Members Absent: None Staff Present: StaffPresenl: City Manager West, Attomey Bloor, Clerk Martinez-Bailey, C. Delikat, S. Carrizosa. D. Sharp, B. Smith, M. Healy and N. Gollub. PLEDCE OF ALLEGIANCE Mayor Dexter led the Pledge ofAllegiance to the Flag. CEREMONIAL MATTERS. PROCLAMAT IONS & EMPLOYEE RICOGNITIONS l. Resiliency Month Proclsmetion Mayor Dexter read a proclamation recognizing October as Resilience Awareness Month in recognition of the effects ofadverse childhood experiences and the impact on development and long-term health outcomes on individuals. The Mayor invited Partnerships for Action Voices for Empowerment (PAVE) Family Navigator, Shawnda Hicks, to speak about the proclamation. She thanled Council for the recognition and spoke about the importance of their sup?on. 2. Arbor Day Proclamrtion Mayor Dexter read a proclamation recognizing October 18, 2022 as Arbor Day in Port Angeles 8nd urged all citizens to protect trees and woodlands. PLTBLIC Hf ARINGS 1. Proposcd Adjustments to the 2023 Utility Rrtes Finance Director Sarina Carrizosa presented the proposed changes to the 2023-2024 fid 2023-2025 rate changes from the October 4th meeting. At 6:51 p.m. the Mayor continued the Public Hearing. Laurel Cripe, city resident, spoke about changes to water rates. At 6:56 p.m. the Mayor closed the public hearing. Council discussion followed. OTHER CONSIDERATIONSl. Updrte on Elevste Port Angeles Port Angeles Chamber of Commerce Executive Diector Marc Abshire provided update on the Elevate Pon Angeles project. He provided survey data collected from local downtown businesses. Council discussion fotlowed. Due to the time. the Mayor moved to the Public Hearings. PORT ANGELES CITY COUNCIL MEETING -October 18,2022 It was moved by Schromen-Wawrin and seconded by Carr to: After the motion was amended, the final motion passed as: Appoint a temporary subcomminee of up to three Council members, or Utility Advisory Comminee members, to wort with staff to develop a policy that exempts elficient outdoor water used for food production or habitat from wastewater and CSO consumption charges. The Mayor asked if there $as [nanimous cotrs€nt, heering no opposition, the motion carried 7-0. Mayor asked for interested Council members to raise their hands if they wished to panicipate. Council members Carr and Schromen-Wawrin raised their hands. It wrs moved by Schromen-wawrin end s€conded by Cerr to: Appoint a temporary subcommittee of up to three councilmemben, or Utility Advisory Committee members to work with staffto develop a poticy expanding the low-income utility assistance program so that it provides utility assistarce to any residential utility customer who is housing cost burdened (meaning they pay more than 30% of their income in housing costs) and table rhe adoption of ordinances adjusting mtes in the Water and Wastewater fund for the 2023- 2024 fiscal years and in the Medic I fund for the 2023-2025 fiscal yean. Mayor Dexter conducted a second reading ofthe ordinance by title. entitled, ORDI\A\CE \O. 37OI AN ORDINANCE of the City of Port Angeles, Washingon amending sections of Chapter 13.65 relating to wastewater service rates. ORDI\,{\CE NO. 3702 AN ORDINANCE of the Ciry ofPon Angeles, Washington amending sections of Chapter 13.44 of the Port Angeles Municipal Code relating to water rates. ORDINA.\CE :iO. 3703 AN ORDINANCE of the City of Port Angeles, Washington amending sectioos of Chapter 13.73 ofthe Port Angeles Municipal Code relating to ambulance service and medic I rates It was moved by Schromen-Wawrin and seconded by Suggs to: Adopt the ordinances as read adjusting rates in the Water and Wastewater fund for the 2023-2024 fiscal years and in the Medic I fund for the 2023-2025 fiscal years and appoint a temporary subcommittee ofup to three council memben, or Utility Advisory Comminee members to work with staff to develop a policy expanding the low-income utility assistance program so that it provides utitity assistance to any residential utility customer who is housing cost burdened (meaning they pay more than 307o of their income in housing costs). Council members Carr and Sckomen-Wawrin committee raised their hands. Mayor Dexter expressed interest in participating on the Committee. 2. Public Ilearing on the 2023 Budget Revenue Sources Finance Director Sarina Carizosa presented the ageada item and spoke about the requirements prompting the presentation. Director Carizosa provided a presentation on 2023 Budget Revenue Sources which outlined the upcoming budget schedule, including adoption of the final Budget in December. At 9:15 p,m. rhe Mayor opened the Public Hearing. Hearing no comments, the Mayor closed the Public Hearing. Field Arts and Events Hrll Updste Executive Director Steve Raider-Ginsburg provided an update on the Field Ans and Events Hall and shared slides demonstrating construction progress. It wes moved by Carr and seconded by French to: Dircct staff to bring back a resolution allocating up to $300,000 of ARPA funding towards the Field Ans and Evens Hall Update. The Mayor asked if there was unanimous consent, herring no opposition, the motion crrried 7-0. Council member Mccaughan had stared earlier in the meeting he would leave the meeting at l0:30 p.m. CONSENT AGENDA At the reque$ of Council member French, Mayor Dexter moved item J- l to the Cons€nt Agenda. It was moved by Suggs and seconded by Carr to rpprove the Corsent Agendr to include: l. City Council Minutes of September 20 and September 27. 2022 2. Expenditure Repon: From September 24,2022 and October 7,2022 in the anount of$2,190,909.29 3. Shared Storage Facility Agreement I Approte and authoize the Ci,v Manager to sign q multi-_v-ear sub-lease agreement u'ith Clallam County for the shared storage focilir.t-4. ITEM MOVED TO CONSENT AGENDA - Grant Acceptance WQC-2023-PoPAnPW-00153 and PSA-2020- 26 Amendment 02 / I Accepl construction grant agreement #WQC-2023-PoPAnPI|-00153 with the Department ofEcolog; in the amount of$1,005,426 to construct the City Hall East Parking Lot LID, Project #TRl2l5, and qurhoize lhe City* Mqnager to execute qnd administer the agreement and to m(rke minor modi/ications as tecessary; and approye Amendment 02 to PSA-2020-26 with the project's design consultanl, Herrera Environmental Consukants, Inc., to include construction phased se^'ices support in a new not to exceed amount of$ 186,767 and extend the agreement through Dec. 3l, 2024, and authorize the Citt, Manager to sign and administer the Amendmenl and b make minor modilcations qs necessary. CITY COLNC IL REPORTS Council member Carr spoke about highlights and updates from the Board of Health meeting Council member Frelch spoke about an Olympic Peninsuta Tourism Commission meeting. It wrs moved by Schromen-Wawrin and seconded by Meyer to: Amend motion to direct staff to apply matched funds allocated to permanent supportive housing. Meyer withdrew his second. It was moved by Schromen-Wawrin and s€conded by Carr to: Extend the meeting to the end ofthe agenda. The Mayor asked if there was unanimous consent, hearing no opposition, the motion carried 7-0. PORT ANGELES CITY COLINCIL MEETING - October 18, 2022 Council member Schromen-Wawrin spoke about sensitive environmental areas and his planned attendance at an upcoming local community meeting. Council member Suggs spoke about an upcoming meeting regarding Aldwell forest. No other reports were given. INFORMAIIQN Manager West reminded Council ofan upcoming work session and an upcoming Olympic Peninsula Energy Futures conference put on by the North Olympic Development Council.
