DATE: December 4, 2003 TO: File FROM: Trenia Funston, Engineering Permit Specialist RE: Sanitary Sewer repair 130 East Front Street 11/21/03 Clallam County received report of sewage problems at Delaney's Other Side (130 East Front) See attached report for dates 11/21,11/24,11/26,12/01,12/4/03. 11/26/03 Janine (Clallam County environmental health) notified me of the sewage problems at Delaney's, she said that Angeles Plumbing would be doing repairs, she wanted me to be aware of their concerns. Business was shut down by her department. 11/28/03 PW on call (Bill Hale) was contacted by Angeles Plumbing for utility information regarding sewer lateral connection for Delaney's 11/26/03 (10:00 am) PW & U received an emergency underground utility locate request from Angeles Plumbing for 136 East Front Street. (See attached # 1.) Jay Divelbliss checked city main in Front Street. City line was clear. 12/02/03 (8:50 am) PW & U received an emergency underground utility locate request from Angeles Plumbing for 130 East Front Street. (See attached # 2.) 12/02/03 PW permit # 03-1154 was issued to Angeles Plumbing for work within City right of way and a sanitary sewer repair at 130 East Front Street. Spoke with Dale from Angeles Plumbing, he indicated that he had ran a plumber's snake into sanitary sewer connection in basement of 130 East Front Street. He was unable to clear line, and lost approximately 15' of his snake line. 11/26/03 City waste water crew tv'ed the main line in Front Street. (See attached report). Unable to see lost plumber's snake. 12/03/03 Primo Construction was hired as a sub contractor for excavation on Front Street. 12/02/03 I reviewed the as-built information on the downtown water main, sanitary sewer and sidewalk replacement project #99-11. Terin Gloor was field project manager and inspector for this project. Information reviewed (see attached). . xerox copies of photo's of project 99-11: Survey station 6+45 in the area of Bank of America looking east shows trenching and pvc connections for storm drainage. Survey station 10+54 shows sanitary sewer main line and connection to sewer lateral to Delaney's (136 East Front) These are the only 2 photographs taken on the south side of Front Street between Lincoln & Laurel Streets during this project by the inspector. The contractor had located the 10"main at approximately I 3' deep but was unable to locate a wye to to service in question. They had exposed about 10' of the main so began digging towards the building. They located the service in question about 5' north of the building. It exited the building about 4' higher than the main and had a sharp bend downward. The crew followed the pipe to a point lower than the main. Rather than dig any further to the west, which would have ment removing more sidewalk and inlarging the hole considerably more, I instructed the crew to tap the main perpendicular to the exposed service, install a saddle fitting and run new 6" PYC into the building. C-7 ~;'I ,~!:II 1~1!'; /::1,1 ~ Delaney's Other Side Side sewer issue On 11-26-03 Jay Divelbiss and Benjie Flores were called to Delaney's to locate and video to see if their side sewer was plugged up. The crew cleaned the City sewer main line and found no blockage. They then videoed the City sewer, viewing a 6" PVC side sewer coming off the main sewer line approximately 80' West of the dead end manhole at Lincoln St. This is consistent with the as-built. The measurement of 80' West of the manhole lines up with the West edge of the Delaney's Other Side buildU;g 'where their side sewer is. There is a sewer video camera on the market that has a 'lateral launcher' small video camera. Sheldon Teepeles with Aries was in Port Townsend doing a demo with one of these systems. I called Sheldon's cell phone, attempting to reach him before he left the area to have him come up and video the side sewer. Unfortunately he was almost out of Washington State and was eager to get home. Without the 'lateral launcher' we are unable to video this side sewer from the inside of the City sewer main.
