Subject: Viking Sew and Vac Canopy Overhang Repair
To avoid potential design load increases on existing portions of the
building than created by the existing construction, some minor modifications are
required on the original proposed drawing. The overhang beyond the existing
overhanging roof purlins should be eliminated. The height of the new canopy
roof wall should be limited to 3 feet above the existing roof to match the existing
parapet height.
The new rafters can be 2 x 4 DF #2 spaced as far as 2' on center but
should match and be placed over the existing roof purlins unless more
information regarding existing construction details (and possible supplemen-
tation) is obtained during this project that would allow justification of non-
alignment. The vertical wall studs should be 2 x 4 DF #3 or stud grade, again in
alignment with the new rafters and existing purlins. The wall itself should be in
alignment with the front wall below. Wind uplift connections from the new rafters
to the new stud wall can be with Simpson H2 Hurricane Ties if the rafters are
notched no more than 5/8" to provide 1" bearing on the inside face of the top
plate. A Simpson VPA2 could be provided to avoid notching the 2 x 4 rafter but
the H2 would still be required to provide sufficient wind uplift resistance for the
rafters 12' from each end of the roof overhang with our unjustified 100 mph
design wind speed.
The anchorage for the base of the studs to the existing (2 x 12:t) roof
purlins could also be made with an H2 strap requiring penetration of the roof
sheathing. Alternatively a Simpson H4 could be installed at each face of the
bottom plate to the stud and after (2) 30d box nails are installed from the bottom
plate to the existing purlin through the existing roof sheathing sloped slightly
inward from the top corner (each edge) of the bottom plate to avoid cross grain
bending. These nails require a minimum of 3 Y2-inch penetration into the existing
purlins and should have 1/8" lead holes drilled through the bottom plate and
existing sheathing to allow proper alignment with the center of the existing purlin
and to reduce the tendency of the nails to buckle. Although screws have more

withdrawal capacity, they cause some fiber damage which would at the tension
face of the existing purlins at their highest stress point for the cantilevered
overhang.
At the outside edge a 2 x 4 OF #3 plate should be nailed to the roof
sheathing and the new 2 x 4 rafter connected to the existing rim joist with an H8
with just (4) 8d to each member, provided that at least (5) 16d sinkers are nailed
from the rim to the ends of the purlins. Alternatively the same 30d nailed
connection with a pair of Simpson H4s can be used on the rafter as specified for
the stud at the interior end.
All other nailing not specified should be per Table 2304.9.1 IBC, such as
the bottom plates to the existing sheathing. The bottom plate splices should be
between purlins and studs rather than at their centers as typical.
The canopy roof repair and modification will not increase the stress on the
existing structure within the guidelines specified in Section 3403 and the
specified connections will resist contributory uplift wind loads from the new
construction per 2003 IBC. No review has been made of any portion of the
existing building to meet current or previous code requirements.

Building Official can extend the time for action by the applicant up to 180 days upon written request by the applicant (see Section 107.4 of
the Uniform Building Code, current edition). No application can be extended more than once.

On or about March 3, 2004 a building permit application was submitted to the
building Dept. of the City of Port Angeles by Lane Wotley owner of 713 - 717 East
151 Street in Port Angeles.
The application submitted showed Renovate Inc. as the contractor who was to perform
work at the above address. The contractor license was verified and permit was issued
to Lane W otley.
Before permit was filed, I the permit tech., called Renovate Inc. to verify the
contractor name. The contractor name seemed different from permits that have been
issued in the past, and was just checking to be sure I was using the correct name.
When discussing the situation ofthe contractor name change, the secretary told me she
was not aware that Renovate Inc. was working on this project. She indicated that they
had bid on the project 3 to 4 months earlier but their price was to high.
Copies of the permit and application were given to Renovate Inc., and told me they
would get back to me.

As permit technician for the City of Port Angeles, I was instructed by the Building
Official Lou Haehnlen that work being done on a Commercial building is required to
be performed by a licensed contractor.
Since the contractor issues that have come up with this project, myself and the
building inspector Jim Lierly have reviewed City policy and the State RCW
requirements for owners of commercial buildings. It is are findings that employee's
ofthe owner of commercial building can perform alterations and repairs and does not
require contractor license. See attached RCW 18.27.090 (13)
With this in mind we will allow employee's of owners of commercial buildings to
perform this work, provided that the owner of the building submit a letter as follows;
The letter must acknowledge a list of employee's under there hire and length of time
employed, and also acknowledge that the owner will assume all liabilities of the
work/workmanship of those employee's performing the work.

