Call to Order 3:00p.m Mayor and Chair Kate Dexter called the meeting to order at 3:02 pm. B. Roll Call UAC Assigned Councilmembers Present: Mayor and Chair Kate Dexter, Councilmember Brendan Meyer, Councilmember Lindsey Schromen-Wawrin UAC Members Present: Vice Chair William Atkinson (3:15pm), Mattias Jarvegren, UAC Members Absent: Raj Jethwa and Laura Dodd Staff Present: Thomas Hunter, Gregg King, Jonathan Boehme, William Bloor, Chris Cowgill, Kari Martinez-Bailey, Marian Bodart, Mary Sue French, Diana Bagwell, Michelle Hale Others Present: None IL Approval of Minutes Lindsey Schromen-Wawrin moved to approve the January 12, 2021 minutes. Mattias Jarvegren seconded the motion. Chair Kate Dexter asked if there was unanimous consent, hearing no opposition, the motion carried 4-0 W. Public Comment: None - The public is invited to provide written comments via e-mail prior to the meeting, call-in and via Webex. IV. `Hot' Items: A. Open Citizen-At-Large Position Gregg King, Power Resources Manager, reported there is an open member at large position in the Utility Advisory Committee. Currently there are no applicants. The City will continue to advertise the position until there are applicants to bring to the UAC. Mayor Dexter requested UAC members spread the word to anyone who may be interested. B. Infrastructure Resilience Thomas Hunter, Director of Public Works & Utilities discussed infrastructure and infrastructure resiliency. Thomas spoke of some of the water issues that occurred in our A industry especially in the southern United States following the recent extreme cold weather. He discussed lessons to be learned from this event, the long term impacts, and the recovery process. Thomas provided members a brief overview of the City of Port Angeles' status and methods of achieving resiliency through operations and capital efforts and source driven planning documents. V. Contracts and Budgets: None Vl. Legislative Issues: A. Per- and Polyfluoroalkyl Substances (PFAS) Thomas Hunter, Director of Public Works & Utilities defined PFAS contaminants and how they are relative to Washington Department of Health (DOH), Department of Ecology (DOE), and Environmental Protection Agency (EPA). He explained how PFAS is a group of manmade chemicals that are showing up in drinking water, wastewater, and stormwater. An example of PFAS contamination is firefighting foam. Thomas stated there are very aggressive rule making mandates from EPA to get in front of PFAS. He reviewed the Washington DOH objectives, draft State Action Levels, and the rulemaking timeline. Fall of 2021 is the expected date for the final rule public hearing, with Utilities to begin initial sampling in 2023. B. Public Records, Open Public Meetings and Ethics Training A Chris Cowgill, Assistant City Attorney, and Kari Martinez-Bailey, City Clerk provided annual training to UAC members to cover Ethics, the Open Public Meetings Act, and the Public Records Act.
