CALL TO ORDER -REGULAR MEETING Mayor Dexter called the regular meeting of the Port Angeles City Council to order at 6:00 p.m. ROLL CALL Members Present: Mayor Dexter, Deputy Mayor Meyer (attending virtually), Council Members Carr, McCaughan, Miller, Schromen-Wawrin and Suggs. Members Absent: None. Staff Present: Assistant City Manager Goings, Attorney Bloor, Clerk Martinez -Bailey, C. Delikat, K. Dubuc, B. Smith, S. Carrizosa, M. Healy & N. Gollub. PLEDGE OF ALLEGIANCE Mayor Dexter led the Pledge of Allegiance to the Flag. PUBLIC COMMENT No public comment was received. CONSENT AGENDA It was moved by Schromen-Wawrin and seconded by Carr to approve the Consent Agenda to include: 1. City Council Minutes of March 21, 2023 l Approve 2. Expenditure Report: From March 11, 2023 to March 24, 2023 in the amount of $3,206,317.88 / Approve 3. Material Purchase: Electrical Underground Cables / Award a contract to NC Machineryfor the purchase and ouyi'tting of a new Water Division Backhoe in the amount of $282, 017.86. 2, allow the City Manager to execute and administer all agreements necessaryfor the purchase and outfitting of the backhoe, to make minor modifications to the purchase contract if necessary, and approve and authorize the City Manager to surplus vehicle #1756, once the new equipment is placed into service. Motion carried 7-0. ORDINANCES NOT REQUIRING COUNCIL PUBLIC HEARINGS 1. Port Angeles Municipal Code Re -Envisioning Title 1 City Attorney William Bloor spoke about the ordinance before Council for a second reading. Council discussion followed. Mayor Dexter conducted a second reading of the ordinance by title, entitled, ORDINANCE NO.3711 AN ORDINANCE of the City of Port Angeles, Washington repealing and replacing Title I of the Port Angeles Municipal Code related to General Provisions. It was moved by Miller and seconded by McCaughan to: After the motion was amended, the final motion was adopted. Adopt the ordinance as read, striking the word servant in the definition of person. Motion carried 7-0. 1. 2023 Budget Amendment #1 Finance Director Sarina Carrizosa spoke to the agenda item. Mayor Dexter conducted a first reading of the ordinance by title, entitled, PORT ANGELES CITY COUNCIL MEETING — April 4, 2023 ORDINANCE NO. AN ORDINANCE of the City of Port Angeles, Washington, amending the City's 2023 budget. The Mayor continued the matter to April 18. CITY COUNCIL., REPORTS Council member Carr spoke about her first meeting as Chair of the Lodging Tax Advisory Committee meeting and topics discussed. Council member McCaughan spoke about attendance at a recent Solid Waste Advisory Committee and his election as Chair of the Committee, and spoke about attendance at Shore Aquatic Center and City Wellness meetings. Council member Schromen-Wawrin spoke about the National League of Cities Conference and some topics that were covered, including grants, communication, housing, budgeting, work force, and potential benefits of hosting a Citizen Municipal Academy, Council member Miller spoke about time spent with the Homelessness Task Force and spoke about openings on the Committee, attendance at the recent Serenity House Open House, and a Clallam Transit System Board orientation. Council member Suggs William Shore meeting and an upcoming event, appointment to the Governor's task force, the Murdered and Missing Indigenous Women Task Force, Mayor Dexter spoke about attendance No other reports were given. INFORMATION Assistant City Manager Goings spoke about changes to the Webex platform and spoke about the upcoming Joint meeting with the County Commissioners.
