PORT ANGELES PARKS, RECREATION & BEAUTIFICATION COMMISSION MEETING Port Angeles, Washington October 21, 2021
CALL TO ORDER – REGULAR MEETING: Commissioner Collins called the meeting to order at 6:13 p.m.
ROLL CALL: Members Present: Commissioners Harp, Cripe, Collins, and Forrest.
Members Absent: Commissioners Hodgson, McGuire, and Milburn.
Staff Present: Director Delikat, Senior Center Manager Bright & Secretary Straits.
APPROVAL OF THE MINUTES: Commissioner Forrest moved to approve the September 16, 2021 minutes. Commissioner Cripe
seconded the motion. The motion passed unanimously.
LATE ITEMS: None.
PUBLIC COMMENT: None.
FINANCE & PACKET ITEMS: Director Delikat reviewed the current Revenues and Expenditures Report.
LEGISLATION: The Commissioners used this time to interview one candidate for the Student Representative position on the Parks
Commission: Darcy Glore. The Commission will provide their recommendations to Secretary Straits via email.

DIRECTOR’S REPORT: 1. Departmental Updates
a) Hazardous Trees: Director Delikat discussed three hazardous trees recently removed from Lincoln Park (2) and Shane
Park (1).
b) Generation II Dream Playground Stormwater Permit & Tree Mitigation: The stormwater permit has been completed.
Two local businesses recently donated topsoil to help level the ground surface and volunteered to hydroseed the park.
Phase 1 of the Erickson Playfield Tree Mitigation project is expected to begin in November 2021.
c) Turf Tank: The Parks & Recreation Department will partner with the school district to lease a Turf Tank for 72 months.
d) Restroom Replacement: The Parks & Recreation Department has been working with Clallam Transit in preparation for
the installation of three 24-hour restrooms in downtown Port Angeles. e) Olympic Discovery Trail: Director Delikat discussed the recent progress made on the Olympic Discovery Trail, and
permits needed for additional trail work.
f) Parks New Hire/Facilities Operations Specialist Position: The Parks & Recreation Department filled the vacant Parks
Caretaker position. The department will hold interviews for the vacant Facilities Operation Specialist position in
November 2021.
g) 2022 Budget Update: Director Delikat provided an update on the 2022 Budget, including four budget supplementals
(Turf Tank, Chain Gang, Park/Facility Security, Lodging Tax).
h) Municipal Code Update: The Commission was provided information on the Port Angeles Municipal Code updates,
including public input, and how these updates may affect Parks & Recreation.
ADJOURNMENT: Chairperson Collins adjourned the meeting at 7:15p.m. The next meeting will be held on November 18, 2021.