Exemptions.
The registration provisions of this chapter do not apply to:
(1) An authorized representative of the United States government,
the state of Washington, or any incorporated city, town, county,
township, irrigation district, reclamation district, or other municipal or
political corporation or subdivision of this state;
(2) Officers of a court when they are acting within the scope of
their office;
(3) Public utilities operating under the regulations of the utilities
and transportation commission in construction, maintenance, or
development work incidental to their own business;
(4) Any construction, repair, or operation incidental to the
discovering or producing of petroleum or gas, or the drilling, testing,
abandoning, or other operation of any petroleum or gas well or any
surface or underground mine or mineral deposit when performed by
an owner or lessee;
(5) The sale or installation of any finished products, materials, or
articles of merchandise that are not actually fabricated into and do not
become a permanent fixed part of a structure;
(6) Any construction, alteration, improvement, or repair of personal
property performed by the registered or legal owner, or by a
mobile/manufactured home retail dealer or manufacturer licensed
under chapter 46JO RCW who shall warranty service and repairs
under chapter 46.70 RCW;
(7) Any construction, alteration, improvement, or repair carried on
within the limits and boundaries of any site or reservation under the
legal jurisdiction of the federal government;
(8) Any person who only furnished materials, supplies, or
equipment without fabricating them into, or consuming them in the

performance of, the work of the contractor;
(9) Any work or operation on one undertaking or project by one or
more contracts, the aggregate contract price of which for labor and
materials and all other items is less than five hundred dollars, such
work or operations being considered as of a casual, minor, or
inconsequential nature. The exemption prescribed in this subsection
does not apply in any instance wherein the work or construction is
only a part of a larger or major operation, whether undertaken by the
same or a different contractor, or in which a division of the operation
is made into contracts of amounts less than five hundred dollars for
the purpose of evasion of this chapter or otherwise. The exemption
prescribed in this subsection does not apply to a person who
advertises or puts out any sign or card or other device which might
indicate to the public that he or she is a contractor, or that he or she
is qualified to engage in the business of contractor;
(10) Any construction or operation incidental to the construction
and repair of irrigation and drainage ditches of regularly constituted
irrigation districts or reclamation districts; or to farming, dairying,
agriculture, viticulture, horticulture, or stock or poultry raising; or to
clearing or other work upon land in rural districts for fire prevention
purposes; except when any of the above work is performed by a
registered contractor;
(11) An owner who contracts for a project with a registered
contractor, except that this exemption shall not deprive the owner of
the protections of this chapter against registered and unregistered
contractors;
(12) Any person working on his or her own property, whether
occupied by him or her or not, and any person working on his or her
personal residence, whether owned by him or her or not but this
exemption shall not apply to any person otherwise covered by this
chapter who constructs an improvement on his or her own property
with the intention and for the purpose of selling the improved
property;
(13) Owners of commercial properties who use their own
employees to do maintenance, repair, and alteration work in or upon
their own properties;
(14) A licensed architect or civil or professional engineer acting
solely in his or her professional capacity, an electrician licensed
under the laws of the state of Washington, or a plumber licensed
under the laws of the state of Washington or licensed by a political
subdivision of the state of Washington while operating within the
boundaries of such political subdivision. The exemption provided in
this subsection is applicable only when the licensee is operating
within the scope of his or her license;

(15) Any person who engages in the activities herein regulated as
an employee of a registered contractor with wages as his or her sole
compensation or as an employee with wages as his or her sole
compensation;
(16) Contractors on highway projects who have been prequalified
as required by RCW 1Z'z.a,QZQ, with the department of transportation
to perform highway construction, reconstruction, or maintenance
work;
(17) A mobile/manufactured home dealer or manufacturer who
subcontracts the installation, set-up, or repair work to actively
registered contractors. This exemption only applies to the installation,
set-up, or repair of the mobile/manufactured homes that were
manufactured or sold by the mobile/manufactured home dealer or
manufacturer;
(18) An entity who holds a valid electrical contractor's license
under chapter 19,ZJ3 RCW that employs a certified journeyman
electrician, a certified residential specialty electrician, or an electrical
trainee meeting the requirements of chapter 19.28 RCW to perform
plumbing work that is incidentally, directly, and immediately
appropriate to the Iike-in-kind replacement of a household appliance
or other small household utilization equipment that requires limited
electric power and limited waste and/or water connections. An
electrical trainee must be supervised by a certified electrician while
performing plumbing work.

We have checked this plan and find that it conforms to the requirements of our codes and
ordinances, with the following comments:
1) A UL listed COMMERCIAL fire alarm control panel is required for this system.
2) If this system is monitored by an off-site central station monitoring company, then the
building must be equipped with a KNOX locking keybox.
Contact the Fire Department at 417-4653 for a KNOX order form and for mounting location
information.
The following comments apply to all systems:
1. All systems shall be installed per NFP A 72.
2. A final field acceptance test will be conducted before final approval. The field
acceptance test will be a test of ALL system components.
NOTE: Prior to the issuance of a Certificate of Occupancy, compliance with the above
conditions must be met.

We have checked this plan and find that it conforms to the requirements of our codes and
ordinances, with the following comments:
I) A UL listed COMMERCIAL fire alann control panel is required for this system.
2) If this system is monitored by an off-site central station monitoring company, then the
building must be equipped with a KNOX locking keybox.
Contact the Fire Department at 417-4653 for a KNOX order form and for mounting location
information.
The following comments apply to all systems:
I. All systems shall be installed per NFP A 72.
2. A final field acceptance test will be conducted before final approval. The field
acceptance test will be a test of ALL system components.
NOTE: Prior to the issuance of a Certificate of Occupancy, compliance with the above
conditions must be met.
