It has come to our attention that you have been assigned a separate address for the second
dwelling on your lot at 616 E. 4th. In discussing the situation with your electrical contractor,
our decision NOT to separate the electrical services was made in error. Research of the
Municipal Code finds that when an accessory residential unit is separated by address as yours
is, then both water and electrical services must also be separate.
Please reference the letter sent to you June 10, 2001 by Trenia Funston stating that the
separation of services is required. I understand that the new water meter has been install and
the account set up. Please continue with the separation of the electrical service for completion
of the code compliance as soon as possible.

Your proposal for an accessory residential unit located at 616 East 4'h Street was approved subject to the
foIlowiog conditions:
I. Meeting the permitting and utility requirements.
2. Meeting the parking requirements for residential uses.
The parking layout has been identified and is sufficient. Public Works and Utilities does not have a record
requesting a water meter or sanitary sewer connection. In referencing the Port Angeles Municipal Code, Chapter
17.08.0 I 0 _ A, paragraph B. Accessory Residential Unit - a dwelling unit which is incidental to a detached single
family residence, is subordinate in space (i.e., fifty percent or less space than the single family residential use) and
is located on the same zoning lot as the single family residence. An accessory residential unit is served by water
and electrical service that is separate from the primary residential service and has a separate address.
It appears that there is onJy one utility billing for both the accessory and primary structures. This does not comply
with all the requirements of your conditional use permit application. Installation of separate water and electrical
meters is required. Addressing for the second structure should be placed on the building and identified as 616 Y,
East 4'h You may obtain both water and electrical permits at the building permit counter.

the conditional use permit.

In December 12,2001, Mr. Fox was granted a Conditional Use for an accessory residential unit. The
CUP was approved subject to meeting the permitting, utility and parking requirements for residential
uses. See attached letter dated June 10,2001. It appears that there has been no attempt to comply with
the separation of the water or electrical service requirements, nor has a separate building address been
estab lished for the 2,d structure.
What are the steps for insuring compliance regarding the above referenced site?

17.08.002 Rules. In the construction ofthese Zoning Regulations, the rules and definitions
contained in this Section shall be observed and applied, except when the context clearly indicates
otherwise.
a. Words used in the present tense shall include the future; words used in the singular shall
include the plural, and the plural shall include the singular.
b. The word "shall" is mandatory and not discretionary.

SUBJECT: Existing Apartment over Garage at 616 E. Fourth Street, Port
Angeles, Washington
An inspection of the above referenced structure was performed on December 28, 2002.
The structure consists of an apartment, R-3 occupancy, over a private garage, U-1
occupancy, of wood framed construction. The apartment has egress and ingress from
an open exterior stairway, which does not enter the garage. The structure was
inspected for general conformance with the requirements of the 1997 Uniform Building
Code. The structure generally conforms to the requirements of the Uniform Building
Code with the following two deficiencies:
a) The garage portion of the structure is not separated from the apartment portion of
the structure with materials approved for one-hour fire-resistive construction on the
garage side of the structure as required per USC Section 302.4. This will require
the installation of 5/8", Type X, gypsum wallboard on the ceiling and walls of the
garage and fire taping of the seams.
b) The plumbing vent which exits the apartment on the east gable end of the residence
does not meet requirements of the Uniform Plumbing Code. This vent shall be
extended out and up so it terminates a minimum of six inches above the roof line.
This may be accomplished by connecting to the existing end of the vent with a short
piece of like material and installing a 90 degree elbow and vertical piece that
meets the height requirements noted above. This vent extension may be strapped
to the gable trim such that the vent pipe does not need to penetrate the roof.
Please note that inspection of the electrical system was outside the scope of this work.
Inspection of this portion of the building should be completed as directed by the City of
Port Angeles Electrical Inspector.

Dear Ken:
Your proposal for an accessory residential unit located at 616 East 4'h Street was approved subject to the
following conditions:
I. Meeting the permitting and utility requirements.
2. Meeting the parking requirements for residential uses.
The parking layout has been identified and is sufficient. Public Works and Utilities does not have a record
requesting a water meter or sanitary sewer connection. In referencing the Port Angeles Municipal Code, Chapter
17.08.010 _ A, paragraph B. Accessory Residential Unit - a dwelling unit which is incidental to a detached single
family residence, is subordinate in space (i.e., fifty percent or less space than the single family residential use) and
is located on the same zoning lot as the sipgle family residence. An accessory residential unit is served by water
and electrical service that is separate from the primary residential service and has a separate address.
It appears that there is only one utility billing for both the accessory and primary structures. This does not comply
with all the requirements of your conditional use permit application. Installation of separate water and electrical
meters is required. Addressing for the second structure should be placed on the building and identified as 616 y,
East 4". You may obtain both water and electrical permits at the building permit counter.
