SECTION 1 - BEFORE YOU BEGIN

The procedures outlined in this manual are intended to provide requirenlents
fQf proper installation in cUInpliance with the Federal M'anufactured Home
Construction and Safety Act of 1994 for filanqfactured Ilomes. Terms used
in this manual are those as defin~d in NCSBCS A225.1, Manufactured
Home Installations, which is hereby incorporated by reference. In case of
discrepancies, the Palm Harbor Manual shall preynil. This Inanual shan not
be construed as relieving the installer of responsibility for compliance with
State and/or local ordinances, codes and Iegulations established hy the
authorities having jurisdiction.
Site preparation is the fundamental
key to a successful installation and is
typically a Homeowner responsibility.
The major cunsiderations ore soil
stability, moisture control and utility
lU\:Htions.
. FROST REAVE: Special consideration
must be given in cold climate areaS
where frost heave can be a problem.
Frost heave can oeem when m.olsture in
the soil freezes below the footing,
causing the piers that support lhc home
to rise and result in serious damage to
the home.
Controlling the aroOWlt of moisture in
the soil clul reduce risk of frost heave.
Soil type, grading and drainage, ground
vapor retarder. skirting, craw Ispace
ventilation, heat loss through the floor
and the apparent water table depth can
all affect tile amount of moi~LU.1'C
available that can freeze.
Local 'buildi.ng officials or the authority
having jurisdiction may require footings
to be plo.ced or poured helow the frost
line. If footings are not placed or poured
on fi:rm, undisturbed soil or compacted
fill below the frost line, frequent pier and
anchorin~ device adjustment may be
required during the year.
SOIL CONSIDERATION: Befort:: a

test data from soil analysis reports so he
will know if hl~ foundation design will
support the strllcture(s) and sustain,
within allowable stresS and settlement
limitations, all applicable design loads.
The bearing capacity for the soil at your
home site must be knoWll to determine
the correct relationship between footing
size and pier spacillg.
A conunon method, for determining the
bearing capacity of soil relies on
selecting vllllles from tables of allowable
or presumptive bearing capacities given
in local building codes. Such t.ables are
commonly obtained from the local
authQrity having jurisdiction or local
geographical surveys, huwever) the exact
"type" of soil must be known. hl general,
the local office of the Soil Conservation
Service {SCS) will have information
o.vaila.ble at no cost. You may also use a
. "pocket penetrollleter"; such as model
424-050, available through:

The City of Allen
B~ilding inspections Dept.
Upon reviewing the single-family residential plans submitted for permit, the
following are some of the items that will need to be taken in to consideration.
1- All bottom plates secured to slab must be of treated material and anchored every 6'-0"(4'-0" if
using nail set) and each side of any openings. Plumbing Wet walls are to be nominal thickness of 6"
min. .
2- Masonry shall not be supported with wood unless engineering design is submitted with plans see
details on this requirement. 75% masonry product on exterior required.
3- Stairs and landings must be a min. of 36" finished width, not including any dimensions of
handrails, railings, half walls, stairs, knurl post, and balusters must meet the 2000 IRC, see handout
with updates regarding to the 2000 residential code.
4- Bath area must have ventilation as per code (if a door is installed at the water closet room an
additional vent is required in the bath/shower area to provide adequate ventilation as per code.
5- All outlet above counter or located near sink, to be (GFI). All exterior outlets must be water- proof
& GFI. All outlets in garage must be GFI. Outlet spacing on walls as per section 210 of the 99 NEC.
6- Approved moisture resistant backing is required in showerlbath and w/c area. 5/8" type "X"
sheets rock in the usable space under stairs is required.
7- Gas fuel water heaters are required to have combustible air as per the 2000 IPC and 2000 IMC.
And shall not be located with in any sleeping area, pop off valve to be directed to the exterior and 90
degree turn downward 6" above finish grade. .
8- Smoke detectors shall be in accordance with section RJ17 ofthe 2000 IRC
9- "Braced wall lines" are required (section 602.10.3) if methods listed in this section cannot be met
and the prescriptive method in "ALTERNATE BRACED WALL PANEL" cannot be met
(sec.R602.10.6) Engineered drawings are required at the time of submittal.
10- Safety glazed tempered glass required within 24" of any doorway edge, and in and around the
tub/shower area, as per IRC Sec RJ08.
11- All spans / Rafter, floor and ceiling joists, attic, storage area's must meet 2000 IRe span charts
L= 240 (see handout)
12- an approved sprinkler system is required, if the square feet of the structure exceed 5,999 S.F.
13- A third party certified "Energy code inspector",is required to inspect the structure and supply
the City of Allen with appropriate forms that the structure is in compliance with state law.
This letter is not intended to cover all items required by the City of Allen, but is to serve as a guide to
help you understand frequently asked questions, "ALL WORK IS SUBJECT TO FIELD
APPROVAL"
SECTION 3 - BLOCKING AND LEVELING PROCEOURE
GENERAL NOTES AND TABLES
STEP 1. ConfIrm the home is
SUllcturally designed for the
geographical area for which the home is
to be installed by examining the
:stJ. ul;t\1fal design maps shown on the
Data Plate located inside the home.
Use the "Design Roof Load Zone Map"
and the "Design Wind Zone Map"
shown in SECTION 1 to determine the
zone (South. Middle or North) where the
home is to be installed. Use Table 1 for
the Roof Load Zone to detemrine if
perimeter blocking is required. Some
homes, . constructed with an optional
structural package. mAY not requiTe
perimeter bloclclng and will be indicated
as such on the Data Plate. Where greater
roof live loads (snoW loads) have been
derermined to eJdst in localized areas by
the authority having jurisdiction through
surveys or experience, such roof live
loads shall apply and perimeter blocking
may be required. See pier plan and/or
DATA plate. for design IOl:1d of the home.
Likewise, a home designed for higher
roof loads may be installed in a lower
roof zone.
Example, a home designed for 30 PSF
root llve load (obtained from me Data
Plate) may be installed iri the South
Zone requiring only 20 PSF roof live
load. The rows designated "South" in
Tahle 1 may then be used to deternrine
pier spacing and if perimeter blocking is
required.
STEP 2. H'it was determined in Step 1
that perimeter blocking IS NOT
required for the installation, use Table 1.
Locate the roW's that correspond to the
zone for which the home is to be
installed (SoUth, Middle or North).
Select the row with the soil bearing
equal to or lower then the bearing
capacity esta.blished earlier.
Jf it wa~ determined in Step 1 that
perimeter blocking IS required for the
insmllation, use Table 2. locate the rowS
that conespond to the zone for which the
home is to be installed (South, Middle or
North). Select the row with the sui!
bearing equal to or lower then the
bcarinb capacity established earlier,
STEP 3. Usine Table 1 or Table 2
detennined in Step 2, locate the
column(s) that correspond to the width
of each section and the footer size
selected.
STEP 4. At the intersection of the
columns and raWS determined in Steps 2
and 3 ascertain the required pier spacing
to be placed :'It the I-Beams of each
section. Spacing of the piers is
measured from center to center.
STEP 5. Determine the type of pier to
be used based on the "AVERAGE"
height of the piers installed. Refer to the
"Typical Pier Design" Section.
"A VERAGE' means piers installed in at
least 75% of the over-itll len~th of the
unit, must not be less than 12 " height
(See Section 2 for detail).
Note: Table 1 and Table 2 are based on lypical16x16x4 footing pads. When other types 01' size of pads
at'c used, refer to Table 1.1 , f01" I-Beam piers only, or Table 2.1, for perimetef piers. These tables list
rniniroum pier design loads for various floor widths wben space4 4,1) or at\: on center. The t.:l:1p.adty of the

b) Going down the column find a load which is equal to or less than the pad capacity of 1800 LBS.
make sure to line up with the appropriate toof load (20 or 'South' zone).
c) From the table, read maximum spacing for I-Beam. piers. Load at 8' -0" pier spacing is 2115Lbs,

