CALL TO ORDER:
Board Secretary Catherine Dewey called the regular meeting of the Public Safety Advisory Board to order
at 6:02 p.m.
ROLL CALL:
Members Present: Evan Brown, Kathleen Graf, Kelsey Lane, Shana Scott, Viola Ware
Staff Present: Ken Dubuc, Fire Chief, Brian Smith, Police Chief, Catherine Dewey, Secretary
Board Secretary announced the resignation of Board Chairman Lourene O'Brien and Vice Chairman Alan
Oman. She also announced that Kiara Schmitt's term as High School Representative had ended 02/28/2021.
Nomination of Board Chairman: Catherine explained that the Board could move forward with voting to fill
the Board Chairman this evening or they could also decide to fill the seat with a temporary Board Chairman
at this time. A motion was made my Shana Scott to vote for a temporary Chairman and Kelsey Lane
seconded the motion, the motion passed unanimously. Catherine called for nominations to fill the position,
conversation ensued and both Evan Brown and Shana Scott were nominated. Evan Brown made a motion
that Shana Scott be elected temporary Chairman and a second was made by Kathleen Graf and the motion
passed unanimously.
REVIEW AND APPROVAL OF THE MINUTES:
Evan made note of a correction for the 02/17/2021 to the last nomination recorded, correction made. A
motion was made by Evan Brown to approve the February meeting minutes as corrected, a second was
made by Kelsey Lane and the motion passed unanimously.
OLD BUSINESS:
Board Member Terms as provided by City Council was provided in the packet for review.
Vote and Recommendation to City Council for Student Representative Position: Considering three students:
Jesse Driese, Sophia Miller and Octavia Smith. Shana Scott opened the floor to nominations for Student
Representative. Kathleen Graf made a motion to nominate Jesse Driese and Evan Brown, a second was
made by Evan Brown. The temporary Chairman called for a vote, Evan Brown, Kathleen Graff and Kelsey
Lane all voted in favor and a majority vote was made at 3 votes in favor.
Vote and Recommendation to City Council for Business Owners or managers of businesses located within
the City of Port Angeles: Considering five applicants: Susan Hillgren, Karen Rogers, Beth Sandoval,
Andrew Schwab and Lori Ward. Shana Scott opened the floor for nominations and or discussion, Kathleen
Graf nominated Karen Rogers, a second was made by Evan Brown at this time Viola Ware made a point of
discussion regarding the applications, she noticed that not all applicants have completed the supplemental
questionnaire and it would be hard to move forward with voting without having that additional information
from each applicant, conversation ensued. Viola Ware made a motion that we get the supplemental
questionnaire from each applicant, a second was made by Kelsey lane and the voting was tabled until the
April meeting.
Port Angeles Police Department Report:
Sergeant Corey Malone is now the new Detective Sergeant and they are working on promotional testing for
Corporal and Sergeant positions now. Officer Swift Sanchez is the new School Resource Officer at the
Middle Schools. PD is leading the Council work session on the topic of the REdisCOVERY partnership
with Olympic Community Clinic. Chief also noted that Council approved the city-wide work plan which
includes PD PENCOM/JEFCOM regionalization and merging the CAD systems as well as the ongoing
EOC project. The Code Compliance program is still getting off it's feet. The Reserve training is a 280-hour
program that assists in training code compliance officers and recruits. A joint agency mass shooting drill is
in the works now. Evan Brown also suggested that the speed trailer be brought down to the skating rink,
Chief thanked him for the suggestion.
Port Angeles Fire Department Report:
Chief Dubuc announced that the Fire Department now has a second Community Paramedic, Brian Gerdes.
A third Community Paramedic position has been funded and the department is looking to fill that position.
Assistant Chief Keith Bogues has announced his retirement so we will be doing a nation-wide search and
holding interviews in May. Fire has recently filled 2 positions, Catherine Zinkl and Cameron Kauten.
Three EMT's will be going to Boston to complete their Paramedic program in July.

Kelsey Lane— Suggested that the Board begins with a land acknowledgement, Catherine has forwarded the
request on to the City Clerk to see what needs to be done to have it added to the Agenda.
Viola Ware- spoke to the partnerships between PD, REdisCOVERY and the Community Paramedic
Program and how well those services have worked together to get the community the help that they need.

ADJOURNMENT:
Temporary Chairman Scott adjourned the meeting at 6:58 p.m.
