PORT ANGELES PARKS, RECREATION & BEAUTIFICATION COMMISSION MEETING Port Angeles, Washington September 16, 2021
CALL TO ORDER – REGULAR MEETING: Commissioner Collins called the meeting to order at 6:06 p.m.
ROLL CALL: Members Present: Commissioners Harp, Milburn, Cripe, Hodgson, Collins, Forrest and McGuire.
Members Absent: None.
Staff Present: Director Delikat, Senior Center Manager Bright & Secretary Straits.
APPROVAL OF THE MINUTES: Commissioner Harp moved to approve the May 20, 2021 and July 15, 2021 minutes. Commissioner
Forrest seconded the motion. The motion passed unanimously.
LATE ITEMS: None.
PUBLIC COMMENT: None.
FINANCE & PACKET ITEMS: Director Delikat reviewed the current Revenues and Expenditures Report.
LEGISLATION: None.
GUEST SPEAKERS: None.
DIRECTOR’S REPORT:
1. Departmental Updates a) 2022 Budget & Staff Updates: Director Delikat provided the Commission with an update on the 2022 budget, including
four budget supplementals submissions for a new part-time position, a fourth “chain gang” for the clean-up of City-
owned property, a City-owned property Security Team, and a lease of an athletic field painter called “Turf Tank.”
b) Generation II Dream Playground: The Dream Playground project is almost complete. Staff is in the process of spreading
soil around the construction area. Following, Rainbow Sweepers, Inc. will donate time and materials to hydro-seed
these areas. These actions will complete the Stormwater Permit requirements. The City will continue to work with the
Dream Playground Foundation on recognition signage and bricks, along with some new park amenities, such as picnic
tables and garbage cans.
c) Erickson Playfield Pump Track: The grant agreement from the Recreation and Conservation Office (RCO) was approved by the City Council. However, due to multiple challenges and upcoming weather, the Lincoln Park BMX Association and
the City have decided to postpone the project until May 2022.
d) Restroom Replacement: The 24-hour restroom pilot project is still planned for completion by year’s end in the
downtown area of Port Angeles.
e) Olympic Discovery Trail Repairs: Director Delikat discussed the Council-approved maintenance contract for trail
repairs.
f) Volunteer Field Turf Project: The pledge agreement, passed by the Commission last month, has been signed and
completed. Director Delikat is currently working with the RCO on grant acceptance to take to a future City Council
Meeting.
g) City Pier Sidewalk/Culvert Replacement: Parks & Recreation has received approval from the Department of Natural
Resources (DNR) to move forward with the project, which is now is in the hands of the Washington Department of Fish
& Wildlife. The project is expected to be complete by the end of 2021.
h) Civic Field Improvement with the Port Angeles School District: The City partnered with the school district to purchase
new football field goal posts, which were installed in mid-September.
i) Facilitator of Recreation: Peninsula College has partnered with the Parks & Recreation Department and will manage
most adult recreation sports. The City is also working with AAU Youth Basketball on the possibility of taking over the
winter basketball tournaments.
ADJOURNMENT: Chairperson Collins adjourned the meeting at 6:55p.m. The next meeting will be held on October 21, 2021.