STEP 1. Remove the plastic used to
close up the home. From the Shipping
~upports, remove any gussets that may
be applied over the perimeter joist. VA
not remove the support itself.
STEP 2. position the heavi~ section of,
the home in ilio desired location.
Carefully bring the lighter section as
close as possible to the heavy section.
'We strongly recoIDIDend that the
installer use a m~hanical roller
system specifically' engineered for
pUlnufactured homes to help facilitate
the safe moving or the sections dua-hlg
set up.
STEP, 3. Use the hitch jack to obtain
approximate leveling of the heavy
section of the home, placing pier
supports under the main I-Beams no
more than 24" from the front crosS
member (measured from the c;:enter of
the pier to the outside t:uge of the front
cross member). Use a lx6 or 2x6
bclwecn the I-Betun and the concrete cap
to prevent cracking of the blocks or cap
(see pier dP-tails).
STEP 4. Jack up one side of the heavy
sectiOll in the axle area with at least one
jack in front of the axles and ~other
jack behind the axles_ position the
additional jacks along that I-Beam to
distribute tht: load of the hom~.

To prevent crippling of the I-beam web
and help distribute the load, use steel
channels or angles (see example).
Carefully operate all jacks

slightly higher than the desired
elevation. Place pier supports in front qf
and behind the axles. If tht: spacing of
these piers exceeded the requlrec1
spacing indicated in Table 1 or 2, add a

Removal of one or more axles may be

requirements. Do not install piers under
axles OT at spring hanger locations.
STEP 5. Repeat STEP 4 on the other 1-
bealu of this section.
STEP 6. Place the rcauaining supports
under the main I-BelU11S maintaining

previously determined. Also, ensure that
the, cente:rline of the rear pier supports
are located within 24.t of the rear of the

cap at the top of each pier should be
within 2" of the main I-Bearn or
perimeter joist. Use combinations of 2",
'4" and 8" blocks to achieve this
condition. Using a water level, adjust the
level of the tloor by shimming between
the concrete pier cap and the main
I-Beams wil'h 1:)(n amI/or 2xo wood
plate(s) and/or wedge.shaped wood
shims if necessary . Wood shillls must be
at least 4" wide and 6" long and cannot
exceed 1'/ in thickness. Shims must be
dri yen tight perpendicular to the
I.Beams (see also typical pier details).
This shimming method may also be used
for perimeter piers.

STEP 8. Install the piers required under
the center beam columns to support the
roof load of the home. These column
locations, loads and footings sizes wen~
determined in me beginning of this
section. If you identified these locations
On the bottom of the interior. perimeter
joists with paint or chalk as
recommended in that step, then place the
appropriate piers at the corresponding
column locations. Again. the solid
concrete cap at the top of each column~
supporting pier should be within 2" of
the interior perimeter joiSL. Use
combinations of ~", 4" and 8" blocks and
concrete caps to achieve this condition_
Shim between the concrete cap and the
perimeter joist with lx6 and/or 2x6
wood plate(s) and/or wedge-shaped
wood shims if necessary. Wood shims
must be at least 4" wide and 6" long and
cannot exceed 1" in thickness. Shims
must be driven. tight and perpendicular to
the perimeter joist_ Total thickness of the
combined plates and shiII1~ shuuhl aot
exceed 3 1/4 inches. At all points along

STEP 9. To limit air infiltration. a
continuous gasket was installed at the
factory. Before the sections are joined,
carefully check tor any voids that ~y
exist in the gasket. It is important to
l"epair these voids BEFORE 'the units are
connected together as those areas may
become ina.c:c:essib h~ after the sections
are joined. Failure to repair will result in
excessive air infiltration and possible
condensation. To repair or replace
nussing gasket. use caulking. foam tape
or spray or other suitable maleril:llS.
STEP 10. Using a mechaniC:ll ro1,ler
system, slowly lnove the t100r of the
lighter section to meet the heavier
section and align all walls and floors.
Using the procedures described in Steps
4 through 7, block and level the light
section of the home. Floors. ceilings and
walls shoUld meet along the:; entire
marriage line. Once again, all co~tact

anchoring system, designed to transfer the design wind loads from the home to
ground andlurs- These anchoring devices iu'e not provided by Palm Harbor
Homes. Companies such as Tie Down Engineering, Inc., or Minute Matt AnchQrs~
Inc. as well as other comparable c:ompanies may be contacted to obtain approved
anchoring equipment_ To locate the nearest supplier of Tie Down Engineering, call
