Bill Atkinson moved to approve the February 11, 2020 minutes. Lindsey Schromen-Wawrin
seconded the motion. Motion carried 5-0.

V. Contracts and Budgets:
A. Capital Facilities Plan 2019-2024
Director of Public Works, Thomas Hunter, provided an overview of the Public Works capital
projects for the Capital Facilities Plan 2019-2024. Thomas reviewed upcoming changes and
funding for the Electric, Water, Wastewater, Solid Waste, and Stormwater Division's projects-,

A. Electric Vehicle Charging Station Grant PO
Power Resources Manager, Gregg King announced the City of Port Angeles has been
awarded grant monies from the Department of Ecology to install electric vehicle charging
stations in the City. Gregg talked about the grant proposal and award, providing the pros and
cons of the electric vehicle infrastructure. Estimated cost to install three dual-headed
charging stations located in the City Hall parking lot would be $48,000 with $28,000 from the
grant and $19,200 from City matching funds. Discussion was held.
Lindsey Schromen-Wawrin moved to forward a favorable recommendation to City
Council to accept the Department of Ecology grant AQVWEVWP-1921-PoAnPW-00031,
and to utilize electric reserves not to exceed $19,200. Seconded by Mattias Jarvegren.
Motion carried 6-0
H. Legislative Issues:
A. Clean Energy Transformation Act (CETA)
Power Resources Manager, Gregg King presented an introductory review of the Clean
Energy Transformation Act passed by the Washington State Legislature and signed by
Governor Inslee in July 2019. CETA requires all electric utilities to phase out greenhouse
gas emitting electric generation, both purchased and generated, used in Washington State.
Gregg reviewed the yearly requirements for implementation of CETA and mentioned this is
currently in the rule-making process to determine what CETA requires of electric utilities.
III. Calendar of Actions & Meetings
Director of Public Works, Thomas Hunter reviewed upcoming UAC meeting action items and
dates. Thomas reminded committee members there will not be an April meeting, noting the
next meeting is scheduled for May 12, 2020. Kate Dexter mentioned May 12t" is also the
Jurassic Parliament training at 5:OOpm. Kate Dexter also brought up the possibility of having
a June meeting for the COSA action item.

Morse Creek Decommissioning
• On August 18, 2015 the City Council declared the Morse Creek
Hydrogenation Project surplus due to the project requiring
expensive repairs and being uneconomical to operate.
• In 2016 the City started the process of decommissioning the project
by removing the project from Bonneville Power Administration's
(BPA's) list of resources.
• In 2019 the Federal Energy Regulatory Commission gave final
approval for Port Angeles to surrender its hydrogeneration license.

Morse Creek Decommissioning
One year later, decommissioning Morse Creek continues to make
sense:
• When running, the project generated a very limited percentage of
the City's load (between 0.5% - 1%) .
• Morse Creek cannot compete cost-wise with either BPA or the
open market power prices.
• The City's power provider, BPA, is already 98% carbon free.
• The Morse Creek project is almost 40 years old with increasing
maintenance costs.
• There are other `green' economic opportunities the City continues _
to explore including electric vehicle charging stations and
community solar.

Morse Creek Decommissioning
The City is now ready to complete the decommissioning process,
including removal and disposal of hydrogeneration equipment,
abandon select Morse Creek easements, and potential sale of
property.
