buffet to Chinook salmon returning to the Elwha River and In turn to Southern Resident Killer Whales, two species that are endangered,In part because of armored shorelines. Here are some pictures and some videos of the shoreline west of Ediz Hook, from this year as well as 1948,which was 72 years ago. hllp [uoulu I>e,/IiIFtV„Y,,ff,C;;,jl',c,>, huC1Luoulu n,,/vl Ilfllvlhla.;Ur;, -Sean Hallberg 606 Milwaukee Drive (360)461-4379 March 2, 2021 L - 26
